WHO RUNS THE JAILS?
The public and media reaction to the jail riots finally got a dose of reality last night when I heard for the first time the magic words -- Mexican Mafia. To regular readers of this site, it's no big surprise. We know who runs the jails and the prisons. It's not the jailers. For anybody who's been in the system or is familiar with it, COs and deputies aren't much more than referees. The real power resides in the SHUs and it's about time that the rest of world starts to realize it.

There are a few simple truths that the media, politicians and social activists don't seem to get. One is that most of the "rioters" don't want to riot. But the reality is that once you're in the system, it's almost impossible to lay low and just do your program. The shot callers won't let you. When the call goes out, you either clique up and get with their program or you'll find yourself completely isolated with a target on your back for not having any heart. It's a no win situation for the "average" inmate.

The other reality most don't get is that even relocating the shot callers to Alaska isn't going to stop their influence. As long as they can make a call, pass a kite or get a letter out through an attorney, they'll continue to exert their influence. There's no getting around that. So it's laughable when you hear calls for isolating the "bad apples" (I actually heard some knucklehead use that term on TV) to reduce their influence.

And then of course, there's the call to put more deputies on the tiers. That won't work either. At least, not completely. There will never be enough deputies to keep people who want to assault or kill from doing exactly what they want.

Maybe the nuttiest response to the riots was articulated by Ramona Ripston from the ACLU. She blamed "this Congress and this President." Remember this is the same group that demanded desegregation of the prisons, a move that provides written assurance that more inmates will be killed. It's hard to know if the ACLU wants to solve the problem or make it even worse.

If there's any good that can possibly come from this is that it may make some little homie decide not to do things that could land him in jail. As bad as things may be on the street, it's nothing like th hell of being locked up.

"The current environment of mixing gang members with non-gang members is equivalent to giving matches to a child. Hard-core gang members shouldn't be in a dormitory environment," he said.

Four strangers travelled together in the same compartment of a
European train. Two men and two women faced each other.

One woman was a very wealthy and sophisticated 70 year old lady who
was decked out in the finest of furs and jewelry. Next to her sat a
beautiful young woman, nineteen yrs. old--who looked like something
right off the cover of a fashion magazine. Across from the older
lady was a very mature looking man in his mid-forties who was a highly
decorated Sergeant Major in the Army. And next to the Sergeant
Major sat a young private fresh out of boot camp.

As these four strangers travelled, they talked and chatted about
trivial things until they entered an unlighted tunnel, and there they
sat in complete darkness and total silence, until the sound of a
distinct kiss broke the silence; following the kiss a loud slap could
be heard throughout the cabin.

In the ensuing period of silence the four strangers sat quietly with
their own thoughts. The older lady was thinking, "Isn't it wonderful
that even in this permissive day and age there are still young women
who have a little self-respect and dignity?"

The young woman, shaking her head and greatly puzzled, asked
herself, "Why in the world would any man in his right mind want to
kiss an old fossil like that when I'm sitting here?"

The Sergeant Major, rubbing his sore face, was outraged that any
woman could ever think that a man in his position would try to sneak a
kiss in the dark.

And the private, grinning from ear to ear, was thinking, "What a
crazy and mixed up world this is when a private can kiss the back of his
hand and then smack a Sergeant Major in the face and get away
with it!"

Eme has always been around but, there presence has become alot stronger over the past decade(They are heavy in my region). When I was doing "my thing" the "Carnals" from my neighborhood didn't stay out long, maybe 6 months and they were busted again. Now at least in my neighborhood "The Big Homies" are staying out longer but, things are still getting handled(taxing, dealing,enforcing,hits).Plus I have seen "Carnals" from our Varrio come from out of state(like from the midwest) when things are getting out of hand to set things straight.
There influence on the youngsters have always been strong but, they are effectively recruiting them on the streets now before they even go to "THE BAY" (they are not becoming righteous members) but, they are grooming them for when they go to or back to the joint. I am only 24 so alot of my friends are barely starting to "Graduate" to the next level but, every time they come home they are all about "being in the mix". Four of my friends who have just got out over the past 2 years all say the same thing, "Fuck the dumb shit if I am gonna do something it is gonna be for the Big Homies". They all want to earn their stripes and be recognized for putting in work on behalf of La Eme. Two of them are 24 one is 26 and the other is 29, plus from my neighborhood we got a bunch of other dudes "Down for the Cause" on the street and busted. From what I can see Eme's arm is getting long,I bet they felt like it was time to start their movement in the streets.
It is crazy to actually see it grow so fast to me it seemed La Eme is in fast forward(making much progress) now we just have to wait and see if they are able to accomplish their goals.

I would like to thank you all for the insight into what's going on. My question, if anyone can answer,is what happened to the O.G's of the greenlight gangs that were involved with La Eme? Since their neighborhoods defected, were they booted and/or stripped of brotherhood? I am assuming that there had to be a large number of Maravillas, 18, Lowell, etc. that were asociates of the Eme at one time or another, so what happened? Any insight would be helpful. As well, can anyone elaborate on the R-60 and Florencia 13 robbery? Thanks.

And on it goes! Found this on the US Corrections Officers website, I hadn't heard about it since I'm in another state at present.
To paraphrase, "Friday Feb 10, San Bernardino Sheriff's Office reported 14 black inmates slashed with razor blades smuggled onto a bus by Mexican-American inmates. The attacks occured on the "bus" transfering inmates from the "Rancho Cucamonga jail" to the San Bernardino "Central Courthouse". Three injured inmates remain hospitalized.
My question is, did anybody hear this info by a news source? Or is this kind of info being witheld to avoid "stirring the pot"?

I am not sure but, I thought if your neighborhood is green lighted then the whole varrio is green lighted unless, they are a very good standing member and can't take a hands on approach to setting his neighborhood back on the right track or the "Carnal" goes out and takes care of the problem(either himself or sends associates to). HUNDREDS OF INMATES RIOT IN SOLEDAD, SEVERAL HOSPITALIZED

A riot involving as many as 400 inmates broke out this afternoon at a state prison in Soledad, sending four inmates to outside hospitals, according to a prison spokesman.

The riot at the Correctional Training Facility began at approximately 2 p.m. in a section of the prison's North Facility that houses approximately 1,400 medium-security inmates, according to prison spokesman Dan Pherigo.

Four inmates were transported to local hospitals outside of the prison walls, and Pherigo said tonight he did not know their current conditions.

"They appeared stable as they left,'' he said.

The prison's North Facility is currently locked down while prison officials investigate the cause of the riot. The investigation could take more than a day, according to Pherigo.

The riot was contained by on-duty prison staff and staff from the nearby Salinas Valley State Prison. No guards or staff members were injured in the riot, Pherigo said.

Today's riot occurred one week after a riot at San Quentin State Prison that involved about 100 inmates. Twenty-seven inmates were medically treated in the wake of that riot, six for stabbing or slashing wounds, according to prison officials.

Jailhouse Violence Spreads to San Bernardino County

SAN BERNARDINO, CA (KNX) -- Violence between jail inmates has spread from Los Angeles County to San Bernardino County with reports of fights breaking out on three busses last Friday and Tuesday. Sixteen inmates were injured in the fighting in which blacks and Latinos battled with fists and razor blades. The buses were transporting inmate to various court dates.

Violence in the L.A. County system continued last night with another jailhouse dust-up at the downtown Men's Central Jail. That left four inmates injured in the latest wave of of violence that has plagued the county jail system for the past two weeks.

Yesterday, the Sheriff's Department came under criticism from an attorney retained by the county to monitor the department. Merrick Bobb took the Sheriff's Department to task for continuing to mix inmates who are predisposed to different degrees of violence.

Bobb issued a report more than a year ago citing the dangers of placing inmates of different threat levels in the same cells.

Sheriff's deputy Bill Spear announced that the county jail system remains on lockdown today, with all inmate activities, phone privileges and court appearances suspended.

Part of the lockdown process involves the segregation of inmates by race but not by gang affiliation, a practice that has come under criticism from Supervisor Mike Antonovich.

"To continue housing dangerous high-security gang members with rival gangs and non-gang inmates is like giving matches to a child -- it's deadly,'' Antonovich said yesterday.

A brawl involving about 300 inmates broke out about 8:30 p.m. Wednesday at the medium security North Facility of Pitchess Detention Center in Castaic, about 40 miles northwest of downtown Los Angeles, said sheriff's Sgt. Don Manumaleuna.
"Deputies were able to regain control of the facility, and at this time they're investigating the cause of the disturbance," he said.

The fight followed four racially motivated fights involving more than 450 black and Hispanic inmates that broke out in the afternoon at the center's east facility. A total of 19 inmates were injured in the brawls, one critically, said sheriff's Deputy Bill Spear.

Four inmates were transported to hospitals. One had a head injury and the others sustained superficial cuts. Fifteen more were treated at the facility for minor injuries. No sheriff's deputies were hurt.

The fighting began after more than 120 inmates housed inside a group dorm separated themselves along racial lines. The violence was quickly put down, but similar fights occurred in little more than an hour at three more dorms, leading deputies to fire sting balls on inmates to gain control, said sheriff's Sgt. Diane Hecht.

All seven county jails were subsequently placed on lockdown, according to sheriff's officials. The lockdown was expected to last through Thursday, Spear said.

Another section of the same detention center was the site of rioting Saturday between Hispanic and black inmates that killed one man and injured more than 100 others. It was followed by two other melees Monday night that caused one minor injury.

Investigators were looking into the cause and timing of Wednesday's fights as well as possible links to recent outbreaks of violence at the center.

In those, authorities suspect gang leaders outside the jail contacted Hispanic associates inside and directed them to attack blacks as retaliation for a recent assault in South Los Angeles.

In an interview with The Associated Press, California Corrections Secretary Roderick Q. Hickman said that his department has offered to work with sheriff's officials - whose jails often feed into the state prison system - as they investigate the weekend violence.

He said state authorities want to know what's causing the county's problems so they don't spill over into the statewide prison system.

In Central California, four inmates were hurt in fighting that began Tuesday at the California Correctional Training Facility in Soledad. That uprising prompted authorities to place a prison unit on lockdown Wednesday.

The fracas, which involved hundreds of black, Latino and white inmates, was not believed to be connected to the violence in the Los Angeles County jail, corrections spokesman J.P. Tremblay said.

Clergy have been brought in, troublemakers have been transferred and black and Hispanic inmates have been separated as county jailers worked to restore peace after a week of racially charged prison brawls.


"It's got momentum," said sheriff's Chief Marc Klugman, who oversees the nation's largest jail system. "They're battle-hardened. They're angry."


Thousands of Hispanic and black inmates clashed on Feb. 4 at the biggest of three jails at the Pitchess Detention Center complex, 40 miles outside Los Angeles. A black inmate was beaten to death and dozens of prisoners were injured.


Small brawls throughout the week occurred at the two smaller jails, including a Friday clash involving 73 inmates that took an hour to quell.


Ninety inmates have been injured and 28 remained hospitalized, Klugman said.


The violence spread to a San Bernadino County jail Friday, as 13 were hurt when inmates slashed one another with razor blades while on a bus, said sheriff's Lt. Mike Stansell.


The inmates were being transferred from the West Valley Detention Center in Rancho Cucamonga to the Central Courthouse in San Bernardino, Stansell said.


None of the injuries were life-threatening, but the fighting appeared to be racially motivated, he said.


During a separate incident, a black inmate suffered a three-inch cut on his arm during a fight with two Hispanic inmates while in a holding area at the Rancho Cucamonga courthouse, Stansell said.


Investigators said they do not know specifically what sparked the initial Feb. 4 melee. But Klugman said the fights that have broken out since then appear to be tit-for-tat retaliation by one side or the other.


Originally, investigators believed Hispanic gang leaders outside the jail ordered the first fight as retaliation for a street attack, but that proved untrue, Klugman said.


Klugman said about 80 percent of the inmates are affiliated with gangs in some way.


All of the fights appeared to be orchestrated by "shot-callers" within the jails that authorities were trying to identify and remove from the dormitories to single-man cells in a downtown jail.


It was a slow process because empty beds were hard to find and authorities wanted to make sure they didn't spread the violence, Klugman said.


All 19,000 inmates in the Los Angeles County jail system will remain on lockdown through the weekend, meaning no visits or other privileges, Klugman said.


"The momentum here will die," he said. "We are taking away privileges. They don't like that. They want their commissary, they want their classes, they want their mail. That's going to start to wear on them."


On Thursday, sheriff's officials allowed 70 clergy members to talk with inmates. Many prisoners complained about being unable to shower or call home.


Many inmates really don't want to fight, Klugman said, but risk a beating unless they stand up for their race.


Black and brown inmates also remained segregated at the jail where it all started on Feb. 4.


The U.S. Supreme Court has ruled that racially separating prisoners is illegal except in extraordinary circumstances.


Klugman said sheriff's officials view the segregation as both morally and tactically unsound in the long run and don't plan to extend it to other jails or continue it for more than two weeks.


James Gilligan, a University of Pennsylvania professor and psychiatrist who directed mental health services in the Massachusetts prison system for many years, said he has been called in to help brainstorm solutions to the current round of violence.


He had not been briefed Friday afternoon but said in general, defusing prison violence involves negotiating with the ringleaders.


Ironically, Klugman said the latest violence has caused some gangs to put aside their rivalries as black inmates, who are outnumbered by Hispanics two to one, join ranks

I do know, however, that Snoop just did a song with Warren G, B Real of Cypress Hill, and Ice Cube about the Black/Brown violence, and what I saw was a plea for peace. Your're saying that's a p.r. trick on his part, but that's speculation that can not be proven. The bottom line is, kids can see that video or hear that song, and, just like they can be influenced by the negative lyrics in songs today, they can be inluenced by the positive lyrics in that song. I think it takes a special kind of angry, withered, and jaded human being to be critical of that and refuse to accept any positive story coming out of the Black vs. Brown drama. Perhaps you would be happier if Snoop put out a track dissing Mexicans? I'll take any positive message we can get a time like this.

The cantinero, hands shaking gives her a cold Miller's and the foxey lady chug a lugs the whole beer in a couple gulps, her eye's start rolling around and she falls out on the floor, face down, mini skirt up over her fine ass. The vato's can't believe their good fortune and being "puros manacos" they immediately throw a line on her and commit all kinds of perversions, bang her for an hour before she comes to and staggers out the door.

Community leaders and the sheriff talk peace and the riots’ cause

At 6 o’clock last Friday night, around 200 people, most of them African-American, gathered at the Hope for Life Foundation at Manchester and Normandie in South Los Angeles, for what was billed as an urgent town hall meeting about the ongoing jail riots.

By week’s end, the “disturbances,” as they were euphemistically called, had been going on for seven days straight, and even the coolest political heads were starting to freak out. Race-based riots spring up cyclically in various parts of the combined L.A. County jail complex of Pitchess Detention Center and North County Correctional Facility, located just off the 5 freeway, a few exits past Magic Mountain. But this time, the brawls went on so long, it was soon apparent that something bigger and badder was occurring. And no one in a position of authority — from Sheriff Lee Baca on down — seemed to be able to say for sure when and how it could be stopped. The fact that the entire complex was in lockdown status — meaning no phone calls home, no visits, no rec time, no anything but eating and sleeping (and not a lot of the latter, considering the through-the-roof inmate tension) — had not made a damned bit of difference.

Hence the Friday-night town hall meeting.

The night’s agenda — which consisted of a panel presentation by several South L.A. pastors, plus state Senator Gloria Romero, and a grim-looking Sheriff’s Department deputy chief named Ronnie Williams — was hastily organized by Bishop Edward Turner, a pastor himself, and the director of Sheriff Baca’s Clergy Council.

The panelists spoke, one after the other, with earnest concern and passion, but when it came to proposed solutions, no one offered specifics. “We must stand up and make sure we get the staffing, the training, the resources to overcome race conflicts . . .” said Gloria Romero. “That’s right!” audience members shouted. Minister Tony Muhammad noted the need to address racial imbalances inside the jail dorms, where African-Americans are outnumbered by Latinos at a rate of 2- and 3-to-1, thus guaranteeing their victimization in any racial disturbance.

Interestingly, while many, including Deputy Chief Williams, criticized certain Sheriff’s Department actions, nearly all praised Lee Baca as a law-enforcement figure they respected — and obviously didn’t want to lose come next election. Yet by meeting’s end, it was unclear what precisely had been accomplished, and the crowd dispersed into the parking lot looking energized but slightly bewildered.

The riots — for those who have lost track — began on Saturday, February 4, with a 2,000-person melee that broke out in the maximum-security North County Correctional Facility a few minutes after the day’s visiting hours finished at 3 p.m. For the record, the brawl did not consist of a couple of thousand guys all pounding each other in a single big room or jail yard. NCCF — or Supermax, as the inmates call it — consists of five different modules that are broken down into 90-person dorms. Evidently, the word had been passed for days before the first incident that everything was to start after the 3 p.m. “count” — the four-times-daily moment when prisoners are literally counted to make sure that nobody is . . . say . . . missing. As planned, the various dorms erupted shortly after 3, some simultaneously, some in sequence. Eleven days later, two people were dead and hundreds injured in multiple brawls that bounced daily and unstoppably from facility to facility.

In terms of the riots’ cause, in the beginning the official line was that they were the product of a beef between two gangs in South L.A. — one Latino, the other African-American — that had now migrated to the jail system. But when the disturbances continued unabated, jail watchers admitted that no single gang has the kind of power to persuade that many inmates in that many separate dorms to stage that many coordinated attacks.

None but the EME.

Thus, late last week, those with sources inside California’s state prisons concluded that while some of the smaller fights might be opportunistic brawls with personal agendas, the riots as a whole were the doing of the EME — the Mexican Mafia. A breakdown of what, exactly, the EME had in mind varies slightly, depending on who’s doing the analyzing. But it is pretty much agreed that this was not a simple retaliation, but rather a power move, a massive revenge cycle, an object lesson — meaning that, whatever its purpose, it’s unlikely to go away when this month’s spate of brawls finally comes to an end, either through crackdown or exhaustion.

So what to do?


Crackdowns, lockdowns and attempts at isolating the shot callers have been the prime strategies used to combat similar problems in the state prisons. It is a policy that has been spectacularly unsuccessful, often creating more trouble than it resolves.

In addition, as most corrections analysts rightly point out, 98 percent of the inmates don’t want riots — not one little bit — and would gratefully decline to participate if they could see any safe way out. “Babe, I don’t have a choice” is what jail inmate Augustin Velasquez told his worried wife, Jenny Olmeda, in the one call he was able to make in the midst of last week’s violence. “If I hadn’t gotten involved, somebody from my own race would have hurt me.”

By the same token, it’s acknowledged that the main troublemakers should be removed from the general population, just as one would do in the case ofchildren fighting on a playground. Thus, last week, Sheriff Baca reiterated plans to shift Castaic’s most violent inmates to the more controllable Twin Towers facility — a move that has long been talked about, yet not previously affordable.

“But unless you want to duplicate a [federal] prison like Marion, with lockdown all the time,” says Mike Gennaco, the chief attorney who independently reviews L.A. Sheriff’s Department’s actions, “we’ve got to do a lot more.” Gennaco and the Board of Supervisors’ jail monitor, Merrick Bobb, have emphasized the need for an all-hands-on-deck push to step up deputy recruitment, possibly including bonuses for those working the jails. “Too few deputies guarding too many inmates,” says Gennaco, results in a reliance on a command-and-control model that is never healthy, either for prisoners or for those guarding them.

Jail watchers, ranging from Gennaco and ACLU Jails Project coordinator Jody Kent to community activists like Bishop Turner, all underscore that merely managing the “bad” inmates will not solve anything in the long term. For real change to take place, they say, the emotional health of the rest of the inmates must be fortified through the use of various programs like GED classes, anger-management groups, Amer-I-Can “life skills” courses, plus lesser-known strategies like the innovative, prison-incubated 12-step program, CGA — Criminals and Gangsters Anonymous.

“We’ve seen some real success stories work on a smaller scale that we should use as models,” says Gennaco. “For example, the veterans have a treatment program for vet inmates that’s been excellent.”

“But here’s the thing,” says Kent, “we have to make these programs available to more than just a few hundred inmates. Then, I guarantee you’ll see the stress level inside jail drop, and the problems diminish.”

Sheriff Baca, who sounds understandably tired these days, says he’s not against any of it, that in fact he welcomes any and all creative ideas. “But there is no magic. And most of it takes money,” he says. “It’s all about the almighty dollar.”

“The most daunting challenge,” adds Gennaco, “is that just when we’ve agreed on solutions, the public’s attention will have moved on.”

And along with it, the will and the money needed to prevent the next explosion.

A Chicano named Rodriquez went to his doctor to determine the source
of his sickness.

Rodriquez was shocked and saddened.

After 3 or 4 beers, the two were feeling a little less somber.
There were some laughs and more beers.

They were eventually approached by some of Rodriquez's old friends
who asked what the two were celebrating.
Rodriquez told them that Chicanos celebrate the good and the bad.
He went on to tell them that they were drinking to his impending end.

He told his friends, "I have been diagnosed with AIDS."
His son's eyebrows raised and he opened his mouth, but
Rodriquez raised his finger and the frown on his face stifled what
his son had planned to say.
The friends gave Rodriquez their condolences, and they
had a couple more beers.

After his friends left, Rodriquez's son leaned
over and whispered his confusion.

"Dad, I thought you said that you were dying from cancer?
You just told your friends that you were dying
from AIDS!" Rodriquez said,

" I know mijo, but I don't want any of those
pendejos sleeping with your mother after I'm gone."

A former correctional officer at the California Institution for Men in Chino has been convicted of assisting white supremacist gang members in distributing narcotics and assaulting inmates at the state prison, authorities said Wednesday.
Shayne Allyn Ziska, 44, of Fontana could get up to 50 years in prison when he is sentenced May 8. Ziska was convicted Tuesday on charges related to his association with the Nazi Low Riders from 1998 to 2000 while an employee of the prison.
