IT'S OVER.
After a little bit of snooping, people in a position to know are claiming that the kites are saying the riots are over. At least for now. From several usually reliable sources, the start of the all the trouble was a San Fer shot caller currently in High Power waiting for his case to go to trial. It was all a pure power move to check the blacks, flex his muscle and keep tight control on the flow of dope and money into County. This was a total County thing and had little to do with homies in the state system. Which is not to say that it has nothing to do with them. Somebody, probably more than one somebody in State, is backing this shot caller's play. The move would have been a hollow threat if somebody in the State system hadn't promised to check whoever got put on the lista once they hit the state system. The message to resisters and blacks was loud and clear. Don't mess with M or you get ass-kicked and stomped.

Think of it as a strategic move to consolidate business in County into one large monopoly. Black free lancers and independents will now either have to think twice about doing business at all or just knuckle under and buy from the one source that either controls all the supply or taxes it.

I hate to drag politics into all this, but sometimes it needs pointing out. Some of the ugliest fallout of the riots came from politicians and activists. Earl Ofari Hutchinson and Najee Ali went on TV at the height of the violence and essentially accused Tony V. of being either racist or race biased. Earl said something to the effect that if Hispanic inmates were getting beaten, Tony V. would be up in arms and shouting for peace. But because the victims, were black, Tony kept quiet. This sort of comment underscores the absurdity of "ethnic" leaders and race politics. Tony V. may be a lot of things, but he ain't racist. The notion that black gangsters will obey you because you're black, or that Hispanics gangsters will somehow snap to attention because the Hispanic mayor yells at them is farcical. Maybe it hasn't dawned on Earl Ofari that some problems are beyond the power of politicians and well-intended activists to fix. Which brings us to the next item.

That $26 million a year LA pays for gang intervention and diversion is going down a big drain. All that money has apparently not been able to get one little homie to leave the life and go straight. City Councilman Tony Cardenas was reported in the Daily News saying, "We've been wasting a lot of money in this city. Because we have a lot of gang intervention and prevention programs to deal with these people and for us not to have success with one is just beyond me." Read about in the Daily News, 2/18/2006. It's a sad commentary when a guy on the city payroll comes to a realization that's been common knowledge for years to every 16-year-old with a spray can. Dude, have you checked your programs? Do you know who's running them?

I understand what you mean when you say there are good dudes "slammed up" over some bullshit. I have a friend who was in the joint that "slammed up". Another dude from his same varrio brought to the attention of some guys in the joint that his dad may have been in a buster. Now my friend's dad has done alot of time and I heard when he was younger he might have "got down" with the Northenos because he was in a joint where they had the power so he either rolled with them or died. Nobody except my friend's dad knows for sure because he told my friend(his son)that he "hit" some surenos, then he said he hit northenos(kinda like a double agent hahaha). Well anyways my friend's dad is in his 50's my homeboy was 22 at the time of these accusations. Well because of this they hassled my friend so he had a choice "slam up" or die. The guy who made these accusations is an aspiring "member"(his brother is one)and from what I have heard I think he has become one to. Well anyways the guy brought all this up because he had beef with my buddy on the outside over just some ball breaking nothing major. The weird thing is my friend's dad grew up and lived right across the street from a made member(long standing member, like 20 years) and he never jammed him up. My uncle told me this 12 years before this situaton with my friend even happened, so this stuff about his dad helping out the busters was pretty well known in my varrio. I always thought they never did anything to my friends dad because first off he was a loco and second they considered it an act of survival and as long as it wasn't made into a big deal they acted like it never happened. The messed up part is my friend didn't even really tak to his dad and didn't know about his past history. Well since then my homeboy got out and moved out the neighborhood and is basically an outcast.All this over some guy not being able to handle being made fun of. That is too bad but, just like in a legitamiite office where slanderous remarks by a co-employee can cost you your job "in the mix" slanderous statemaent can cause for an early retirement.(By no means am I condoning "slamming up" I am just sharing a "varrio tale" hahahha)

Racial violence grows in youth system.
A month of rioting that has left two dead and hundreds injured in the Los Angeles County jail system has spread to the county’s juvenile halls and probation camps, officials said Wednesday. In recent months, three racially motivated riots have occurred at juvenile centers, including Saturday at Camp McNair in Lancaster, said County Probation Officers Union spokeswoman Barbara Maynard.
Union officials believe the escalating violence is being directed by the same gangs that have been behind the Prison Riots violence in the county’s adult jails and state prisons.
“The prison groups like the Mexican Mafia can call the shots all the way down to the juvenile halls and camps just like they do in the jails,” union President Ralph Miller said. “The power of these Prison Gangs has only increased, and it’s going to get a lot worse.”
Nearly 50 juveniles were involved in Saturday’s riot at Camp McNair, which is part of the Challenger Memorial Youth Center complex and houses violent juvenile offenders in an open dorm setting.
One male juvenile was hospitalized and several probation officers received minor injuries, Maynard said. After the incident, 32 juveniles were put in lockdown in a special housing unit.
Charlene Vartanian, acting bureau chief for Residential Treatment Services Bureau, said the department has asked the Board of Supervisors for additional staff to help quell the violence and returned 15 youths involved in the riot to court for violating their probation.

I saw Dirty a few days ago. I was a little disappointed.

First off, it was obviously a wannabe combo of Training Day/Falling Down (And I think they even had some of the same Puerto Ricans playing Mexicans that were in Falling Down..)

It seemed like some of the Mexican gangsters toward the end were authentic, but what was up with their fortress with the Dia De Los Meurtos play thing going on, with those kids? Anyone from East Los wanna ellaborate on that, or concur that you were just as freaked out by it as this white boy? That shit made little sense.

Cuba Gooding Jr. couldn't have tried harder to be Denzel's character in Training Day if he'd at some point yelled, 'King Kong aint got nothin on me!' Just weak. The gangster role is not suited for him (on either side of the law). I was not convinced, at any moment.

Clifton Gonzales Collins (Whatever his name is now, we agreed in here sometime back that we'd call him Clifton Gonzales..lol), was good. He saved this picture. Well, he actually brought it up from horrible to mediocre. An ex gangster turned cop, who cursed in Spanglish a lot. (sound familiar? Oh yes, I was thinking about a few people in here while watching it..)

I also didn't like the whole 'whodunnit' twist at the end. A story in this setting is intersting enough by default, it doesn't need to turn into a sequel of Clue. I was hoping it would have been narrated more concisely, similar to Lord of War.

Thumbs down. This movie is no Training Day, American Me, Boyz In The Hood, Deep Cover, or Colors. If you hold it up to any of these movies, you'll be highly dissapointed.

I heard the director of this film made a movie a few years back about Richard Ramirez, and it was basically a horror movie; Lots of special effects, similar to the ghosts Clifton Gonzales was seeing in Dirty. Anyone know of it? I'm betting it's pretty fucking sick, considering who it's based on.

Hey I caught the news last night about the cops and ex LAPD cops out commiting crimes and not paying for sushi!
And if I'm not mistaken one of them was the ex Rampart Division cop "Palomares" who was ripping off drug dealers, doing street assasinations, and other robberies, and got busted just a couple of years ago. Why is this same guy out of the pinta already and preying on the public again?
Did he ever do any time for his last bronca or did he cut some kind of deal? Someone's got egg on their face!
And just a rumor I heard from a family member who is a strongarm Sureno enforcer for the "big Homies" when he's torcido, which is most of the time, but he tells me on the QT that supposedly the recent pedo in the joints contra the mayates, was, besides a signal to the mayates that they better get in line with everyone else and pay respect to the "Mero Homies", that it was also a payback and "tip of the hat" to the pinta "Correctional Officers".
Supposedly there has been a series of attacks on the "Bulls" in various pintas by the Maya"s and even one Jura was stabbed to death at "Chino" by the "East Side Crips"
The word is that the "Bulls" gave a pass to the "Sur" to put a whipping on the Negro's in retaliation for these attacks on CO's.

Many welcome effort, but others criticize harshness

Manuel Rivera is a homeowner with a steady job, four children, and a perspective that few in his middle-class San Bernardino neighborhood share.
He is a former gang member who served time in the early 1990s for stabbing someone outside a San Bernardino gas station. After he was released, he turned over a new leaf.

But if a proposed law, one that imposes a minimum sentence for gang-related crimes had been in effect when he was imprisoned, his transformation would have been impossible, he said. He might even still be behind bars.

"Who knows where I'd be now?" the 30-year-old said. "Lost, hopeless, committing other crimes in prison, if I hadn't had the opportunity to change my life around."

But others, especially law-enforcement officials, praise the bill's strong stance on gang crime.

The federal bill, titled the Gang Deterrence and Community Protection Act of 2005, was passed by the House of Representatives in May and is expected to be considered by the Senate Judiciary Committee this year.

Advocates have termed it the "Gangbusters" bill, lauding its tough provisions as the panacea to the region's gang affliction.

In addition to minimum mandatory sentences starting at 10 years to life for gang-related crimes, and the death penalty for gang murders, the bill allows the attorney general to prosecute 16- and 17-year-olds as adults if the alleged crime is a felony.

The bill aims to deter crime by enhancing gang and violent-crime penalties, creating new gang-prosecution offenses and authorizing increased federal spending to coordinate efforts between law-enforcement agencies.

Another bill, sponsored by Sens. Dianne Feinstein, D-Calif., and Orrin Hatch, R-Utah, also aims to combat gang violence throughout the country. It has not yet been voted on in either the House or the Senate, and has been in the Senate Judiciary Committee for months.

The Senate bill called the Gang Prevention and Effective Deterrence Act includes money for fighting gangs but has only one mandatory minimum sentence. It also allows a judge to decide if a juvenile should be tried as an adult. The bill would make it a crime to recruit a juvenile into a gang a provision that is absent in the House bill .

If each bill is approved by both houses, it is possible they could be combined and the differences between them ironed out, said Scott Gerber, spokesman for Feinstein.

Many law-enforcement officials and Southern California governments embrace the anti-gang legislation, citing a need for forceful solutions to increasing gang violence.

Southern California has more than its fair share of gangs. San Bernardino is ranked the 18th most dangerous city in the nation, and Los Angeles is notorious for producing gang members who end up all over the country.

"Gang problems are getting worse all over, not just in San Bernardino," said Lt. Barbara Ferguson of the San Bernardino County Sheriff's Department.

Sheriff Gary Penrod was not available for comment, but Ferguson said he supported the anti-gang legislation.

"We like the mandatory sentencing provisions," she said. "Otherwise the judges will sentence inconsistently throughout the country. When you have mandatory sentencing there's at least a minimum sentence."

Rep. David Dreier, R-Glendora, voted for the House bill, which passed by a vote of 279 to 144. Dreier favors the House bill because of its stronger language.

"We have got to get tough on these criminals and send a clear signal violence will not be tolerated and it will be prosecuted to the fullest extent of the law," he said.

Rep. Joe Baca, D-Rialto, acknowledged there are valid concerns about the bill but said its strict provisions equip law enforcement with the necessary tools to win the war against gangs.

"We have to crack down even though it may be tough," he said. "Are we going to allow someone to commit a crime and get away with that?"

Baca bucked the trend of many California Democrats in the House who voted against the bill.

"My decision was not based on party lines. It's about who can help (San Bernardino) and who's willing to help the city," he said.

The bill was sponsored by J. Randy Forbes, R-Va. Reps. Jerry Lewis, R-Redlands, and Buck McKeon, R-Santa Clarita, whose district includes Victorville and Barstow, also voted in favor of the bill.


Law-enforcement agencies also threw their support behind the increases in anti-gang laws and penalties.

Each bill allocates resources to improve communication among federal, state and local agencies.

The House bill authorizes money for 94 additional federal prosecutors. The increase in federal resources could positively affect Southern California communities, officials say.

"If this passes, that's one more tool for fighting crime," said Rod Cortez, deputy district attorney in San Bernardino County's hard-core gang prosecution unit. "It strengthens it so both agencies (the U.S. Attorney General's and District Attorney's offices) are able to come down on these gangsters."

And in Los Angeles, where gang crime accounted for about half of the 487 homicides in 2005, the anti-gang legislation was well-received by the Police Department.

An LAPD spokesman, Lt. Paul Vernon, formerly ran a gang unit. He said any attempts to deter gang crime are welcome.

"Intelligence is so important. We need to know who the players are so when crimes occur you can solve them. Sometimes you can even prevent them by predicting them," he said.

Vernon said coordination between the agencies is imperative as are programs aimed at preventing kids from joining gangs.

"The unfortunate reality is that L.A. is an exporter of gangs all over the country," he said. "The big link that's missing is the nonlaw-enforcement intervention and societal support."

Ramon Ramos, pastor at Victory Outreach Church in San Bernardino, agreed.

The best way to fight gangs is to keep children from joining them in the first place, he said. He disagrees with the harsher punishments set forth in the House bill.

"Laws like this, it may deter some people, but I don't think many," Ramos said. "The real gang members, they don't care."

Former gang member Rivera also works with Victory Outreach. He credits the organization and God for helping him turn his life around.

Under the provisions of the House bill, Rivera would probably still be serving a 20-year sentence.

Instead, he visits local youth detention centers and preaches the virtues of the straight life in the hopes of helping kids find "the right road."

Rivera said the strict sentencing would rule out any incentive for incarcerated juveniles to go straight.

"They definitely have no future if you give them that sort of sentence," he said. "You're basically giving them a life sentence."

H.R. 1279 would:
Allow the U.S. attorney general to prosecute 16- and 17-year-olds as adults if the alleged crime is a felony. No judicial review would be required.

Authorize the expenditure over the next five years of $250 million to create gang-enforcement teams consisting of federal, state, and local authorities, $37.5 million for 94 additional federal prosecutors to try cases in high-intensity gang areas, and $100 million in grants.

Create a national gang intelligence center to be administered by the FBI.

Expand the Racketeer Influenced and Corrupt Organizations Act the law that calls for strong sanctions against organized crime to prosecute gang crime and interstate murder.

Designate new criminal gang offenses, reforms and enhanced penalties.

Increase the minimum mandatory sentences for illegal immigrants who commit crimes of violence or drug trafficking.

Heighten scrutiny of illegal immigrants and increase the sharing of information between the attorney general, the national crime information center and the secretary of homeland security about illegal immigrants involved in gangs.

Create mandatory minimum sentences for crimes associated with gang activity that include:


Life imprisonment or death if a gang crime results in the death of any person.

30 years imprisonment for kidnapping, aggravated sexual abuse or maiming.

20 years imprisonment for an assault that results in serious bodily injury.

10 years imprisonment in any other violent crime.
The Gang Prevention and Effective Deterrence Act

Sponsors: Sen. Dianne Feinstein, D-Calif., and Sen. Orrin Hatch, R-Utah

SB 155 would:

Authorize $762.5 million over the next five years to support law-enforcement efforts against violent gangs.

Make it a crime to recruit a child into a gang.

Create one new mandatory minimum sentence for firearms or narcotics-related offenses.

Designate new criminal gang offenses, increase penalties for violent crimes and propose reforms for prosecution of gang members.

Facilitate federal prosecution of 16- and 17-year-old gang members who have committed violent crimes subject to a judicial review.

Aryan Brotherhood targeted in one of largest capital cases ever

SANTA ANA, Calif. (AP) - The inmates had to heat the letter to draw out the message, written in invisible ink. When they did, their orders were clear.
Within hours, prosecutors say, members of the Aryan Brotherhood prison gang sneaked into a nearby cellblock and killed two black inmates with handmade shanks as part of an order to "go to war" with blacks.

The deaths are two of the 32 murders and attempted murders detailed by federal prosecutors in a sweeping case against the Aryan Brotherhood, a violent white supremacist prison gang that has infiltrated nearly every federal and state prison since its beginnings in San Quentin in 1964.

Prosecutors hope to dismantle the gang - nicknamed the "Brand" - in a series of trials that together make up what's believed to be the biggest capital murder case in U.S. history. Of the 40 men initially charged, as many as 16 could face the death penalty for crimes that reach back 30 years.

Prosecutors are pursuing the highly organized gang with a racketeering law originally passed to target Mafia leaders - a tactic recently used with some success against other prison gangs in California and Texas.

"We're looking at this huge list of charges, and I'm unaware of any other case that's even close to this," said Dean Steward, attorney for Barry "The Baron" Mills, a lead defendant.

Opening statements in the trial of Mills and three others are scheduled to begin March 14 in federal court in Santa Ana. Mills and another alleged ringleader, Tyler "The Hulk" Bingham, face the death penalty in what could be a nine-month trial.

Four more defendants are set to go on trial in Los Angeles in October; court dates in California are pending for the remaining men. Nineteen of the 40 defendants struck plea bargains, and one has died.

The 140-page indictment against the gang alleges a web of conspiracies to murder fellow inmates who offended gang members, cheated them on drug deals, failed to comply with the orders of leaders or snitched to prison authorities. Prosecutors, who declined to be interviewed, spent six years compiling evidence and relied on informants for much of their case.

Court documents suggest that patient gang members waited months to carry out the violent tasks ordered by their leaders, passing information from prison to prison and member to member using friends and spouses on the outside, corrupt prison guards and notes written with invisible ink.

In one case, for example, members of the Aryan Brotherhood allegedly spent a year planning the murder of Richard Barnes, the father of a fellow gang member who had testified against the gang. Members funneled his address and firearms to someone on the outside, who shot him in the head in 1983, according to court documents.

"This has the potential of being incredibly damaging to the brotherhood," said Joanna Mendelson, an investigative researcher with the Anti-Defamation League, which tracks the Aryan Brotherhood. "They rank among the most organized, systematic gangs in all the prison system."

Mills, who faces a number of charges in the current case, has already been convicted of luring another inmate into a recreation shack at a federal lockup in Atlanta in 1979 with the promise that he would get a new tattoo.

Instead, Mills nearly decapitated the man with a handmade knife - his punishment for cheating the brotherhood on a drug deal, according to court documents.

Mills, now 57, went on to become a founder of a three-member group that prosecutors say ordered and approved murders carried out by gang members or aspiring members. He is currently serving two life terms for the 1979 murder, which is detailed in the indictment as part of the government's racketeering case.

Mills, Bingham and the others going to trial have pleaded not guilty.

"The reality is, federal penitentiaries are violent and dangerous places and all of these guys - white guys - are a small minority and they're just trying to survive," Steward said.

Civil rights groups that monitor the Aryan Brotherhood say highly disciplined gang members managed to communicate frequently, despite 23 hours a day in solitary confinement.

Accused members often acted as their own attorneys and subpoenaed other brotherhood members to testify, allowing them to pass messages in court through hand signals and code words or slip messages into legal files, said Melissa Carr, an expert on the gang with the Anti-Defamation League.

Some gang members write messages to outside helpers using coded alphabets or invisible ink made with their own urine, she said, while others pass tiny messages on a string, called "kites," from one cell to another when guards aren't looking.

Experts say prosecutors will face challenges in their push for death penalties - particularly because nearly all the victims were convicted felons and many defendants are already serving long prison terms.

"The jury says, 'Well, these people are in prison already and if they kill other prison inmates, who cares?'" said William McGuigan, a defense attorney who has worked on several Mexican Mafia cases. "They aren't outraged like they are if the victims are ordinary citizens."

I really don't trip nor do people around me trip. I've been legit for a while and I don't dress nor act the part unless you cross me is the only way you would even know I came from the streets.
My job and location (Orange County) doesn't really keep me in the mix with southsiders. I lived in Westminster for a few years but now I live in Tustin and you rarely see any hardcore Sureno's around here. Even when I do see Sureno's they just look like Cholo's I used to see in San Jo back in the day and we can bullshit and have a few beers. No big deal.
Thats the tripp thing, man. Theres no much difference between L.A. Surenos and San Jo Nortenos. You guys dress and talk the same (yes, lots of Nortenos talk like mayates but not when I was there in the 80's and early 90's and not in San Jose, East bay and San Fran do talk like mayates) So to me, its no big deal, I'm color blind anyway. (metaphorically speaking)
Although my girlfriend's family is from L.A. and her brother is 26 and lives in Silver Laker and they have family in Huntington Park and when I visit, him and his homeboys don't trip. I tell them I used to live in San Jo and how things were back in the day but I'm a different generation and they don't trip. For the most part, most Southsiders has never seen a Norteno on the street and I don' think they even care. They worry more about other varrios than a lone ex norteno walking around with his familia.
You treat a man with respect then he will give your respect no matter what your history has been, well, at least thats how I live my life now.
At 35, I'm too old for that shit. Life is too short to hold grudges against strangers. Party hard, love strong and work hard, thats my motto now.

Obviously the vibe down here is different. In So Cal you have varrios set tripping all the time whereas in the bay area its more of a north and south thing.
Norteno cities or hoods that were once rivals have all banded together to battle the "Surenos" on the calles.
You could go to the swap meet in So Cal and wear a UNLV Hat or Nebraska shirt and no one would even trip on you, for the most part. But lets say a vato from Culver City has that city on his hat and goes to Venice, there would definitly be some chingasos or worse.

Down here it is not all about colors but, even though I ain't banging I still don't wear red, it is just something I been instilled with. Even when I was hanging out in the neighborhood all the time if I didn't recognize someone I would hit them up but, just to see why they are here, what their name is and where they stay. Those of us that are from Northern California, even those of us with no gang ties, are going to continuously correct anyone who tries to make it sound as if Mexicans born and raised up here are oblivious to the traditional, pachuco lifestyle, and went basically from farming to sagging their pants. Script, I agree with you and see your point but Northern and Southern California is almost like two different states. Even White people in both parts of the state act differently.
As do the Chicanos. How do I say this without getting attacked by everyone...hmmm.
I'll just say that most chicanos in the bay area are 3 and 4 generations being born and raised whereas a large percentage of latinos that migrate up north have just moved to the country or maybe 1st generation. A large percentage of Chicanos or Mexican Americans that are teenagers now, don't speak spanish. Its just been lost of the last 3 generations, don't get me wrong not everyone is like that.
Those culural differences and indenties are minor but huge at the same time. Take for instance the word "hella". I hate that word but heard it all my life growing up and moved down here and never heard it and didn't realize it was a bay area thing.
Most of the younger generation of Nortenos don't speak spanish and wouldn't understand the subtle "Mexican" centric jokes or even stereotypes between different latino groups, IE, Cubano, Puerto Ricans, Central Americans and how they are racist to one another with stereotypes of nationalities.
At the same time there is rich pachuco history in San Fran and mostly in San Jose, having some varrios that are 3 generations old. El Hoyo Palmas and Varrio Horseshoe are the oldest Varrios in the bay along with San Fran Mission (SFM). Even to this day, if you walk into those varrios you won't find any homeboys talking like Mayates or driving hot rods. Straight up Creased Bens and 64 Impalas with 520 baby gangster white walls and 14" Daytons or Zeniths.
I will admit, I'm a bit embarassed to see these youngsters calling each other Nigga. Damn hip hop generation and MTV!!!

As a Sur Califas resident i have followed my beloved Dodgers and Lakers on road games up north.And noticed things i have never seen any were in LA area.First thing i rember is the hair that the Nortenos were with the pony tail or whatever that is. I herd this means you have booked a Sureno. I know this is bs beacuse they all had this. Bay area Dj's has won the World Battle of the Dj's for quite few years. No L.A. DJ can make that claim to fame. Google Dj Qbert and Mix Master Mike of the Beastie Boys both from the bay area.
The Club scene in L.A. is nothing compared to the night life in San Fran. So I know thats bit off topic but it goes the bigger picture. The relatively smaller numbers of gang members in Norte Califas is due to fact they are so spread out and there is a somewhat underground latino culture that young chicanos are part of. Hip Hop,Art,Music, Graffiti. More things for them to do, less gang banging I guess.

Just my honest opinion though. :o)

Hey RJ I read your comments which are always informative but I have to take exception to your feeling that in the LA area spanish is the dominant language of the vato loco's. It's funny but I remember being castigated many times by vato's from Texas or New Mexico for the use of English by LA loco's.
There are many who spoke and speak "Spanglish" often and Spanish at home, but absolutely English was and is the predominant language of the LA Chicano culture.
And without sounding critical RJ, I always encountered a predjudice and provincialism from the Northern California people of all races towards LA, whereas in the LA area there was a "who cares attitude" people seemed to be oblivious to that.
Being a DOdger fan all my life I often saw Giant fans at Chavez Ravine who were very vociferous and were not hassled at all unless they got in someones face. But I was at a Dodger-Giant game some years ago with a couple of my wifes cousins who now live in the bay area, we were wearing are Dodger blue and got all kinds of hostility. After the game we were leaving our seats and some knuckle head came up to us and spit beer in one of the Primos face! Of course Primo not suffering fools knocked the pendejo out cold as ice with one right to the jaw, 'a huevo"! They SF security then took us into the stadium pinta for a couple of hours and tried to blame us cause we were wearing DOdger hats, and started with a bunch of caca like "you LA mexicans have attitudes, etc; etc:" all bullshit but we finally walked.

I can remember the so called Mexican Surenos the migrated up north. The would make fun of Chicanos calling them "Mexican Amercians" and that they lost the roots to their culture and on the other side of the coin, Norteno's would point out that they were proud to be mexican-americans and would eventually call the border surenos "wetbacks" and "Mojados".

NORWALK — There is more than sufficient evidence to order an accused gang member to stand trial for the murder of a Los Angeles County Sheriff's deputy, a judge ruled Wednesday.
Norwalk Superior Court Judge Philip Hickok made his ruling following three days of testimony from witnesses some defiant and others terrified who are connected to the June 24 slaying of Deputy Jerry Ortiz. Jose Luis Orozco, a 29-year-old parolee with an extensive criminal history, is accused in the gang investigator's death.

Prosecutors allege Orozco killed Ortiz after the deputy tried to stop the gang member while investigating a shooting that occurred four days earlier. In that incident, the victim identified Orozco as the triggerman after looking at a photo lineup brought to his hospital room.

When Orozco ran from Ortiz down an alley around 3 p.m. on June 24, the deputy gave chase, tracking him to an apartment complex in the 12200 block of East 223rd Street in Hawaiian Gardens. It was the same apartment building where Orozco had been arrested a year before.

Most of the witnesses called to testify over the past three days were reluctant and many admitted they were afraid to speak in the high-profile case.

Several were relocated from their Hawaiian Gardens' homes through a witness protection program and Judge Hickok asked that the witnesses' last names not be printed or broadcast by media, a request the Press-Telegram chose to honor.

Among the witnesses called to testify on Wednesday was the man Orozco allegedly shot on June 20.

That man, who asked that his entire name be withheld because he fears for his life, said he was working on fixing up a friend's home on Joliet Avenue in the heart of Hawaiian Gardens when Orozco walked up to him and offered to sell him drugs before pulling out a gun.

"I told him, 'I don't mess with speed."'

The victim who is black and who said he is a former gang member said he turned to go back in the side yard when he noticed a glint of metal from a handgun. The victim described using one of his arms to block Orozco as the defendant pulled the trigger and a bullet whizzed by the victim's head.

Shot in the shoulder

A second round hit him in the buttocks as he ran away, and another bullet slammed into the victim's shoulder as he vaulted over a 6-foot fence to get away from the defendant, he said.

"I flipped over the wood fence … and (fell) on my hands and knees, throwing up blood," he said. A woman who had seen him struggling told him, "'I don't want nothing to do with it,"' he recalled, "and she closed her door."

Another neighbor, he said, called 911.

To this day, both bullets remain lodged in his body, he testified.

The victim did not waver when asked to identify the gunman, pointing to Orozco. One thing that made it easy to remember the defendant, he said, was his distinctive tattoos.

"The first I noticed was the horns he had on his head," he said. "I noticed all them tattoos … but those horns especially stood out."

As Stanley Perlo began to question the victim about what happened, the victim became angry, accusing the defense attorney of putting him on trial. The victim dodged several questions about his own criminal history, which he eventually admitted includes charges of attempted murder, kidnapping and robbery.

Asked by Perlo if he would have preferred to get even with Orozco himself, rather than rely on authorities to arrest Orozco, the victim agreed.

"Hey, if I would have caught him I would have taken care of him myself," the victim said while many in the courtroom laughed. "… Let's be real in the courtroom."

Changing stories

Other hostile witnesses included a fellow gang member and sullen young woman named Antoinette. Prosecutors repeatedly reminded her that she had told deputies on the day of the shooting and in later interviews that she saw Ortiz searching for Orozco and heard other witnesses say the defendant had shot Ortiz as they fled the crime scene.

Despite the fact those interviews were taped, she sometimes denied the recorded statements and often claimed she couldn't remember anything. Among her hazy memories were her statements that another witness named Angela had identified Orozco as the shooter.

"I heard Angela yelling, crying, screaming, whatever," Antoinette said with her head in one hand, slouching in her seat.

"Did you hear (Angela) say … 'He shot, he shot,"' Deputy District Attorney Lowell Anger asked, reading back her statements tape-recorded by investigators in earlier interviews.

"No," she insisted.

After showing her the transcripts of her recorded statements, she faltered, saying, "I guess."

"Do I need to show you the transcript?"

Anger asked a few moments later when she again changed her story.

"I don't care," Antoinette retorted.

Asked if the fact that Antoinette admitted she was in the same gang as Orozco, as is her father and a brother who was shot by police, and if that allegiance might have anything to do with her hostility on the stand Wednesday, she said no.

Not the truth

Later, a teenage boy, brought from Juvenile Hall, refused to tell the truth while giving his oath on the stand. Anger had planned to ask him about his conversation with Orozco on the morning of June 24, a conversation the boy had repeated to investigators and the prosecutor in previous meetings.

According to Homicide Detective Mark Lillienfeld, the teen said the accused had bragged he was "going to bust a mission to kill a cop."

Asked by the judge if he would tell the truth after refusing the oath, the teen said, "I ain't going to say nothing. I don't want to get involved in this."

"You're already involved," Hickok said before finding the youth in contempt of court.

From the moment the teen identified as Christian entered the room Wednesday, he looked frightened. His eyes darted from person to person, skipping from Orozco's seat in the courtroom to the many Sheriff's deputies brought in for security.

'Taking everybody'

Orozco's attorney worked to discredit most of the witnesses by focusing on those with criminal backgrounds including admitted drug use and gang ties and by pointing out that several said they did not see Orozco pull the trigger.

All but one witness, however, identified Orozco on the stand, and the majority said they saw him armed with a gun either just before or after the deputy was killed.

Several friends testified that Orozco vowed, "If I'm going down, I'm taking everybody with me." They described an often violent temper and said Orozco was known to carry a gun.

The prosecutor rested his case Wednesday afternoon after calling about a dozen witnesses to testify throughout the past three days. Witnesses included a gang expert who said killing a police officer would likely earn Orozco a great deal of respect within his own gang and within the Mexican mafia a prison gang created by a Hawaiian Gardens gang member that now controls almost every Hispanic gang in Southern California.

"Taking (Ortiz) out would be more valuable than taking out an officer who was not as effective," the expert, Richard Valdemar, said after explaining that Ortiz had stood out as an aggressive and successful member of the Sheriff's Department's gang detail.

Valdemar is one of the original members of Operation Safe Streets, the first gang enforcement detail created by the Sherriff's department. The now-retired lawman worked most of his career with gangs, grew up in a gang neighborhood and has testified in hundreds of trials as well as served as an expert for various agencies including the FBI and the Drug Enforcement Agency, he said.

Attempts to dismiss

As testimony in the hearing wrapped up Wednesday, Perlo made a motion to have the case against his client dismissed, citing a lack of evidence. Judge Hickok denied the motion, saying there was sufficient evidence to show a crime had been committed and enough evidence to prove Orozco is guilty of killing Deputy Ortiz and trying to kill the other victim.

Hickok ordered Orozco be held without bail and to return to the Norwalk courthouse on March 22 for arraignment. The accused faces four felony counts: murder and being an ex-felon in possession of a gun for the killing of Ortiz; and attempted murder and being an ex-felon with a gun for the Jan. 20 shooting on Joliet Avenue. Both the murder and attempted murder counts include special circumstance allegations that the crimes were committed to benefit his gang, and could qualify Orozco for the death penalty.

The decision of whether to seek the death penalty is made by a panel of experts within the district attorney's office. So far that decision has not been made, officials said Wednesday.

But that MTV generation is starting to spread down here with the "What Up Dawg" and all that , it's kinda sad seeing a homeboy with a dew rag on his head.But these are the younger guy's . LOS ANGELES (CNS) - Authorities today served warrants in five Southland counties targeting members or associates of the Vagos Outlaw Motorcycle Organization.

More than 700 federal and local law enforcement officers served 63 search warrants and 22 arrest warrants, according to the Bureau of Alcohol, Tobacco, Firearms and Explosives' Los Angeles Field Division.

The warrants were served in Los Angeles, Orange, San Bernardino, Riverside and Ventura counties, the ATF reported.

The three-year investigation was centered in Los Angeles and stemmed from such crimes as murder, attempted murder, assaults, and firearms and narcotics violations, according to the ATF.

Details of the operation were expected to be released later today at a news conference at Rancho Cucamonga City Hall. Expected to take part were John Torres, special agent in charge of the ATF's Los Angeles office; Los Angeles County Sheriff Lee Baca; Orange County Sheriff Michael Carona; Riverside County Undersheriff Neil Lingle; and San Bernardino County officials.

Yes, I understand OC is ethnically diverse by numbers (at least in regards to White, Asian, and Hispanic..Not too many Blacks in OC), but you guys are not exactly holding hands in a circle and singing 'we are the world' down there. Racial lines are as solid in OC as they are in Alabama. The police are brutal toward Mexicans in O.C. And god help a car load of Black guys driving on the PCH through Huntington Beach; They WILL get pulled over, for no reason other than their skin color, and you KNOW it. I've been there to see them do it. They always have a car pulled over along the PCH just outside of Huntington, either full of Mexicans, Blacks, or a piece of shit car with poor Whites. LOL. Orange County has ethnic diversity?? I live in tustin and work in Irvine. Tustin on north to Santa ana, Anaheim, Westminster, are mostly Asian and Hispanic. Irvine and south is all white people!! Most of the OC is white. Hell white people down here look down upon the 714 area code (Santa Ana, Anaheim, Westminster). There are some major snobby white folks in the OC and the closer to the beach you get, the worse is gets. IE, NewPort Beach, Corona Del Mar, Dana Point, and everyone knows Hungtington Beach is teaming with Skinheads. Do yourself a favor and go to the Block in Orange on a saturay, you will see mostly hispanic and asian kids. Go to the spectrum in Irvine and all you will see is WHite kids, with a spattering of rich asian kids that go to UC Irvine.
L.A. is definitely more diverse with every culture you could think of, L.A. hands down, best restaurants for every damn country you could think of. You could get persian, peruvian, ethiopian, korean and texas BBQ all in the same strip mall!!
So if you only stay in Anaheim and Fullerton, then I guess theres a little diversity but from where I see it, its mostly segregated and most of the 949 area code is white and pure republican.

RJ and Still no Script are "right on" in many ways about Orange County which has been traditionally white conservative republican, but it is changing fast as is most of So Cal, as ethnic groups and especially the Chicano/Mexicano raza have a tremendous birthrate in comparison to the "Anglo's".
I guess we just enjoy sex a little more, like rabbits, and the upper and middle class "gavacho's" enjoy making lana more.??
But as far as rascism goes I think that it depends on where your at specifically. In No Calif. the Bay area is very "Liberal" and votes that way, but at the same time they can be very prejudiced on an individual basis. ANd some of the most rascist people I have ever encountered are "Anglo's" from the rest of No Calif.
Same in So Cal where people on the west side of LA vote very "Liberal"
but at the same time scream about the Mexican "day workers" on PCH,in Malibu, that is until they get the ocean up their asses, then it's all about "Where the hell is all the help when we need them"! OY VAY!
One thing I know for certain though is that the Mexican Culture is very descriptive when it comes to human differences, and not in a rascist manner, but usually humorous like "Chanate" or "Huero"

SANTA ANA - On the eve of trial, the prosecution of one of the biggest criminal cases in history is struggling with late, massive amounts of discovery.

Some sources familiar with the case have suggested that discovery problems may hamper prosecutors' chances of winning the death penalty against the top leaders of the Aryan Brotherhood prison gang.

Prosecutors acknowledge that they are dealing with an enormous amount of discovery but insist it will not interfere with the case.

Death Penalty

Opening statements are scheduled for March 14 in the trial of four leaders of the gang's federal- prison faction. A jury has been selected, and the case will be heard by U.S. District Judge David O. Carter. U.S. v Mills. CR02-938(E) (CD Cal., filed Aug. 28, 2002).

Alleged Aryan Brotherhood leader Barry Byron Mills and top lieutenant Tyler Davis Bingham are on trial in connection with charges that they ran a vast organized-crime conspiracy that used violence, intimidation and secret codes to wield broad power over drugs, gambling and other vices inside and outside the federal and California prison systems.

Mills and Bingham face the death penalty, while two other defendants, Aryan Brotherhood members Christopher Overton Gibson and Edgar Wesley Hevle, were considered eligible for the death penalty, but prosecutors declined to seek it.

'Less Crediblity'
A grand-jury indictment charges the four with racketeering, conspiracy to commit racketeering
and two to four counts of murder each in connection with the killings of black inmates at the federal prison in Lewisburg, Pa. Another 16 defendants are scheduled for later trials in Los Angeles.

Observers said the distractions caused by newfound documents could hamper the prosecution's bid to get the death penalty for Mills and Bingham, serving as a blow to the U.S. attorney's effort to dismantle the Aryan Brotherhood inside the prisons.

"It's fair to say ..... [the government] is scramblingm," said Loyola Law School professor Laurie L. Levenson, a former assistant U.S. attorney in Los Angeles. If jurors sense that, "it gives the government less credibility." Levenson said.

Another former member of the office, who requested anonymity, said the defense already has taken advantage of the discovery problem by dropping its earlier motions for delay.

The problem arises because in late fall, the prosecutor newly assigned to head the trial team, Assistant U.S. Attorney Stephen Wolfe of Los Angeles, learned that his office had never asked the FBI and Bureau of Prisons to turn over what they had about the defendants or their alleged crimes, according to Steward.

Once asked, the agencies, which investigate crimes in federal prison, found 50,000 to 200,000 pages of material. Even though by Dec. 1 the agencies' Los Angeles offices had winnowed the pile to 24,000 pages, Wolfe pleaded with Carter in early February to postpone the trial while his team continued to sort through the documents.

The government "is not ready to carry its burden," Wolfe said.

Certainly, one problem for the government is the sheer volume of material that prosecutors must read, index and evaluate late in the game.

That makes it harder for Wolfe to manage his case, said H. Dean Steward of San Clemente, the lead attorney for alleged Aryan Brotherhood chieftan Mills, the main target of the prosecution.

"They don't have the luxury of concentrating on the Lewisburg counts," Steward said, referring to murders charged in the trial.

Avoiding the death penalty would be a "complete victory" for Mills, who is already serving two life terms, Steward said. But the second defendant, Bingham, currently is scheduled to be released from federal prison in 2010, and conviction on any count might keep the middle-aged man in prison for the rest of his life, Steward said.

While Levenson predicted that the defense might try to damage the government's credibility by pointing out "things that are last minute", a top official in the U.S. attorney's office said the office has the resources and the will to get the job done.

"Discovery is a task; it takes time. We have people preparing for trial", Chief Assistant U.S. Attorney George Cardona said. Cardona, the No. 2 in command of the office and supervisor over the March 14 trial and other Aryan Brotherhood cases, said the government "will be ready to go" on time.

In fact, even as Wolfe was asking Carter for more time in February, the prosecutor added that the government has a strong case and a "way better than even chance of winning " it.

During a Dec. 2 court hearing, Carter criticized the original prosecutor on the case, former Assistant U.S. Attorney Gregory Jessner, for delays in finding the documents and asked whether "bureaucratic strife" among government agencies caused the problem. In the hearing, Wolfe said he feared the blame lies in "a combination of glitches in the working relationship between the ATF and the FBI and in ommissions by the U.S. attorney's office to make direct contact with the FBI to overcome the glitches".

The case had been investigated over nearly a decade by Jessner and a Bureau of Alcohol, Tobacco, Firearms and Explosives investigator, Michael Halualani. Jessner left the Los Angeles U.S. attorney's office in November - in the midst of preparation for the March 14 trial - to go into private practice.

Neither Jessner nor Halualani would discuss the case.

Nevertheless, Carter has discussed several times during court hearings that prosecutors erred in not working more closely with the FBI. The judge points to a statement by the first FBI representative to show up in his court in connection with the case. In a Dec. 2 hearing, Special Agent Mary P. Carter said, "You should have brought me on board early on. I would have been here," according to a transcript.

Lawrence Rosenthal, a professor at Chapman University School of Law in Orange and a former federal prosecutor in Chicago, said prosecutors hate surprises. "To have to find out what's going on in the bowels of the government .. weeks before trial is very unpleasant," Rosenthal said.

Along those lines, another concern for the prosecution is that the content of the new material might help the defense. Dale Rubin, a defense attorney in a separate portion of the overall Aryan Brotherhood case, said the new material offers evidence to attack the credibility of former brotherhood members who will be testifying for the prosecution.

"When the defense brings that up in front of the jury," Rubin said, "everyone in the [defense] case has something to gain."

In addition, Steward said, the defense has found new witnesses of its own in the new material. "We have at least half a dozen new defense witnesses we didn't have 60 days ago," he said.

The new witnesses and new evidence,
Steward said, undercut the government's theory about why the Lewisburg murders took place.

He said the government previously has described the killings as racially motivated attacks by the white Aryan Brotherhood gang members on African-American prisoners. The new evidence, he said, shows that the killings were retalitation for attacks by another prison gang, the DC Blacks, on Aryan Brotherhood members.

That is, the murder victims were the casualties of ongoing race warfare in the nation's prison system.

"These [defendants] are folks trying to protect themselves," Steward said.

That might be enough to pull a jury back from imposing the death penalty, experts say.

If jurors "decode" the evidence to find the defendants were protecting themselves when the prison system could not, they might vote not to execute, Rosenthal said.

"If you can spin [the evidence] that way, you've got a better chance," he said.

The risk, the Chapman professor added, is that jurors might decode the evidence to find that "you are all animals" and deserve the death penalty.

Late discovery has damaged other federal death-penalty cases in different ways. During hearings, Carter several times has reminded lawyers of the delay in executing Timothy McVeigh for the Oklahoma City bombing when in January 2001 the FBI suddenly turned up thousands of pages of previously undisclosed investigative reports after McVeigh's death warrant had been signed.

During the hearings, Carter also has told lawyers what happened that same year when he presided over the first federal death-penalty case to reach a penalty phase in the Los Angeles area in more than 50 years.

In that case, the jury convicted alleged Mexican Mafia leader Mariano "Chuy" Martinez of murder, but some late evidence appeared -- after Carter ordered the head of the California Department of Corrections to his court -- that corroborated the defense theory that California prison guards had put Martinez into "gladiator" fights with other prisoners, weakening the government's assertion he was vicious.

Martinez's attorney, Mark Overland of Overland Borenstein Scheper & Kim, said he doubts the late documents were crucial to his case. Nevertheless, the jury hung 7-5 on the death penalty, sparing Martinez's life.

Late discovery was an even greater problem for the government in the second Mexican Mafia death-penalty case. Several months into that trial, prosecutors turned up a new witness and pieces of a gun. Carter told the government it could go ahead and seek the death penalty against two of the five defendants without the late evidence, or it could drop the death penalty and use the witness and gun, according to Rubin, who was the capital attorney for one of the defendants facing death.

Prosecutors abandoned the death penalty. The two defendants were acquitted.

Steward said prosecutors' zealous pursuit of the Aryan Brotherhood has made the case one of the largest in U.S. history, at least in the federal courts. He cited the number of defendants, the 30-year time span and the 392 overt acts covered by the indictment and the number of defendants -- 22 out of 40 -- who might have faced the death penalty.

The 1989 federal indictment of Chicago's El Rukn gang named 65 defendants but covered only a few years' time and had no death-penalty counts.

In the Aryan Brotherhood case, few are ready to count the government out. Despite problems, "does that mean the government can't do it?" Rubin asked. "They've got all the resources of the federal government."

Homeland Security Reports Gang Arrests By SUZANNE GAMBOA, Associated Press Writer
Fri Mar 10, 5:30 PM ET

WASHINGTON - Some 375 gang members have been arrested in 24 states and the District of Columbia over the past two weeks as part of a yearlong operation targeting gangs with criminal immigrant members, the Homeland Security Department said Friday.

The arrests bring to 2,388 the number of gang members apprehended through Operation Community Shield, which combines local law enforcement with federal immigration forces. Of those arrested, 922 were members of Mara Salvatrucha gangs, which have ties to Central America.

Homeland Security Secretary Michael Chertoff said that previously local law enforcement might arrest gang members and not be aware they also had immigration violations that could be used "to incapacitate violent criminals." Meanwhile, immigration officials would arrest gang members and not know they were wanted for serious criminal offenses.

"In much the way we have connected the dots against the war on terror, we are now connecting the dots against gang violence," Chertoff said.

Chertoff said none of the gang members was identified as having ties to al-Qaeda, but more than 260 of those arrested in the last two weeks have committed crimes like rape, murder and assault and brought drugs and weapons into neighborhoods. Of those arrested during the past year, 533 were charged with crimes and 1,855 with immigration violations.

Those in the country illegally will be deported after serving any sentences, officials said.

Julie Myers, assistant secretary of Immigration and Customs Enforcement, said: "With Operation Community Shield, ICE is sending a clear message to gang members that ICE intends to deal strongly and forcefully with you if you come into our country and break our laws."

When the operation began, its purpose was to target members of Mara Salvatrucha. But as the operation progressed, officials expanded it to other gangs in various communities.

In the two-week operation that began Feb. 24, law enforcement arrested 44 gang members in Dallas; 41 in San Diego; 22 in the Washington, D.C., metropolitan area; 22 in Miami; and 19 in Raleigh, N.C.

Gang members were arrested in these states: Arizona, California, Colorado, Florida, Georgia, Hawaii, Iowa, Illinois, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, Nevada, North Carolina, Pennsylvania, Rhode Island, South Carolina, South Dakota, Texas and Virginia.

Federal officials have identified 5,000 Mara Salvatrucha gang members in a database, but the number of gang members in the country is unknown, making it difficult to determine the impact the arrests have had on its membership.

However, David Brown, a Dallas assistant police chief who attended the Washington news conference, said the 149 arrests in his city since Operation Community Shield began had contributed to a 20 percent drop in the city's murder rate.

Brown said local communities are increasingly sharing information about gang members, particularly those who are foreign-born, because many of the gang members move between cities.

In California, we see folks like you
