VALLEY STABBING SIGNALS WAR
You don't usually hear much going on in the SF Valley. But something's about to kick off. Last week a carload of alleged CPA homies rolled up on four alleged Haskell Streeters in broad daylight in the 20000 block of Sherman Way. Fists flew, a knife came out and one Haskell paid the ultimate price for living the life. The usually wrong media attributed the incident to rival tagging crews. Haskell apparently is moving West, and CPA is claiming more streets to the East. Result? You figure it out. Somebody ought to clamp a lid on this before it gets crazy.

What do you know about Vickys Town starting off in the same area as Clover. I have heard from several sources that they started off of "Victoria St" in Lincoln Heights but cant confirm that a street named Victoria ever exhisted. If it once did its not there anymore

I took May 1st off and kicked back with some Michoacan I've been hording for a few yrs..I flew the Italian flag at the house. The wife made a mess of chicken and beef tamales and I had friends over for eats and beers.. I even got a Muslim friend to drink one while his wife was out..He's Pakistani and another guy was Chicano, 2 Paddys and a Sioux..Redneck friends got introed to tamales (big hit)and remarkably, they brought the Cabo Wabo.. I wore my tye-dyed overalls for joker, and miles davis and Charlie Parker blew horn on the box.. It was a good day.. What did Los Lobos say? One More Day In America..............

Anonymous asks about what I know about VickysTown in Lincoln Hts.
They never existed when I was a youngster, I first heard of them in the late 70's when a youngster from Clover told me he got rat packed by some vatos who said they were from "VickysTown". Later I worked with a few Paisas who said they started a clique called "VickysTown" around 5 points in Lincoln Hts.. They were good vatos and all were from "Ensenada BC". Unfortunately they started feeling thier "Wheaties" and got on the bad side of some of the old varrios in the area and got fucked up real bad. Only thing I know about "VickysTown" hope it helps.

Hey Gava Joe it sure is a small world, we stayed in a home (San Felipe,BC) on the beach south of town thats owned by an Italian guy from Sicily. He had the Italian, Mexican, and US flags up. It was beautiful, barbequeing fish, fresh tortillas from the local joint,Pollo Rostisado, fumando buena grifa, good vino, Tecate con sal y limon, and also enjoying some good music.
Nightime, wood fire burning, waves on the beach, Miles blowing(All Blues), Bird on fire blowing (east of the sun west of the moon) Lee Morgan (Sidewinder) feeling good and everyone singing along with Jimmie Reed, (Bright Lights, Big City) and closing out the night tripping with the Moonglows (In my Diary, We go together) The Dubs (In the Chapel of Dreams).

I TEND TO SNORE during plays, but my peepers didn't flutter once when I attended a staging of "The Mexican OC," a new play highlighting the history of Mexicans in Orange County. Though the vignettes jump from the 1892 lynching of a Mexican laborer by Santa Ana civic leaders to the student walkouts of this March, the theme remained the same: If you're a Mexican in the county of milk and Mickey, expect mucho discrimination.

"The Mexican OC" retells many familiar yarns — about the Minutemen, gentrification battles, Mendez vs. Westminster (the 1945 legal case that desegregated schools in Orange County and that Thurgood Marshall cited in arguing Brown vs. Board of Education). My only complaint with the play was that it only scratched the surface of my county's bizarre history of hating the Mexican.

For instance, it didn't mention the late INS Commissioner Harold Ezell, a Newport Beach resident and local GOP stalwart who once told reporters that "illegal aliens shouldn't be deported; they should be deep-fried." Or the recent incident in which a Rancho Santa Margarita woman accused three maids of stealing her purse and got the Orange County Sheriff's Department to help deport them before officers determined that this Desperate Housewife had left the purse at a McDonald's.

Truth is, Orange County is the Mexican-bashing capital of the United States. Our racist sneezes become national hurricanes.

County residents birthed both the notorious Minuteman Project and Proposition 187, the 1994 initiative that scared us with images of shadowy Mexicans crossing the border and spawned copycat measures nationwide. Costa Mesa Mayor Allan Mansoor and O.C. Sheriff Michael Carona are seeking to transform their respective police and sheriff's departments into la migra, a plan other municipalities across the country are considering. And members of our Republican congressional delegation — some of whom boycotted President Bush's recent amnesty-touting speech in Irvine — played a crucial role in crafting the notorious Sensenbrenner bill, HR 4437, which would make assisting an illegal immigrant a crime. Orange County is even home to the headquarters of Taco Bell and Del Taco, the worst apings of Mexican culture since a brown-face Charlton Heston hammed it up in "Touch of Evil."

What explains our Mexican-bashing ways? The old stereotype of Orange County as a bastion of wealthy white conservatives doesn't suffice; a Mexi-phobic streak even exists among assimilated O.C. Mexicans, who use a unique-to-Orange County slur —"wab" — to deride recently arrived Mexicans. The deep well of racism stems directly from the county's foundation.

Unlike East Los Angeles or other regions with significant Mexican communities, the lords of Orange County never let their Mexicans become anything other than Mexicans. After receiving generations' worth of cheap Mexican labor to power the county's chief industries — citrus before World War II, real-estate development afterward — the O.C. psyche is wired to view brown-skinned folks as perpetual peons. City ordinances forced Mexican immigrants like my great-grandfather and grandfather to live in shoddy citrus camps instead of the good parts of town for decades; the resulting barrios still exist and account for our continued housing segregation. Orange County's recent emergence as a gateway for Mexican immigration — the county seat, Santa Ana, is percentage-wise the most Latino city in the U.S., with a population of more than 100,000 — also ensures that the trek toward assimilation and acceptance won't begin anytime soon.

Ask the haters, and many will insist that some of their best friends are Mexicans; it's illegal immigrants they despise. But the slope here between "Mexican" and "illegal immigrant" has always been a Slip 'N Slide. And even if immigration stopped tomorrow, Orange County would still look down on Mexicans.

I'm a fourth-generation descendant of naranjeros (orange pickers), barely speak Spanish and am lighter-skinned than most of my gabacho friends. Still, a couple of years ago, I attended a fundraiser at the Balboa Bay Club — the Musso & Frank's for O.C.'s old money, and John Wayne's favorite drinking well — and while I was standing in line for a horrid Mexican buffet, a skinny, prissy thing approached. She asked if I could serve her some beans. I laughed. While I waited for the valet later that night, the same woman asked if I could grab her car. "Not unless you want it on cinder blocks," I replied. My Camry arrived. I paid the $5 charge and slipped the Mexican valet an extra $20.

The Mexican-hating here isn't all bad, I guess — it does provides for delicious, ironic comedy. Minuteman founder Jim Gilchrist has a Mexican son-in-law and owns a Chihuahua named Tia. An Anaheim club that used to be host to white-power rock shows is now one of the county's most popular Mexican nightclubs. And two days after viewing "The Mexican OC," I got to watch a group of about 60 prune-faced white folks do their comical worst to counter-protest the tens of thousands of Latinos demonstrating in downtown Santa Ana at the "Day Without Immigrants" rally. Under the cover of mounted police, the furious fogies hurled chants of "tacos," "welfare" and "amigos" to the bronze-skinned moms and dads, kiddies and abuelitas.

Orange County, as always, was itching for its Mexicans to riot. But most of the marchers were too busy waving American flags to notice.

Gracias for the heads up. I heard from a couple people that VST started in Lincoln Heights. Im still trying to figure out what the origins of the name are. Ive been told it comes from Victoria St but havent found any street like that in all of NELA. The 5 points is where Daily/Pasadena/Ave26 meet correct?It seems fitting that it was started by paisas. Most of the vatos from VSt I ever rain into in the other Heights, Boyle, were paisa types tambien. Any thought on where the name comes from? Victoria Baja?

Some parts of the valley are pretty crazy. I moved from a pretty shady area in Venice to North Hills for about two years in the early nineties and I saw some crazy shit go down there. The local gang where I lived was Langdon Street. The neighborhood was right off the 405 fwy which made for easy access (quick in and out) for all the crack heads. There was gunfire almost nightly, and there were a few occasions of straight up gun battles that lasted up to 10 minutes. That place was like the wild west. Definitely changed my perception of the valley being a sleepy suburb of L.A.

Man killed in Oakland shooting after skipping Cinco de Mayo festival

OAKLAND — Artemio C. Matias tried to go to the Cinco de Mayo celebration in the Fruitvale district Sunday, but because some 100,000 other people had the same idea he couldn't find parking near the festival.
Instead, he headed east on Foothill Boulevard to take a relative home.
His route proved deadly.
Matias, 24, was caught in traffic gridlock in the 3700 block of Foothill Boulevard near Cesar Chavez Park about 2 p.m. Sunday when someone — possibly a gang member — sprayed his car with bullets.
Matias, who had no gang ties or criminal record, was taken to Highland Hospital in Oakland, where he died at 2:31 p.m. Two other men in the car were not injured. "They did nothing to provoke this," said Sgt. Rick Andreotti. He was "an innocent victim of senseless violence," Andreotti added.
Norteno gang members have tagged the park as their turf and police said graffiti there and the clothes worn by people hanging out at the park suggest the shooting was related to the Norteno gang.
Nortenos identify with the color red and the symbols XIV, X4 and 14 because "N" is the 14th letter of the alphabet.
The Nortenos' rivals are the Surenos who identify with the color blue and the symbols X3, 13 and XIII because "M" for Mexican Mafia is the 13th letter of the alphabet.
Police said Matias and his two passengers were verbally harassed by a group of 15 to 20 people in the park while they were held up in traffic. Although they never responded to the taunting, someone in the park shot at the car, police said.
Matias came from Guatemala five years ago to join a majority of his family and work in construction.
"He didn't have (any) trouble with the people," said older brother Octavio Matias, 25. "He listened to me. ... I'm so upset right now."
Despite being wounded, Artemio Matias drove the car about a block, where paramedics were summoned by a police sergeant making a traffic stop. The car belonged to a relative.
The killing was the 49th in Oakland so far this year. At this time last year, there were 28 homicides. At least half a dozen of this year's killings have been gang-related, police said.
Police and Crime Stoppers of Oakland are offering up to
$20,000 in reward money for information leading to the arrest of the killer.

Northern California, in general, has a richer history than Southern California. This is due to the fact that California first became popular to Americans bacause of the Gold, wich was in Northern California. Southern California started its industrial period in 1928 at the earliest. Mexican, or better said Spanish history in Northern California is practically as old, and equally as important as that of Southern California.

' The first Spanish settlement North of the present day North/SOuth boundary was in Monterey, were they set up a Presidio. The government headquarters of California has always been in the North.

' Californias first major city was San Francisco, wich was a full fledged city 80 years befor LA had running water. It was a comercial center for the gold miners, wich housed all the banks and financial institutions needed to run the gold rush. It was also a major port for imprting goods and people to work the mines.

' The revolution wich freed California of Mexico and passed it into American hands, too, had its start up North. The famous Bear Flag revolt occured in the city of Sonoma, and led to the abolishment of Mexican rule. Vallejo, who was the leader of the Mexican army, sympathized with the revolution, and was elected Californias first governer. The treaties and laws he tried to set up for the native Californian people were iradicated however. The new Calfornia owners were against the Mexicans and any one else who wasnt white.

' California was invaded by thousands of American, who were for the most part non- christian, iliterate, and unwanted in their native states. They squated and overan previously prosperous ranchos, wich the Mexicans had previously established. The law was on their side, and they later made the Mexicans appear to be the ignorant barbarians. This is an image wich I have personally encountered from many Anglos. Since the only 2 Mexicans they have seen in their life were busboys, they assume the entire Hispanic race is a group of ignorant monkeys. In the begining it was quite the opposite, and it is actually recorded in California laws who was really the ignorant monkeys. They made laws wich made all Mexicans non-citizens. They also, conveniantly, made laws wich made it illegal for non-citizens to speak in court. This is clearly anti-constitutional, but they let it ride.

' The Mexicans who owned the large prosperous ranchos were expropriated. They made laws wich required them to get new land titles, wich was impossible due to the fact that they werent citizens anymore, clearly breaching the treaty of Guadalupe-Hidalgo. Thats nothing new in US history though. They have been breaching treaties since two days after they started writing them. Clearly the Americans wich set up modern California had no concept of the word 'honor'.

' One of the first cholos, in my opinion, was from Northern California. His name was Joaquim Murrieta. He was a bandido who robbed stage coaches, jumped claims, and killed white people at will. He has never been popularized in California due to anglos fearing him as an anti-white, wich he was. The story that was shown in the movie Zorro, although showing him as a hero, didnt show him in his full context. Joaquim Murrieta, who was half native american, had his moms family slaghtered by the American Army. They did not leave one member of her tribe alive. His brother was killed by the American army for presumably being a bandido. His brothers wife they hung for no reason. The era he lived in was very anti-everyone but white, after all he wouldnt even be alowed to speak in court. He had a very hard life full of hardship, and mainly hate. He started robbing stage coaches and killing all the guards that came with them. He also jumped claims, and over all lived up to the whole bandido image. A ransom was placed on his head, making one of Americas Most Wanted. He was chased by the American army throughout the San Joaquim valley. He was finally caught and beheaded. His head was allegedly preseved in whiskey and supposedly is still around, owned by a private party in San Francisco. It is clear that he was a criminal, but he was driven to it by injustice, wich is Californias state motto. There is a song in Spanish about Joaquim Murrieta sung by Vicente Fernandez, and later Lorenzo de Monteclaro. It contains my favorite verse of all time:"de Mexico es California, porque dios asi lo quizo, en mi sarape cosido traigo mi fe de bautizo," wich says basically: California belongs to Mexico or else god wouldnt have made it that way, and to prove it he has his baptism certificate wich states California, Mexico, because Joaquim Murrieta was baptized in California when it was still Mexico.

' The modern day barrios of Northern California sprung up much later. It is unclear to me wich is the oldest Norteno barrio. Wether it is older than any Sureno barrio is irrelevant, for the oldest Sureno barrio is not established. It is clear that Pachucos have been in Northern California a long time. I assume the oldest barrios in the Norte are either from Oakland, San Jo, or somewhere in the Bay Area. Barrios in the Norte have been around since long before the use of the number 14, or 13 for that matter. Their is a strong rivalry between the barrios of Northern and Southern California. The reasons they dont get along make little sense, like in most rivalrys.

BROWNSVILLE, Texas -- Cingular Wireless LLC pulled a ringtone from its Web site Tuesday after learning that it carried a message the company called "blatantly offensive."
The cell phone company became aware of the ringtone, which uses mixed English and Spanish and threatens deportation, after an inquiry from a reporter for The Brownsville Herald.
The newspaper reported in its online edition Tuesday that the ringtone started with a siren, followed by a male voice saying in a Southern drawl, "This is la Migra," a slang term for the Border Patrol.
"Por favor, put the oranges down and step away from the cell phone. I repeat-o, put the oranges down and step away from the telephone-o. I'm deporting you back home-o," the voice continued.
Hispanic activists called the product racist.
"It's horribly offensive and a disgusting thing," Brent Wilkes, national executive director of the League of United Latin American Citizens, told the newspaper.
Cingular removed the $2.49 ringtone, among thousands available for downloading from its Web site, Tuesday afternoon, said company spokesman Mark Siegel.
"Needless to say, we deeply regret and apologize for it ever being there in the first place. The ringtone is blatantly offensive," he said.
The ringtone became available between late February or early March and was downloaded eight times, Siegel said. It was developed by Barrio Mobile, Siegel said. Barrio Mobile is a brand owned by Lagardere Active North American, the U.S. division of a French media company.
Cingular officials were reviewing the process used to screen ringtones, which are developed by several other companies, he said.

He was born March 7, 1948, to Walter Dedrick II and Estelle Pearson Dedrick in Los Angeles. He worked for the CIA and FBI for 20 years and served in the Army from 1966 to 1970. He was a member of California peace officers union, Montebello Golf Club, former member of the Rotary Club of Pasadena, past president and founder of the So. Cal. Chapter of MANBLA and a volunteer at Eisenhower Medical Center. He is survived by his followers at Wallyworld. His expertise and knowledge will be greatly missed at "In The Hat".
A memorial service will be at 11:30 a.m. Saturday at the little chapel on the hill. Inurnment will be private under the direction of Youdiewebury Funeral Home. The family suggests that donations be made to a favorite charity.

If people just wouldn't smoke it, or fire the weapons that somehow find their way to the ghetto, we wouldn't have a problem, right?

To be perfectly honest, I actually agree with that point, even if you are using it to distract us while you duck from the argument as to how guns and drugs get here.

The guns and drugs are finding their way here; And, Lil' Spooky from East Los, or T-Bone from Compton, sure as hell aren't growing them all in their back yards.

Accountability must be held from top to bottom, and that means law enforcement should be applied to the top as much as the bottom. Not only is it not, but the bottom is getting the brunt of the tough prison sentences.

Some poverished teenager gets caught with a small chunk of crack cocaine in his pocket, he's state property. A rich guy gets caught with dope, he's in rehab, and, within a year, back on with his life.

If you want to defend such a bias system, or, lean on that same old crutch called, "It's the best system in the world...", suit yourself. Denial is easier than rational thought. I don't blame you. But, some people, like myself, are more interested in viewing the whole picture, not just one end of it.

Now, by all means, let's put aside the topic of one of the major root causes of gang violence in America, and go back to the titilating tales of war stories between...Haskell Street and Conoga Park.

Inequitable application of our laws, for sure. That would be the ONLY valid reason to argue against the death penalty as well. I am a death penalty proponent but I still don't like the inequities in application.

Death Penalty for practically the whole AB? Based on a truckload of snitches and scumbags, and it all boils down to a "Conspiracy beef"? Come on! get real! the only thing of any consequence that's going to come out of this costly exercise in futility is that these Fed Prosecutors are going to get a lot of cheap career enhancement publicity, the AB will gain more power after the purge of snitches from thier ranks, and there will probably be a rash of murders in the next few years when these informers become obsolete and are fed to the wolves.

Just a question to "Norwalkero" who mentioned the old varrio of "Canta Ranas", which in my former life as a drug dealer, was one of the few varrios that had a no violence, off limits to varrio pedo rule. The other neighborhoods that I was familiar with that had the same reglas in place due to thier value as drug intersections and connections were "Rose Hills", Lopez Mara, and Wilmas to a lesser extent.
Down in your area there was an old neighborhood (I don't know if it still exists?) called "Carmelas" which was off Rosecrans and Valley View?, that had an incredible number of Tecato's there, "Hicks" in El Monte was the same, but it was like a vampire movie when I would happen to be there with what seemed like everyone there walking around like zombies all nodding out, men,women,young and old, all hypes it seemed.
Used to be a place there called "Marquez Mkt" that had the best food around (especially the Caldo de Camaron). Is that varrio still in existence?

I was just over at "Dave's World 81" web site (he is the president of the Nevada Nomads Hells Angels chapter) where I linked up to his "My Space" and was mildly surprised to see A "Bandidos MC" link on Dave's "my friends" adds, and once I was on this Bandido's page, he in turn Had two Mongol MC "friend" links. Both these two Mongol links had the usual PR pictures one expects to see but I guess I was surprised to see two signs with war overtures for certain. One had the HA's death skull fractured into two, then crossed out, plus the caption encirclingit that said "Fuck'em Til Their Feathers Fall Off!!". The second one, was similar but the caption read "AHAMD Adios". I am not taking sides, but my initial impression was that it was balsy, but what do I know?! I would like to hear some feed back from those who are more tuned in as to the ongoing beef between these two clubs.

I grew up in El Monte "HAYES" my dad was from "HICKS camp" and yea he was a tecato, my sister still lives in that neighborhood but today its a lot nicer area, the old camp is long gone tore down in the 70's the original familys moved out and alot of Cambodians moved in to the new houses, you can actually see "normal" people out after the sun goes down. A few of the OG homies, friends of my dad still show up to the annual Barrio reunions. There were some bad motorscooters there back in the day 1940's, 50's 60's and early 70's the EMPD would'nt even venture into the camp, from the historia I hear just one cop named "Red" was allowed in. They even made an old movie there called "Carmen Jones" it was supposed to be shot in the jungle, so they filmed it right there and didn't change a thing.

Growing up in Hayes wasn't much different as a matter of fact the only difference was that we had sidewalks, back in the days I could stand on my front porch, throw a rock in any direction and It would probably hit a tecato in the head once it landed. I remember tecatos from Azusa, Maravilla, Puente, Pico Rivera, Bolen, and all points in between would come to the Barrio and score. But thats all changed, for the better, I guess. Alot of the homies are either dead or doing life. You can still run into a few of them at the methadone clinic on Valley if you go early enough. There were some "tough cookies" my protoge's were guys like Mon,Chavito,Hivi,Pennyface,Joe Cariocas,David Mantecas,Casimiro, to name a few.

I my self have found a better way to live and I do it "1 day at a time"
Keep the stories coming and if anyone out there has any knowledge of the people I mentioned above or about the Barrios awritten about, let it be known.

AMERICAS - Deportation Feeds a Cycle of Violence in Central America (by Sam Logan, Ben Bain and Kate Kairies, IRC)
Thursday 11 May 2006.

Since the early nineties, criminal gang networks operating across the border between the United States and Central America have exploded in power and number. The gangs take advantage of loopholes in international immigration and deportation policies to spread their influence through extreme violence.

The Mara Salvatrucha, or MS-13, has become one of the “Most Wanted” of these gangs. What began as a loosely-connected group of Salvadoran immigrant youth banded together for protection in the join-or-die gang culture of Los Angeles has now grown into a transnational criminal hydra involved in murder, extortion, and some gun and drug smuggling.

U.S. deportation policies aggressively send undocumented gang members back to their home countries in Central America. They export U.S. gang culture and hardened criminals to countries whose internal security forces are ill-equipped to deal with the new threat. The street gangs have rapidly grown beyond being just a neighborhood problem to presenting a real national security threat in these countries.

Criminal deportees bring tactics, organization, and other criminal skills learned in U.S. prisons. These abilities translate into more sophisticated networks that have created a web that spans across Honduras, El Salvador, and Guatemala. Over time this network has made some links with organized crime, acting at times like foot soldiers to help with smuggling, assassination, and other duties.

Street gangs remain distinct from organized crime. But they have become a leading cause of insecurity in Central America. The region’s history with clandestine death squads, drug and gun smuggling, corruption, and violence during the U.S.-supported “dirty wars” provided a propitious culture for the gangs’ insertion into society. The U.S. Federal Bureau of Investigation as well as national police in three Central American countries actively seek solutions to break this 20-year-old cycle, but U.S. authorities and their Central American colleagues face a difficult game of catch-up.

Born in the USA

The civil wars that ravaged Guatemala, Honduras, and El Salvador in the 1980s displaced tens of thousands of Central Americans from their homes into Mexico and the United States. Many of these families settled in cities in the United States close to the Mexican border. Cities such as Los Angeles absorbed large communities of Central Americans who sought to carve out a space in the city’s poor neighborhoods that had been controlled by Mexican street gangs since as early as the 1950s.

The word “mara” loosely translated from Spanish means group or gang. Salvatrucha, in Salvadoran Spanish slang, means a streetwise Salvadoran. Mara Salvatruchas is a term that refers to Salvadoran immigrants who formed gangs in the 70s and 80s to protect themselves from their rivals in the street gangs that dominated Los Angeles at that time.

The number 13 marks the position of the letter “m” in the alphabet and is a nod to the Mexican Mafia, a gang that controls the prisons in Southern California. Put together, the name “MS-13” states membership of a gang, primarily made up of Salvadorans, that holds allegiance to the Mexican Mafia in Southern California.

The MS-13 formed in California, but over the years has spread into Central America due to transnational movement of gang members through choice or deportation. Since the mid-90s, the U.S. Immigration and Naturalization Service (INS) has actively deported tens of thousands of convicted criminals back to their countries of birth in Central America.

After September 11, 2001, INS was absorbed into U.S. Immigration and Customs Enforcement (ICE), under the umbrella of the U.S. Department of Homeland Security (DHS). ICE, working with the other DHS components, presents a more comprehensive approach to tackling transnational gang violence. However, years of questionable deportation policies have left the organization with a formidable challenge.

In many cases, deported individuals were brought to the United States at a young age. So when they are deported to Central America, they have little to depend on in their home countries, outside of gang connections.

The MS-13 is now an established presence in Central America. It actively recruits young men and women, who in turn eventually find themselves back in the United States as illegal immigrants. This cycle, fed in part by U.S. deportation strategies, has increased MS-13 numbers in both Central America and the United States, where there is now a significant MS-13 presence on both the east and west coasts.

Over the years, the MS-13 grew and members moved beyond Los Angeles into other U.S. cities. MS-13 presence has been spotted in over 33 U.S. states as well as the District of Colombia. There are an estimated 8,000 to 10,000 MS-13 members in the United States, according to the U.S. Department of Justice.

As the MS-13 grew throughout the United States their clashes with rivals from the M-18 gang, as well as other street gangs, earned MS-13 members a strong reputation for brutal violence. It is widely known that the MS-13 weapon of choice is a machete.

Recruitment is often self-selective, targets pre-adolescents, and more often than not leads to a life of crime where the only escape is through serious injury or death.

Gang Life

When he was nine, Luis, a former member of the Mara Salvatrucha street gang, started hanging out with gang members in Southern California. By the time he was 13 he was considered an unofficial member of the MS-13. His official membership began when he was “jumped in.” This process is part of gang law that requires that new members be jumped by a small group of peers who punch, kick, and otherwise pummel the new member for the duration of the initiation ceremony. Enduring the beating is a show of toughness and loyalty to the gang.

“ When it became law that everybody had to get jumped in, my homeboys said, ‘Hey, you want to keep chillin’ with us, you’re gonna have to get jumped in’,” Luis told the IRC Americas Program. “I was 16 or 17 when I got jumped in,” he said.

Once young men and women pass through this tough initiation, they join a large group of peers who provide support, protection, financial stability, and companionship. Luis explained that, although in the United States he has never seen kids as young as seven or eight jumped in, he has seen 7-year-old kids already covered with MS-13 tattoos in Central America. “They’re basically homeless children,” he said.

Street gangs create social networks that rely on crime to finance what is essentially a lifestyle that allows youths to survive in a world where there are limited opportunities, a lack of parental presence, and little to no hope for a chance at a better life.

Luis lived for a time in Virginia with his mother, and then eventually moved back to California to live with his father and aunts, but there was no central parental figure in his life. So his chosen family became his street gang.

“When I grew up and everything I joined the gang, I felt as though I owed something to them, because they were there for me when I actually needed someone,” Luis explained.

“They showed me love; they bought me shoes, clothes, stuff like that. So I felt comfortable with them. I didn’t sense any danger, or any fear that they were going to get me in trouble. I only had positive thoughts. I knew what they did, but they explained to me why they do what they did.”

In the slums of Los Angeles and other cities in California, the kids that come from broken or separated families in marginal immigrant communities quickly fall into gangs. It’s unavoidable, according to Luis.

“If you walk down the block, there is another gang there. Every block is a different gang, so people who live over there, especially in neighborhoods where there are gangs, it’s not like you really have a choice,” he said.

Getting Out

During a high speed car chase with police about five years ago, Luis lost his left leg after he flew through the front windshield of his car in a head-on collision. While recovering in the hospital, family members pleaded with him to see his survival of the crash as a miracle, and a reason to consider if staying in MS-13 was worth dying for.

“It did work. That’s when I decided to chill, and I did chill for a while because I was in recovery. But then I ran into some friends at a party a few months later, and they wanted me to come back into the game. I couldn’t say no, because I knew if I didn’t do something to prove I was still chillin’ with them, they would try and mess me up, even stab me, for not being loyal to them.”

When the other members of MS-13 asked Luis to do a car-jacking to prove he was still in the gang, they left him alone at the scene when a local cop approached and caught Luis stealing the car, landing him in jail. After being betrayed by his friends, “the last thing I wanted while in prison was to hear from MS ... I was so angry, and felt like I had been betrayed, almost like I had been set up,” he explained.

Back on the streets after serving some time for the car-jacking, Luis continued to question what kind of friends his gang buddies really were, guys who had forced him to commit a crime, and then abandoned him in the face of police heat. Even though his mind was now filling with thoughts of leaving MS, he continued to run with the gang, and was eventually arrested again, this time for possession of cocaine. Luis is still in the United States, working to stay there and break out of the cycle that has trapped so many other gang members.

Deportation Policy Exacerbates the Problem U.S. immigration authorities began aggressively targeting illegal immigrants within the U.S. prison system in 1996. Many prisoners were deported back to their home countries upon completion of their prison terms.

In many cases, young men who were arrested for assault, drug dealing, or other relatively low-level profit-making criminal activity entered the prison system. U.S. immigration authorities then identified them as not having proper documentation and tagged them for deportation.

Many of these young men came to the United States as children in the 1980s with their parents to flee the civil wars in Central America. They do not have strong familial connections in Central America, and in some cases do not even speak Spanish well. Often their “return” to their homeland is like arriving alone in a foreign country.

The growing problem of the MS-13 in Central America highlights inadequate immigration controls and poor deportation policies. To effectively tackle the problem requires binational efforts that combine immigration reform, changes in deportation policies, as well as domestic security measures. It also requires U.S. policies to effectively handle the realities of immigration as well as manage foreign nationals, both legal and undocumented, living in the United States.

In fiscal year 1997, the INS deported 111,794 illegal foreigners. Over half had been convicted of a crime in the United States. It was the first time the INS had deported over 100,000 illegal residents in one year.

“In that process [the United States] has managed to export U.S. gang-style culture, customs, and contacts,” said Geoff Thale, a Senior Associate for Central America at the Washington Office on Latin America.

Gang members that are sent back to their home countries bring with them more sophisticated methods, organizational strategies, and contacts in the United States-all facilitating a more aggressive and organized criminal enterprise. These factors combine to create a loosely-tied network of street gangs that have complete control over towns and suburban areas in Honduras, El Salvador, and Guatemala.

Their often illegal status in the United States has thrust the U.S. Department of Homeland Security’s section of Immigration and Customs Enforcement to the forefront of U.S. authorities’ strategies. This national security and international staging approach has caused some friction with local officials who would prefer to deal with it within their own security strategies.

Central American Security

Meanwhile, Central American governments have taken a zero-tolerance approach to dealing with street gangs. While many observers agree that the gang problem is a symptom of large-scale social problems rooted in poverty, unemployment, and limited opportunity, government officials have harnessed popular support among voters through promoting policies commonly referred to as “hard hand” and “iron fist” or mano dura in Spanish.

Mano dura policies specifically target street gangs, also referred to as pandillas. In El Salvador, the Super Mano Dura policy is made up of four axes, Salvadoran spokesman for the Ministry of Government, Porfirio Chica, told the Americas Program. They are: prevention, rehabilitation, combating crime, and reinsertion. Yet the policy, when implemented, often leads to national police officers targeting young men and women for arrest based on tattoos, loitering on certain street corners, or simply association with known gang members. Cops who arrest gang members see many of them released within 24 hours due to lack of evidence pertaining to real crimes. “Of the 10,000 street gang members currently located in the Salvadorian criminal database, over 3,000 currently reside in prison,” Chica said, adding that “because of a tendency for criminals to organize themselves in prison we have taken the leaders and placed them in separate maximum security prisons.”

These policies have spurred an unofficial war between gang members and the police. Politicians and other members of Central America’s elite social classes have also been accused of paying individuals, including off-duty police officers, to hunt down and assassinate gang members. The retaliation to these street vigilante actions from MS-13 members has been brutal, violent, and widespread.

Carmen Aida Ibarra, a researcher with the Guatemala-based Myrna Mack Foundation, told the Americas Program that “corruption plays an important role because it is the principal factor that impedes the deconstruction of clandestine groups.” Private individuals or interests perpetuate the illegal violent activities of these groups by paying them not to kill communists but young gang members.

Five years after El Salvador’s civil war ended in 1991, the country boasted the world’s highest death rate per capita, with over 150 deaths for every 100,000 inhabitants. Polls showed that during this time, some 46% of the population believed that citizens retained the right to deliver justice with their own hands.

While authorities have been targeting gang and criminal violence, the success of polices like mano dura remains debatable.

“El Salvador still holds the region’s number one spot for per capita homicides,” Ricardo Montoya, analyst with the Research Foundation for the Application of Law, a Salvadoran research organization, said in a recent interview. Montoya explained that crime, particularly homicide, has increased in El Salvador since the first application of mano dura politics in 2003.

In 2005 there were 3,812 homicides, the highest figure in seven years. This is an average of ten to 12 murders a day in a county of some 6.7 million people. According to the Legal Medical Institute, over 80% of those killed were shot in the head.

Guatemala currently registers over 100 homicides per 100,000 inhabitants, and many of those killed are young men believed to be associated with street gangs. In 2004 some 5,553 youths were killed in Guatemala, according to Emilio Goubaud, director of the Association for the Prevention of Crime, a Guatemalan organization.

Perhaps the most public display of street gang activity happened in Honduras in December 2004 when a group of MS-13 members attacked a bus with automatic rifles. They killed 28 civilians and wounded 12 more. Their attack is considered to be retaliation for mano dura policies promoted by the Honduran government. Specific death threats, left in a note found at the scene of the crime, were made to Honduran President Ricardo Maduro and Congressional leader Lobo Sosa.

Transnational Cooperation

“When [gang members] came out of the prison systems of the United States and went back [to their home countries], that’s when they became more formalized. Then what happened is that the environment down there was right for these kinds of criminal activities and it just spread,” Stanley Stoy, acting director for the FBI’s MS-13 National Gang Task Force, told Americas Program.

Stoy explains that the FBI began looking at the MS-13 more closely in late 2004 due to its level of violence and transnational presence. The FBI has been active in Central American countries, especially El Salvador, assisting with intelligence gathering and promoting professionalism in the national police. On Sept. 7, 2005 the FBI participated in a day-long, large transnational operation that included more than 6,400 federal agents and other officers in 15 U.S. states, Mexico, and Central America. The operation netted 659 arrests of MS-13 and other transnational gang members: 77 in the United States, 232 in El Salvador, 162 in Honduras, 98 in Guatemala, and 90 in Mexico’s Chiapas state, which shares a border with Guatemala.

The operation’s success demonstrated the benefits of transnational cooperation, but some analysts warn that there are still over 100,000 street gang members in Honduras. Other estimates show that there are as many as some 600,000 street gang members in El Salvador.

While these numbers may be inflated, they illustrate the extent of the problem. On Sept. 1, 2005, El Salvador even took the step of deploying 1,000 soldiers to reinforce police efforts to contain street gangs there.

Experts like Geoff Thale agree that military involvement is likely to exacerbate the problem, as other heavy-handed actions have done, rather than bring a rapid solution. Increased professionalism among Central American police officers is perhaps the quickest route to improving security there. U.S. deportation practices should be more sensitive to Central America’s street gang problems. But root causes based in poverty and limited opportunity in Central American countries must be addressed before this endemic security problem can be adequately combated.

The FBI says that there is no link between MS-13 and al-Qaida or other terrorist groups, but experts believe that the MS-13 and other street gang groups have become more and more involved with the elite organized crime groups that traffic guns and drugs in the region.

If this is the case, then what used to be a regional problem could very well stretch into a hemispheric phenomenon, where Colombian and Mexican organized crime elements outsource their dirty work to Central America’s street gangs. The recent efforts by U.S. authorities and their Central American counterparts represent a good start in tackling this complex, multi-faceted transnational problem. What remains to be seen, however, is whether this new concerted, multi-national approach can undo two decades of problematic, uncoordinated efforts.

“It may develop into something much greater if we didn’t address the problem,” said Stoy of the FBI. “We realize that if we didn’t do anything toward this problem or to prevent its entrenchment here in the United States it would overtake us.”

Thanks for the response's and info about "Carmelas", "Hick's" and "Hayes" and "Marquez Mkt" (I haven't been there in years but in the early 70's used to eat there all the time while on my "regular delivery routes", They were at first a pure Chicano/Mexicano joint where you got your own beer from the cooler and sat down at a small row of chairs in front of the steam table with all the food in front of you, carne asada, lengua, buche, tripas de leche, cabeza, and they gave you a big stack of hand made tortillas, or I would always order the "Caldo de Camaron" which to this day I have never tasted any better anywhere!
The last time I was there, which was 10 years ago probably it had kind of been "discovered" and was bigger and had tables with a lot of business people in suits from the new business parks that had been built in the area. I'm glad to hear the place is still good and God bless the owners for making some money. I still can picture the owners, a short little vieja prieta with glasses and a grumpy face, and her Marido an old Mexicano that was just there and never said shit about nothing!
Also Varrio Hicks in the day, "60's" when I was around, was a real trip. I and others from my neighborhood had done time with some good vato's from "Hicks" and we would sell or score (depending on who was holding!) drugs to each other, mainly carga but also pills, reds,yellows, rainbows,.
I recall vividly one time, a few of us were there on a Saturday night and the vatos from "Hicks" used to hang out at the end of a dead end, dirt street, there was a dirt lot with some big trees around and they had slaughtered a goat and were cooking it over an open fire! Everyone was drinking T-Bird wine, smoking mota and slamming right out in the open there with no apparent fear at all.
We being from the city and always paranoid about the "Ruco's" and getting busted were kind of uneasy about all the "pachanga" going on but were told by the "Hicks" vato's
"Calmado! the Jura never comes down here except on a Sunday morning to collect a body or two!
"Que Huevo's"!
Also the other El Monte varrio at the time was "Varrio Hayes", and we knew them because they held the power at the old "El Monte Legion Stadium".
That was a beautiful time when before the "San Bernardino Frwy" was built, we used to "caravan" from the Lincoln Hts and Eastside LA area all the way out on "Valley BLvd." to the "Legion Stadium", which was built like a giant red barn. It was a sight to see on a Sat. night when hundreds of low rider fine looking old "Chevys" all shined up, bien "aplanado's" cross bar or spider hubcaps on the whitewall tires, "Appleton spotlights" chrome shining like a motherfucker, would be cruising down Valley Blvd. all full of vato loco's all "Dressed down" creased Khakis, Counties, Long Sleeved "Sir Guy" shirts with Cufflinks (de riguer!) and many with the fine looking,smelling like gardenias, "Jainas" sitting close, and looking straight ahead!
You either had "Art Laboe" or "Huggie Boy" holding court and you could dance to groups like the Penguins, Medallions, Olympics, Paragon's, I saw the early "James Brown there falling out into the audience singin like a maniac and doing "Please,Please,Please,". And they always had "The Masked Phantom Band lead by "Handsome Jim Balcom" (they were masked because suppossedly they were famous musicians who had to play undercover),. Everyone who was anyone singing "Rythym and Blues" and "OLdies" performed at the old "El Monte Legion Studium".
They had around the huge dance floor, "bleachers" for seats, and the vatos from "Hayes" were always there in the best viewing area and deep in numbers.
We knew some of these vato's and were on good terms with them so we always went up in that area and shot the shit and smoked some grifa and nobody fucked with us.
They were so well known there that many of the performers would score from the "Hayes" vatos there. I remember smoking weed there with some of the performers like "Don and Dewey" (I'm leaving it all up to you"), "Bobby Day"(Rocking Robin"),"Little Julian Herrera"(I remember Linda), "Bo Diddley" (Bo Diddley's a gun slinger) and others.
It was a beautiful time and place and I'm sure many of the LA youngsters exist today because their parents met at the old EL Monte Legion Stadium.

Probably many don't give a shit but while I was on "Memory Lane" at the "El Monte Legion Stadium" I had a "flashback" and thought I would see if anyone else remembers that during the middle of the show they would kick up the energy by having "Handsome Jim Balcomb, and the Masked Phantom Band" do thier famous rendition of "Corrido Rock" where everyone would hold hands and swing around dancing and bumping into each other in a frantic display of energy. It was a perfect opportunity to cop a feel from the "fina's" and always guaranteed to start a few chingasos with everyone bumping into each other.
And then at the show's end they would always play the slow dreamy rendition of "Harlem Nocturne" by "Johnny Otis". THis was when if you were soltero you would have the chance to "hook up" and get a phone number from one of the "Jaina's".

Hey Don Q, thanks for the flash back, you write well and you have a style as does Tijuana Jailer that I enjoy reading. I was seventeen in 1970 but I remember always hearing announcements on KRLA and KFWB about the El Monte Legion Stadium dances in the early and middle 1960's. I lived in the SFV then and still do but I spent the 1970's with Groupe in ELA. Perhaps someday on a "pendejada" and share what was going on. I'd like to hear how it was with other readers. You _wally's warriors_ might think who would care? But I'd bet a lot of us would find it interesting if _you_ have anything to share.
