POWER PLAY IN COUNTY
It's nice to see the blog carrying on without much input from me. Reading the debates and discussions in the comments section is like hanging out on the street and listening to the OGs talking. No anger or harsh words. Just strong opinion backed up by experience and tempered by time.

I like the idea expressed by a commenter that this place is like buffet. You don't have to like everything on the table. But there's a lot to choose from. And you'll never go away hungry.

Here's something to munch on. I won't mention names, but some of you are plugged in enough to figure it out. It seems that the balance of power in LA County jail is being upset by a recent arrival -- a shot caller from San Fer. The guy has been kicking up dust, rearranging collection conduits and has put at least one guy we know for sure in the hat over a nothing deal. Prior to his arrival, the center of gravity was located around a couple of EasLos and Northeast brothers who seemed to run County along traditional lines -- low profile, smooth and professional. The money flowed up without too many beefs and the only people who had to watch their backs were the Mayates and tax resistors. This new arrival seems to be brooming the established order, disrespecting some solid camaradas and just throwing muscle around not because he has to but because he can. There's a rumor that a senior resident from the BAY was even sent to County on a bogus subpoena just to check this guy's play. Can't verify that one but it's out there being discussed.

All of this leads me to ponder a notion that was brought up by TJ Jailer in one of his recent comments and then remarked upon by other readers -- the notion that the brotherhood's internal politics will keep it from ever growing into the sort of organization on a par with the LCN, at one time the gold standard of criminal enterprises. There's no denying that the LCN had a great run for a long time and they made a lot of money and achieved a tremendous amount of legitimate and quasi-legitimate power and all of it without putting too many bodies in ditches.

To date, the brothers don't seem able to pull off anything remotely similar to the LCN template. A large part of that, I suspect, has to do with the inability to shake off the street gang mentality and replace it with something more structured. Basically it means that people who don't like being told what to do have to start learning to do what they're told. Which is a big obstacle for people who are essentially anti-authoritarian. To implement that sort of change will probably require a charismatic visionary. A gangster version of Mao, Che or Fidel. Okay, I'll concede that Mao, Che and Fidel are (were) gangsters but you can't deny that they got a lot of people to pull the cart in the same direction. Even if that direction was over a cliff.

The potential is there. There's a huge street organization already in place. What's lacking to push the entire enterprise to the next level is a leadership that's less concerned with back stabbing and politics and more focused on a bigger picture.

Welcome back, Wally. It seems like we are spinning our wheels when dealing with certain Latino prison gangs as they are constantly recruiting from their barrios and barrio membership is constantly being replenished by young vatos who aspire to "be like Miguel"!

So we are doing something wrong in our communities when gang membership becomes more attractive than an honorable lifestyle.

In the hood, the firme hinas who like to f%$^&k always go for the gangsters. The square vatos who would do right by some of these rucas get passed over for a vato that will dog them out and maybe put a foot in their ass. Being a gangster is exciting and fun. The hood rats love it ( and there are some firme hoodies)as do alot of square rucas. Its hard to think beyond getting with the firme rucas as a youngster, especially with few male role models to show you otherwise.
In alot of white families or even mexican families not from the hood, the parents are always telling their kids they will go to college from day one
(I tell my kids) and the kids grow up expecting that will be the case. Alot of the kids in the hood don't have a clue what their going to do after highschool because no one expects much from them even if they have all the potential in the world. If they were expected to attend college things might be different.
Just telling them everyday that they will go to college is a start.
After a while, they will believe it. And its free to anyone who wants it, its not just for rich people. If nothing else, tell them there's a gang of fine rucas all over the place at college. just getting them there is the hardest part, we have alot of smart raza on the calles and in the pintas who could excel if they gave it half a chance. And they would love it.

In my white hyna opinion, one of the biggest differences I see in LCN and the EME is back in the 20's and 30's, LCN ran their "business" but strove to at least appear legitimate; they dressed well, like businessmen, they had big houses, they hobnobbed with politicians and movie stars, and they brought up their children with respect because the way their children behaved reflected on them.

The Mexican gangs have lost control of it's "children" by leaving them alone on the streets to form their own more violent subculture. Rather than respect and learn from the OG, the kids moved on ahead and began to run things the way they felt they should be run, with pure power and no finesse. It's like the difference between Sonny and Michael Corleone; left to his own devices, Sonny would have shot his way through his "family" to get his way, while Michael continued with the old way of doing things and struggled with issues of respect and carrying on the traditions brought forth by his father, including doing business the way his father did, discreetly, but forcefully.

The young guys today aren't discreet, they're just forceful. They don't have a low profile, they flash their signs and their weapons and shout "bring it on" to whomever appears in their varrio.
To me, that's why they may never gain the control that LCN had in it's prime...they're too obtainable and they don't care about covering any tracks. It took years and years for LE to bring down key members of LCN because their records and bookeepinig were so coded.

My mom always told me...moderation, moderation in everything...food, money, dress, etc. Just my 2 cents...I'll go back to the kitchen and make some lemonade....

The italian mafia started in a country that has been conquered over and over by different peoples. I could go on and on about who conquered them and how that helped them build and maintain their culture of omerta. The bottom line is an organization similiar to the mafia had existed in Italy for centuries due to the fact other people always conquered the country so a need arose for a government by italians for italians even if it wasn't recognized by the oustide conquerers. Now, after being in the US for about a lil more than a century, they have alot of snitches as well and aren't a shadow of their former selves. The godfather flicks are puro pedo, so making comparisons to Michael Corleone-he's really an actor named Al Pacino are puro pedo.
Before prohibition they were little more than gangs preying on their own, similiar to what the vietnamese do to each other nowadays. Who cares what they did 100 years ago. Its not like that now. The movies have really glorified them beyond recognition.
And they kill each other and backstab one another as much as anyone else. Pancho Villa from 18st clcs wife was arrested with about 500,000 cash. Thats not chump change. I think you guys keep underestimating the chicano prison gangs because of movies you've seen about italians. If you want to use a movie for reference, use donnie brasco, the guy lefty who had 20 Kills for his LCN family could barely make ends meet after twenty years in good standing.

That's a good point using Donnie Brasco. But I understand the difference between real life and fiction; I was simply using that as an example to compare the mentality of mobsters then to mobsters now. What I'm saying is that men like Capone, who by and large ran his organization thru violence, was still a "respected" citizen to many politicians and entertainers, simply because nothing could be traced to him, or proven on him. He was violent, but discreet when it came to his family and how he was perceived by them. Chicano mobsters today don't seem to care how their family sees them; in fact, the more feared, the better. And they're not perceived as "respectable" because they do nothing to cloak their deeds, or disguise their funding....Gotti pranced about New York, the Hamptons, wherever he wanted because his appearance was gentlemanly, even though his actions were not.

But, that again also becomes a generational thing; I would never have spoken to my father the way that I see my daughter questioning her dad.

So, it's all in how we're raising the next generation as a whole, white, brown, black...whatever.

I don't know if Capone was respected so much as feared. He also lived in an era before DNA and all that pedo that makes it easier to apprehend someone. He did run soup kitchens though which earned him support from alot of gente. Also, the Government back then was alot more corrupt and working in hand with mobsters allowing them to grow in ways no crime sydicate has since. So in my opinion, its not about the italians having more criminal greatness than mexicans, it was about a time and place that allowed anyone to flourish who had the numbers and violence. The italians did take over partly because they had more guns than the jews and irish who were already assimilating to america and leaving the ghettos. By that standard and my experience in the state (cya's worst) Mexicans can get off as hard as anyone else. We got alot of heart!
On a slightly different note, I once read about a proffesional woman of caliber who was intrigued by John Gotti and thought him the sexiest man alive. She finally met him and came away thinking the man's mind was a cesspool. (who'd she think she was going to meet-M. Corleone?)Personally, I give the vato props for being a gangster's gangster and never giving up anything or anyone. I agree with wally's statement that its gonna take a visionary to lead the raza to new heights. Charles lucky Luciano was the italians visionary who took them higher. Besides his criminal talent, a good dose of good luck helped him along.

Back to my original point, most of the italian soldiers at the street level don't wear expesive suits. The dress like all the other gangsters-TACKY!

Hey Tijuas, a while back you said that when "Jimmy the Weasel Fratianno" asked the EME to do a hit for him (Champ Reynoso), Reynoso planned to waste the Weasel after getting his "lana". Where did you hear that info at, very interesting.

Because she is deceased (sleeping pill overdose) I can tell you that it was his wife Linda who supplied this info (taking the down payment and then hitting Fratianno after checking him out). Footnote: Jimmy "The Weasel" was NEVER looked upon with much respect and has been described as a "cartoon-looking" character who "didn't get in anybody's way" in the joint.

It makes sense that Champ would seek to delve deeper into the "why" of hitting Brooklier or Sciortino (or any LCN figure for that matter) BEFORE taking on such an assignment? (There were already relationships cultivated in direct or indirect "activities" with LCN and much of these included contract hits).

What Champ did not know is that Fratianno was already talking to the feds. It seems that Champ's street sense kicked in and he agreed to take on the assignment (to Fratianno) while he looked to investigate this offer (by checking with Joe Morgan, who had a direct line to LCN people).

Before Champ could contact Joe Morgan (who himself was on the run and often took days to contact via his sister in San Pedro) to have Joe look into Fratianno, "The Weasel" mysteriously disappeared. We think he either became paranoid at Champ's inactivity or the feds intervened in a timely manner - or both.

Whatever the case, when Champ used his San Francisco contact (a paroled Chicano EME-associate) to maintain contact with Fratianno (to keep him on hold) while Champ waited for Joe to reply, Champ was advised that Fratianno was "in the wind".

I hope this quenches your thirst for information, DQ and I'm sorry I could not reply to you in one-syllable words or short-winded paragraphs.

Now I have a question for you: how did you know Robert "Robot" Salas?
There is much history on this dude and someone earlier described a crime figure as a gangster's gangster. That is precisely what Robot was. As for "Champ" (Robot's homeboy from Hazard), there's another hope-to-die gangster-turned-EME fed shotcaller.

Thanks Tijuanero, the way you describe the relationship between Champ Reynoso and the "Weasel" makes more sense now, also tells us something about the connection between EME and LCN. I can tell you that back a few years I had some camaradas doing time in Terminal Island at the same time Bill Bonanno was doing time there and there was an attempt at a business hookup after they got out. But I was told Bonanno was weak and hot as hell so they stayed away. They told me he was so pathetic that he and his family were doing business cleaning offices at night as janitors. What a fall for the "Bonanno Family"! Also my personnel history with "Robot" can be read in a previous post "Kilroy accident confirmed" he was a smart motherfucker and he would have been able to take the EME wherever he wanted, maybe he did?

"Robot", Joe Morgan "Mundo" Mendoza, Luis "Huero" Flores and Eddie "Sailor Boy" Gonzales flew virtually under the Task Force's radar in 1975 as they connected with Jesus "Chuy" Araujo (Mexican drug lord) to commence statewide heroin and cocaine distribution.

It was Mundo and Sailor Boy who first traveled throughout Califas to establish EME brothers paroling to various areas. In San Francsico, you had EME's Gilbert Santistevan, Gus Rivera, Manuel "Mapa" Lopez, and Roy "Sonny" Ballasteros in place; Juan "Choloton" from 155th resided in Sacramento; Manuel "Tati" Torres and Victorio Murrillo both lived in Visalia; Gilbert Roybal was in Fresno; several carnales were in L.A. and Joe "Colorado" Arias was already entrenched in the Colton-San Bernardino region.

Joe Morgan maintained Chuy Araujo and it was Joe, Mundo and Sailor Boy (using Don's Monterey Room on Whittier Blvd. in East L.A. as a meeting place and "front") who launched the EME's organized statewide drug activities in full scale.

Mundo also met with Alejandro "Hondo" Lechuga in Juarez, Mexico, who had a heroin pipeline going with "Huero" Flores into Hawaiian Gardens. Hondo also was an important EME contact for fugitives looking to escape LE scrutiny (he himself had escaped from the Folsom ranch and was wanted). In Juarez, Hondo owned a chain of souvenier shops called La Marquesita" that served as fronts for his drug operations.

Chuy Araujo had a consistent product (his heroin's grade was the same), arrived faster and the carnales went in that direction.

When Robot paroled from Folsom in 1975, it was Mundo who took him under his wing and brought him "up to speed" with the EME's street activities. Robot, an elder EME statesman, had previously taken Mundo under his wing when they were in San Quentin together.

Many EME homicides took place in 1975 with the brothers introducing themselves to the Chicano barrios in a rude way: sell our dope or die. The "hit team" of Mundo and Sailor was joined enthusiastically by Alfredo "Alfie" Sosa and the three combined for dozens of street executions, most of these remaining unsolved and over a dozen of these later solved.

Before the heroin began to flow freely, there was in incident that occurred which underscores what Wally refers to in his Post about how "politics" prevents EME from becoming organized. The EME egos are highlighted in this incident:

Robot was always a "take the bull by the horns" type of guy and this sometimes created temporary conflict. Take the 1975 ripoff of ten (10) barrels of "bennies"
from an L.A. dealer. Robot, Mundo, "Dangerous" Danny DeAvila, Robert "Wito" Marquez and Willie "Bobo" Gouveia were all in on the heist and all shared in the take.

Approximately an hour prior to the completion of the ripoff, the group were at an Echo Park motel discussing the caper and Robot announced that he already had a buyer for all ten barrels. He further stated that the proceeds would go into a "bank" for the EME and, of course, Ro would oversee the bank.

This met immediately with resistance. "Wito" objected, told Ro that he could do what he wanted with his portion but that he (Wito) had plans for his and so did the other carnales. Besides, Wito continued, "you're not in Folsom anymore and you don't run nothing out here". (This was in reference to Robot's attempts in prison to call the shots in contrast to the egos that were not about to take orders from anyone)

As the argument escalated, both Wito and Ro simultaneously went for their shoulder holsters (both were packing .357's) and Mundo stepped in, raised both hands like a traffic cop and told both of them that the dispute ended here. Diplomatically, Mundo announced that those who wished to take Ro up on his offer to sell their barrels and start a "kitty" or "bank" could do so and those who wished to do otherwise had that prerogative. The friction was diffused and the ripoff went without a hitch. Ironically, Robot and Wito later teamed up and they were affectionately dubbed the "Bobsie Twins".

It was Mundo who assumed the responsibility of EME's drug distribution (in EME circles, he had "the bag")and the fact that he was a non-user, as well as a ruthless organizer and executioner, made him invaluable to Joe and the bro's.

At that time, Mundo and Robot were BOTH non-users and both very influential whereas Joe was beginning to "chip" and admitted his weakness to Mundo and Sailor (Joe soon went on the lam on a drug possession warrant). Sailor and Huero Flores made it no secret that they looooved heroin.

But Mundo loved the "hit" detail a little too much and when he and Sailor were arrested in Bakersfield for the execution of two NF brothers, it was Robot who naturally assumed "the bag".

..... and the "hits" kept on coming. It was Alfie Sosa and cohorts who picked up a $10,000 contract on James Catrina, a Hayward bailbondsman whose office was across the street from the Hayward Police Department. Most of the proceeds was delivered to Mundo's attorney to assist in his and Sailor Boy's defense fund !!

Like all the newly paroled EME dudes, Robot was new to the drug game, and the LAPD Administrative Narcotics(ADNARC) team of J.T. Thomas and Baxter & Company succeeded in taking Ro down several times. This despite people in the fold manning scanners which preemptively warned Ro before a raid.

Robot and Sailor were reunited in January-1977 but Sailor rolled shortly thereafter and Mundo followed upon his subsequent release in March-1977. Mundo actually worked undercover from March until May-1978.

Robot would've/could've/should've taken EME to "greater (criminal) heights" had the egos been harnessed. The fact that Ro later became a hardcore heroin user may have affected his crediblity with his carnales. Who knows?

Blame DQ on getting my long winded butt going, guys. Also, I have a propensity for "sharing". Please don't hold this against me.

TJ --- You touch on topics that are volumes all to themselves. You may think you are "long winded" but you don't even approach the stuff that Robot led us to in 1975-77.

I am personally familiar with the crew (AD NARC) who took Robot down (along with Dennis Kanos) at his San Pedro residence. He was right around the corner from Joe Morgan's sister's home when he was taken down and in his possession (and similarly at the Kanos home)we found scanners used to monitor police activity.

There is much more that you don't touch on but ...... "hush hush and, stricly confidential". Your crew was great! Like a family.

Hey Tijuas, great post! I read comments on this blog at times dogging you for the historical facts you provide, and I can't comprehend why,maybe it's a generation thing? "pinches mocoso's que no sabe nada mas que el fundio"
But I feel that if historical facts are ignored there is no way anyone can understand what or why our current situation exists,keep it comming fuerte! And dealing with that period of time when the carnals growth and power was to me shocking due to the coertion and violence and treachery and rapidness of the changes that took place in the old order. Back in those days the people who controlled most of the drugs and were the connection of the conocidos in the northeast LA area were from the "Happy Valley" neighborhood, and they were old traditional drug pipelines, and at the time you describe when changes were happening fast one of the real firme vato's who was respected and liked by those who dealt in larger drug quantities due to his fairness and business acumen,was a vato named "JoJo Felix". JoJo was on his way to conduct some negocio in El Sereno and was by all accounts clean, no drugs,weapons etc; and was ambushed and killed by the Feds with automatic weapons on the side street at the "Brittany Inn",(The same club an OLd cop told me that Robot Salas had two soldiers shoot to death two innocent guys by mistake),.His killing really pissed off a lot of people because Jo Jo and his family were really respected and was considered an assasination by all the jente. The word on the street was at the time,that he was set up by rivals who wanted control and that JoJo's family wouldn't cooperate. The mitote was that he was intentionally fingered and described as armed and dangerous so as to be sure to be wasted by the Feds. All I know is that things changed quickly afterwards and the connections were somewhere else. Any thoughts or knowledge of what really happened in this mystery. Quid Pro Quo Tijuas!

I think this incident will remain a mystery, DQ. We have many unsolved "mysteries" in the City of the Angels.

The Huntington Club was indeed the older club at that location and the carnales did in fact "open fire" on a group of Happy Valley homies who had some conflict with Alfie Sosa. Two victims were claimed on that day.

The 1975 Cutlass Supreme (mentioned in earlier posts in connection with Get Going Project) lost one of its hubcaps during the getaway.

Unfortunately, much of my input on this here blog is confined to historical information as I am a retired veterano myself. I think we all (myself included)welcome the "contemporary info" from the younger breed.

When the EME "Avenues" trial is completed, you will be receiving a new addition to the "buffet" which will get Tijuana Jailer rolling again so be advised!

As you, Sancha, KMA and others have suggested, there is plenty of interest in the history of these groups and I have had the privilege and pleasure to have tapped into "living sources" such as "Sailor Boy" Gonzales, "Mundo" Mendoza and other EME defectors for much of these details. Not only were they "there", they have an unbelievable and uncanny recall for detail (a song that was playing when a target was taken out, for example) that still gives me the chills.

You all can rest assured that when there is an opportunity to "hijack" a post or three (or "twelve") with related stuff - especially historical info - I will be there to "enlighten" those who need enlightening and to "piss off" those who have other agendas.

I believe that NO ONE has a monopoly on information on ANY subject and ALL contributions are like pieces of a puzzle: when the puzzle is complete, you have one lucid picture which would have been impossible to complete without EACH piece.
