VALLEY STABBING SIGNALS WAR
You don't usually hear much going on in the SF Valley. But something's about to kick off. Last week a carload of alleged CPA homies rolled up on four alleged Haskell Streeters in broad daylight in the 20000 block of Sherman Way. Fists flew, a knife came out and one Haskell paid the ultimate price for living the life. The usually wrong media attributed the incident to rival tagging crews. Haskell apparently is moving West, and CPA is claiming more streets to the East. Result? You figure it out. Somebody ought to clamp a lid on this before it gets crazy.

Go easy on our moreno brothers they once had oldies we all understood and loved. My old lady agrees with me on the one thing we miss the most; oldies. Those morenos once had it. They can achieve that again, and do even better next time. Rapola is a fad. I look out upon Warner Avenue, and I still see what we batos called DELHI Barrio, next to the Santa Fe Railroad Tracks Barrio Delhi.

Everytime that CPA commits a fucking murder they should just turn themselves in to West Valley Station, handcuff themselves and write their own fucking arrest reports. Inmate is given 85 years in prison

LANCASTER - A prison inmate convicted of strangling his cellmate was sentenced Thursday to 85 years to life in prison.
Frank Perez, 31, was already serving a 12-year sentence for carjacking when he was accused of killing 27-year-old Eddie Arraiga in September 2004 in the California State Prison-Los Angeles County cell they shared.

"The sentence will be consecutive to any sentence he's currently serving," Deputy District Attorney Fred Mesropi said.

Perez's term of 25 years to life for murdering Arraiga was multiplied by three - 75 years to life - because it was his third serious offense counted under California's "three strikes, you're out" law.

Then 10 more years were added because of two prior convictions, Mesropi said.

The jury that convicted Perez in March of murdering Arraiga couldn't reach a decision on whether, seven months after that slaying, he attempted to murder a guard.

Authorities said Perez, in April 2005, tried to shove the guard over the railing of a second-floor walkway with a drop of 12 to 15 feet.

The jury deadlocked 10-2 in favor of guilty on the attempted-murder charge, officials said.

Perez admitted killing Arraiga, officials said, but gave differing explanations. He has said he was ordered to kill Arraiga for the Mexican Mafia and, alternately, that the victim had poor hygiene, according to officials.

Arraiga, who was strangled to death with a bed sheet, had been serving a five-year sentence for second-degree robbery and was scheduled to be released in July 2004, prison officials said.

Perez and Arraiga were in the prison's administrative segregation unit. Officials said inmates are kept there for reasons including disciplinary problems or danger in the general prison population. Both men were undergoing psychological treatment.

Arraiga was put in administrative segregation after he destroyed another inmate's television set, prison officials said. Prison officials didn't say why Perez was in the segregation unit.

Tony Casas, 77, former deputy director of corrections for the state of California and technical advisor for the film "American Me," died Sunday of pancreatic cancer at his Palm Desert home, his daughter Belinda said.

As a member of the Department of Corrections' Prison Gang Task Force, he helped educate law enforcement officers about the workings of the so-called Mexican Mafia. His background with incarcerated Latino gang members eventually led to his consulting with Floyd Mutrux, who wrote the original story for "American Me," and then with Edward James Olmos, who reworked the script and directed the 1992 film.

Anthony Lopez Casas was born March 26, 1929, and grew up in La Verne. After leaving behind a rough youth, he worked days at Norton Air Force Base and attended Cal Poly Pomona at night, finally earning his bachelor's in sociology at 32.

Casas retired from corrections work in 1987 after having served as associate warden of San Quentin State Prison for the previous three years. He continued to counsel juvenile offenders and testify as an expert witness in gang-related death-penalty cases.

a joint investigation aimed at rooting out major methamphetamine traffickers and busting key area gangs. So far, 24 search warrants have been executed, 31 individuals have been arrested, and 8 pounds methamphetamine, 1 pound of cocaine, 23 vehicles, 14 firearms and approximately $90,000 drug proceeds have been seized.

Information gathered during the investigation revealed that the Highland Park Gang (HLP) and the Eastside Wilmas Gang (ESW) were involved in drug trafficking to finance their gang activities. The total membership of the two gangs is approximately 650 members. HLP and ESW members and associates were responsible for trafficking approximately 500-800 pounds of methamphetamine monthly. During the course of this investigation, law enforcement identified Richard Gastelum as the leader of HLP, and quickly determined that Gastelum was financing HLP activities through the sale of methamphetamine. Gastelum would coordinate HLP activities from his residence in Covina, California



Operation Wasteland is comprised of two linked investigations, Operation Daddy Day Care targeting HLP and Operation Snow Globe targeting ESW. These investigations revealed that both gangs are involved with the same drug network and share common drug sources of supply.
“ Gangs have caused too much violence and too much suffering,” said United States Attorney Debra Wong Yang. “Under the Justice Department’s anti-gang initiative, we will continue to attack the problem with all of our resources and all of our available tools. While the arrests today will not solve the gang problem, they are a significant step towards the long-term goal of making the streets of Los Angeles safe for every citizen.”

Operation Daddy Day Care targeted the HLP which was formed in the early 1970’s and has approximately 150 members. The HLP is involved in murder, robbery and grand theft, and witness intimidation. During the course of this investigation, 44 individuals were arrested resulting in the seizure of approximately 60 pounds of “ice” methamphetamine, 12 pounds of cocaine, 14 grams of heroin, 50 firearms, 9 vehicles and over $270,000 in drug proceeds.



Operation Snow Globe targeted ESW which was formed in the mid 1950’s and has approximately 500 members divided into five cliques. The ESW largely finances their activities through drug trafficking. During the course of this investigation, 30 individuals were arrested resulting in the seizure of approximately 19 pounds of “ice” methamphetamine, 13 pounds of cocaine, 7 guns, 12 vehicles and approximately $340,000 in drug proceeds.


The Operation Wasteland investigation is part of DEA’s “Street Light Initiative (SLI).” This DEA umbrella initiative is designed to shine light on the fact that street gangs, either large or small, destroy America’s communities through the use of fear and intimidation in furtherance of their drug trafficking activities. The SLI was conceived last June when DEA led “Operations Silent Night,” which resulted in the arrest of twenty-three members of the Vineland Boys street gang in Burbank – shutting down a drug trafficking organization charged with numerous violent crimes and the murder of a police officer in relation to a drug trafficking crime.

Those arrested today are among 59 individuals indicted by a federal grand jury on charges of conspiracy to distribute and possession with intent to distribute Methamphetamine and Cocaine.

This is a true account as recorded in the Police Log of Sarasota,
Florida...........

An elderly Florida lady did her shopping and, upon returning to her car, found four males in the act of leaving with her vehicle.

She dropped her shopping bags and drew her handgun, proceeding to scream at the top of her voice, "I have a gun, and I know how to use it! Get out of the car!"

The four men didn't wait for a second invitation.
They got out and ran like mad.
The lady, somewhat shaken, then proceeded to load her shopping bags into
the back of the car and got into the driver's seat.
She was so shaken that she could not get her key in to the ignition.

She tried and tried, and then it dawned on her why...

For the same reason she did not understand why there was a football, a Frisbee and two 12 packs of beer in the front seat!

A few minutes later, she found her own car parked four or five spaces farther down.
She loaded her bags into the car and drove to the police station to report her mistake.

The sergeant to whom she told the story couldn't stop laughing.

He pointed to the other end of the counter, where four pale men were reporting a car jacking by a mad, elderly woman described as white, less than five feet tall, glasses, curly white hair, and carrying a large handgun.

No charges were filed.

I'm from NYC, specifically a traditionally Italian area in Brooklyn, and I been in SF Valley for extended periods over the past 10 years or so, and I gotta say, are you kidding me? That place is quieter than Connecticut. Some of the best public schools in CA from what I understand, Gangs!?! Sorry, but a bunch of teenagers who talk and dress like niggers and vandalize some public spaces don't make for a hard-knock neighborhood. Get a grip.

CHINO HILLS - Two young men shot dead inside a minivan more than a year ago were probably killed in a gang feud that started when one of them unwittingly burglarized the house of a Mexican Mafia gang leader, according to authorities.
Henry Valle and Narciso Perez, both 18, were shot in the head at close range while parked along a normally quiet street in Chino Hills. The case baffled detectives for months, but authorities now have a suspect behind bars and believe they have finally brought closure to the long-unsolved investigation.

"In these matters - gang related murders - nobody talks to us," said Sgt. T.A. Peters of the San Bernardino County Sheriff homicide detail. "It was very difficult to find witnesses who would cooperate."

Victor Marez, 23, has pleaded not guilty to two counts of murder in connection with the Jan. 30, 2005 killings.

Marez, who was arrested last month, is scheduled to appear Thursday in West Valley Superior Court in Rancho Cucamonga.

Investigators say they believe Marez is a member of the County Line Mafia, a small, low-level and mostly Hispanic Pomona street gang. Both of the victims were also members of the same gang, detectives said.

The police theory of how Marez came to kill two of his homeboys offers an intriguing glimpse into the world of gang politics and street justice.

According to sheriff's investigative reports, Valle, who went by the nickname "Scrappy," went to a house on Freda Street in Pomona in early 2004 to fight another young man who he believed lived there.

During the confrontation, Valle crawled through a window of the house and took about 2 ounces of methamphetamine and a television from inside.

What Valle didn't know is that the house belonged to an influential gangster who is a shot-caller for the Mexican Mafia and has ties to Pomona's 12th Street gang, according to the reports.

Both are large, deeply-rooted, violent and influential Hispanic gangs.

The gang leader soon discovered who burglarized his home and sought retribution. He gave a "green light" for 12th Street to kill Valle or other members of the County Line Mafia, police believe.

Rather than face the wrath of 12th Street, Marez, and possibly other members of the County Line Mafia, decided to take out Valle themselves, police said.

"(12th Street) told them if they didn't clean up their own house they would do it for them," Peters said. "They wanted it to be dealt with."

Detectives believe Marez lured Valle to the 4200 block of Los Serranos Boulevard in Chino Hills.

They believe Valle and Perez were sitting in the front seat of a 1995 Honda Odyssey eating food from Jack in the Box and drinking beer when Marez shot each of them in the head at close range with a .38 caliber pistol.

Investigators say they don't believe Perez had any connection to the burglary. They think he was killed only because he happened to be with Valle.

"He was a completely innocent person who was in the wrong place at the wrong time," Peters said.

Detectives arrested Marez on March 10 this year. He had a .38 caliber gun on him that ballistics test later showed to be the murder weapon.

His cell phone had a photo of the gun as its wallpaper with a caption reading "My true love," according to police reports.

Cell phone records also show that Marez was using his phone near the crime scene on the night of the killings, according to the police reports.

Marez's attorney, Christian Cruz, did not return several calls seeking comment.

Our Boys: Gang Life in Orange County, California
by Rick Grannis, Cornell University

Southern California has long been associated with gangs and Orange County is certainly no exception. I spent two years doing ethnographic research among Orange County gangs, primarily with one of the largest gangs, FxTroop (pronounced F-Troop), which has between several hundred and a few thousand members depending upon whom you ask. FxTroop, as you might have guessed, takes its name from the old western comedy, although many of the older members of the community claim that the organization has its origins before World War I and that it merely changed its name in the sixties.

The youths (primarily young men) who the police identify as FxTroop see themselves as an integral part of their neighborhood. Similarly, numerous local residents of all ages (most of whom do not appear to be gang members) identify their neighborhood as FxTroop. While FxTroop is primarily composed of Mexican-Americans, it is not exclusively so and its racial homogeneity reflects the neighborhood from which it originates. Most of Orange County’s gang members are Mexican-Americans, especially if you use the records of the essentially Anglo law enforcement establishment. The Mexican-American community in Orange County predates the Anglo-American community and most Anglos are only first- or second-generation Orange County residents. According to the police, to grow up in some Orange County neighborhoods and to be male is essentially the same thing as to be a gang member and, at some local high schools, they have identified nearly all of the males as gang members.

FxTroopers generate enormous amounts of income through theft: car theft, burglary, mugging, and so forth. They are usually quite careful, however, to victimize only those from outside their neighborhood. FxTroop has a rich oral tradition and quite a few stories circulate to this effect. One classic example involved a high-school aged Anglo who had just cashed his paycheck at a local liquor store and was walking home with several hundred dollars in cash in his pocket. Some FxTroopers, who did not recognize him, stopped him and demanded his money. He refused, claiming he lived in the neighborhood. After several threats were exchanged, he challenged them to follow him home. They did so and, upon finding out that he did in fact live in the neighborhood, apologized and went their way.

A large portion of what FxTroop steals is redistributed throughout the neighborhood via local churches and other community organizations. While this Robin Hood mentality may seem quite charitable, it is also quite pragmatic. They steal much more than they could ever keep (too much apparent wealth would draw police repercussions) and, while they cannot keep their wealth, they can use it to buy prestige in the neighborhood. Many local churches have large rooms full of stolen merchandise that they distribute to local residents. A few years ago, one church was completely full of stolen Nintendos that were being redistributed to local children. While the gangs have been using the churches and community organizations to buy prestige, exploitation is a two-way street. Many of the churches are quite consciously using the gangs to help their members under the rubric of “reaching out to the gangs” and “maintaining influence over them.” Many local priests and pastors quoted tenets of Liberation Theology to justify the activities of both the gangs and their churches’ involvement with them. One of FxTroop’s veterano (senior gang member—this particular one was in his forties) has been a regular large donor to one of the major local religious festivals.

FxTroop and other Orange County gangs have at times been the most powerful opponents of drug use in the county. While the attitude towards drugs is not consistent, local gangs have at times threatened to “green light” (or put out a death warrant on) anyone who sold drugs in their neighborhood. This policy, however, has usually not precluded selling drugs in other neighborhoods, especially outside welfare offices (a lot of the local gangs see accepting welfare or charity of any sort as dishonorable, while stealing is not).

Violence often goes hand-in-hand with neighborhood gangs like FxTroop. Incidents that occur at school or parties can erupt into open warfare; however, because of the active involvement of older members of the community, those whom the police would call “former gang members,” an uneasy peace is often maintained. About a decade ago, the accidental killing of a toddler in a drive-by shooting (his father who was holding him was the intended victim) was one of the catalysts that led to the founding of the United Gangs Council, a loose coalition of several dozen local gangs (most of which are substantially smaller than FxTroop) primarily intending to control inter-gang violence. This informal truce, while certainly imperfect, has proved quite successful in cutting the number of gang deaths in half. During the Rodney King riots, for example, while LA burned, many Orange County gangs staged a peaceful unity march. In fact, some Orange County gang members cite examples such as this to demonstrate that they are culturally superior to their LA counterparts (in feeling superior to the people of Los Angeles, they prove themselves to be typical Orange County residents).

As sociologists descend on Orange County, they would do well to remember that not all of Orange County is “the happiest place on Earth.” Orange County gangs are one of the most visible aspects of the cultural war raging between the wealthy Anglo community and the poor Hispanic community. Indeed, numerous locals complain that Disneyland hires scores of foreign artists to do their animation but has a policy against considering local street artists (Disneyland claims that it’s policy is not anti-local but rather anti-gang). The work of one local street artist is shown on page 1. Furthermore, Florida is not the only state to experience election irregularities. For as long as many residents can remember, off-duty policemen have been hired to stand outside polling sites in Latino neighborhoods holding signs saying, “Mexicans can’t vote.” When questioned, they maintain that the signs refer to those holding Mexican citizenship, but the implied message is quite clear. Finally, the smothering application of immigration and anti-gang laws has led many of the gangs to view themselves in revolutionary terms, recalling heroic images like Emiliano Zapata.

Orange County gang members are not saints. While the truce has reduced bloodshed, gangs still do war with each other (although it has become quite rare for noncombatants to be hurt). While many gangs discourage drug sales (at least within their own neighborhoods), many do sell drugs (especially to outsiders), and, car theft in Orange County is a multi-billion dollar business. Nonetheless, if you ask the residents of one of the many communities which Orange County law enforcement agencies claim to be “plagued” or “terrorized” by gangs what they actually think, they have an interesting take on gangs. A typical response for them is to sigh and tell you with a worried look, “Our boys need to think more about their futures” or “Our boys have to be more careful” or “Our boys get into too much trouble these days.” To many of the hundreds of thousands of Orange County residents, in whose communities these gangs reside, they are neither heroes nor revolutionaries, but neither are they a criminal element. They are simply “Our Boys.”

A HISTORY LESSON
There's a a lot of action that goes on in the comments section. I'm not sure that everyone who logs on takes the time to read all the comments. Some are just too good to leave there. I picked this one to run as a post because it's important and it's the absolute straight deal. You're not going to hear anything more authentic than this. It's from regular commenter TIJUANAJAILER. This is the gospel. Everything between quote marks is his. Enjoy and be edified.

"Before people get their feathers ruffled any further it is important to understand that the EME, AB, BGF and NF (California's AXIS of EVIL) does not care about ethnic pride. From Day One, EME began exploiting fellow Chicanos. According to one former EME member's description: "they are an Equal Opportunity Exploiter". End of story. The NF formed out of their being abused by EME and they evolved into a criminal cartel with NO regard (I repeat NO regard) for their people, be they campesinos or northern California gang members. If anyone is being "punked" (as many posters are fond of saying), it is the north AND south gang members by these two groups. It doesn't take a rocket scientist to figure this out.
The AB started out as biker "types" and white racist, black-hating warriors. They too evolved into gangsters who could care less about white supremacy and more about the green almighty dollar. The BGF, led originally by James "Doc" Holliday has long since surrendered its
anti-establishment ideology for good old capitalist living. I doubt that the proceeds from their meth labs go back to furthering the "Black Cause".
There are two historical components to the EME-AB alliance and the NF-BGF alliance. There is the racial component and the power component. In prison, it was well known that the blacks and whites were "natural" enemies. Due to the color of their skin, this "natural" racial divide would always separate these groups.
When the EME emerged, they were into power and control and they didn't care who you were nor what color your skin was. Domination, exploitation and terrorizing (there's that dreaded word again) the main population was what they were about. Their power struggle was one that was fresh from the CYA, county jail facilities and wherever Chicanos and Blacks were housed together. The fact that they shared similar social plights on the outside was not a relevant factor on the inside. They never thought about the fact that they indeed shared common dilemnas.
So understand this: EME and southern gang members never really hated blacks because of the color of their skin but more because of the numerical threat they represented. It was about power. Those of you who have done time for many years (especially those of you who were "state raised") will attest to the fact that a handful of Chicanos could confront a large group of blacks and send them "running" like a stampede of cattle by just blinking their eyes.
Then you had your "cream of the crop". The BGF and hard core radicals. They actually respected and admired EME members. In fact, when George Jackson, Hugo "Yogi" Pinell & company decided to take over the San Quentin Adjustment Center, who was there fighting alongside them: Luis "Bala" Talamantez and Louie "Rock On Lou" Lopez, two fierce EME enforcers. In an unholy alliance, they "teamed up" to execute three (3) prison guards and left a stack of injured guards in a cell presumably dead. There is a strange bond (sealed in blood) that unites the EME and the BGF. Their old timers could probably swap some very interesting war stories.
Their unique power struggle was joined by two other groups with axes to grind. The AB loved the fact that the EME's power struggle with BGF (mostly in the CDC's lock-up units) dove tailed perfectly with their "racial" struggle against the black militants. They became EME's natural allies in this battle. Then the NF entered the scene. Their agenda was to resist EME's exploitation of "farmers" and oppressed raza and the flag they initially flew was the flag of ridding oppressed people from the tyranny of La EME. Of course, they found a natural ally in the BGF. Once the NF found themselves effectively separated from EME members, their agenda changed to organized criminal endeavors and this North-South thing became a way of keeping the proverbial pot stirred for the purpose of maintaining control over nortenos (NF) and surenos (EME). And life became a "beautiful" thing for these groups.
There was no real "love" between EME and AB, just a common "business goal". There was no real "love" between NF and BGF, just a self-serving and common "business goal". The prison administration played a major role in "divide and conquer" (as the convicts liked to say) but it was really "divide and control".
Had the prison administration not succeeded in separating these groups there is absolutely no doubt that EME and AB would have run the Yards today and life in prison (if you think it is a horrible experience today) would have been sheer misery.
For all the posters (farm workers specifically) who become offended at the "farmero" label, you should not. First off, Northern Farmers (NF) was a derisive term which originated in late-1970 at San Quentin. EME and NF had a prearranged "cease fire" at that time. A then future EME member by the name of Ramon "Mundo" Mendoza (aka: Machine Gun Mundo) from VNE in Boyle Heights (East L.A.) began referring to them by this term. This wasn't a secret thing as he actually addressed NF members to their faces on the upper yard. It was Mundo's hope that they would get angry enough to break the truce since he could not "fire the first shot" and get the EME upset.
The NF put up with Mundo's abuse and he later would be responsible for the killing of (5) NF members and (2) BGF members both in and out of prison before he defected.
Through the years, EME and its allies have succeeded in getting under the skin of Northern Cal gang members by referring to them as "country yokels", farmers, fruit pickers, etc. Now you know that this is not a literal insult but a continuation of the derisive and disrespectful behavior directed at what EME has always and will always consider an inferior breed of Chicanos. Although we all know this is not true, this is their attitude guys.
With no axe to grind, I hope this enlightens some who maybe needed to see some of this in some organized perspective.

A hot topic of conversation was the gang shooting Wednesday in
Santa Ana that left a father of three dead and three of his
relatives wounded. Police said the assailants shot the man after he
refused to give them a cigarette.

Prosecutor Mark Sevigny requested that murder and
attempted-murder charges against Artemio Rios, 21, be dismissed for
lack of evidence. The request came after ballistics tests ruled out
a series of confiscated weapons as the murder weapons, Sevigny
said, "contrary to our expectations. "

"That was an essential part of the case," he said.

Tuesday's dismissal in Santa Ana Superior Court does not rule
out refiling charges should investigators ever turn up new evidence
linking Rios to the Feb. 3 slaying of Joel Davalos.

Davalos, 21, was shot five times when gang members fired about
30 rounds at a backyard birthday party in the 300 block of South
Flower Street. Davalos' wife, Sylvia, also 21, lost a kidney in the
shooting.

"It's sort of a wait and see," said Rios' attorney, Marlin G.
Stapleton Jr., who said he expected the dismissal after the
evidence turned out to be lacking.

Rios was the second defendant to be dropped from the case. Last
week, a judge dismissed the case against Luis Placencia, 19, after
ruling that the charges were based solely on inadmissible hearsay
statements from a co-defendant.

That co-defendant, Ronald Azevedo, 19, is scheduled for trial
Aug. 10. The fourth suspect remains at large.

Azevedo, who allegedly drove the getaway car, told police that
Placencia, Rios and someone else left the car. He heard shots, then
saw all three return carrying guns, based on the transcript from
Placencia's preliminary hearing.

Police said members of the F-Troop gang were hunting for rival
gang members when they stumbled across the party and opened fire
with semiautomatic weapons.

They developed the Rancho Santiago de Santa Ana for cattle grazing and productive farmland. In 1869, William H. Spurgeon purchased 70 acres from the Yorba family and plotted a townsite. In 1915, Santa Ana Junior College opened its doors to 25 students as a department of Santa Ana High School. It was the second junior college founded in Orange County.

An earthquake in 1933 damaged the Santa Ana High School building, prompting the campus move to North Main Street where it remained until 1947. A bond issue passed in 1945, paving the way for development of a 48-acre campus at the corner of 17th and Bristol Streets


Santa Ana’s population was 30, 322.

The stock market crash of October 1929 had many unsettling effects on Orange County’s economy and residents. The Works Progress Administration provided job for many people across the country during the 1930’s. WPA projects in Santa Ana included the City Hall at 3rd and Main (1935), Santa Ana High School (1935-1937), relining the Santiago Creek Channel and developing facilities for Santiago Park (1937-38).

The Fine Arts Press operated as part of the High School and Junior College from 1930 to 1942. Printer Thomas E. Williams and his students designed and created 25 titles of superior quality.

Santa Ana Junior College moved from the Walnut Street campus with the High School to its own building at 10th and Main Streets in 1933.

The Long Beach earthquake spread destruction and death in Orange County on March 10, 1933. It was a 6.3 tremor with 78 aftershocks all told .Three of the four Orange County deaths occurred in Santa Ana.

The Santa Ana Register was purchased by R.C. Hoiles in 1935. In 1939 a new press and plant for the newspaper was opened at 6th and Sycamore, three blocks north of the previous location.

The Bowers Museum opened to the public February 15, 1936. Heavy rains in February and March of 1938 filled the Santa Ana River to overflowing and undermined dikes in the area. Santa Ana was fortunate not to be in the direct path of this overwhelming flood

The landmark Old Orange County Courthouse is Southern California's oldest court building, and as such has been witness to many of the events which shaped present day Orange County. From its dedication in 1901, this granite and sandstone building has been the traditional home of county government. Today the 30,000-square foot building has been restored to look much as it had at the turn of the last century. The building contains the Orange County History Center (which includes the Old Courthouse Museum, the Orange County Archives, and the library of the Pacific Coast Archaeological Society) as well as government offices. The building is on the National Register of Historic places and is a State of California Historic Landmark.

The City Council immediately appointed Sergeant Teed Leon Wilder as the new Chief of the Anaheim Police Department. Chief Wilder accepted the appointment and duties, which would earn him an annual salary of $2,289.18. Hired by the Anaheim Police Department on November 15,1925, Teed L. Wilder progressed steadily to the top position of the department. Teed initially served as a patrolman and was later elevated to the rank of Sergeant. While under the command of Chief James Bouldin, Sergeant Wilder served as his acting Assistant Chief for some time. Criminal activity throughout the city remained relatively low. Major problems encountered by the department in 1942 centered on the activities of gangs of ruffians and hoodlums, then referred to as "pachucos." In order to curb their activities, Peace Officers throughout Orange County started a drive to rid all cities of the pachucos. On November 24, 1942, the Orange Daily News reported that in Anaheim "the boys who wear badges" arrested five Stanton men for disturbing the peace. When the officers stopped the men, they found a blackjack in the car. Since no one claimed the weapon, all five men received a 30-day sentence. Monday April 12, 1942 began the first official training session for Anaheim Police Officers. City Attorney Leo Friis began holding meetings with officers twice a month, explaining laws of arrest, law violations and many other topics which he felt would help them in understanding their duties better. The activities and training of the Auxiliary Police Force continued in full stride. In April of 1942, Chief Wilder expanded the volunteer unit by recruiting women into action. Fearing that the majority of the male members would be working during daytime hours, therefore unable to spring into action, Wilder appointed 38 local women into the Auxiliary unit. Training and equipment issuance began immediately. Fearing for their safety, the department instructed female members that they would be activated during the daytime hours only. Shortly after a city council election on April 9, 1946, the new council met and made important changes in the administration of the Police Department. Without notice, they declared the office of Police Chief to be vacant, thus removing Teed Wilder from his office and terminating his employment. They named Mark A. Stephenson as the temporary replacement.

Avenues of DeathHow Highland Park’s Latino gang targets African-Americans

Luisa Prudhomme proudly shows off photo after photo of her son: As a newborn baby boy swathed in a white bonnet and blanket. As a 2-year-old bathing in the bathroom sink. As a 5-year-old dressed in Michael Jackson attire. And a teenager checking out his first car, a used red Escort. And wearing cap and gown, grinning ear to ear at his high school graduation. She abruptly stops on this June day. “Anthony graduated high school nine years ago today.”

Prudhomme, who is white, passes over the last photo of her African-American son as a 21-year-old man, sporting a mustache and goatee, hanging out with a friend and flashing the peace sign. “He was full of peace and love,” she said, sitting at Anthony’s favorite Highland Park restaurant. “He thought he had the best of both worlds being black and white. I feel like I let him out to the wolves, and the wolves ate him up.”

On a cool November night in 2000, just a five-minute walk from Tacos el Michoacano, members of the Avenues gang awakened Anthony in the basement room he rented for $200 a month on a quiet, tree-lined street overlooking the hills of Highland Park and executed him because of the color of his skin.

“The detective told me that if my son was Latino he would be alive today,” said the mother, who wears a silver chain with a photo of her son in a heart-shaped pendant. “I had no idea how dangerous it was for blacks to live in Highland Park. His father lives in South Central. I was more worried about that.”

Police blame three killings of African-American men on the Avenues gang in Highland Park, which has led to a federal hate-crimes indictment and once again landed the northeast L.A. gang in the national spotlight. A decade ago, it was the killing of 3-year-old Stephanie Kuhen by a clique of the Avenues that put the gang in the cross hairs of law enforcement. The little girl’s murder by gang members who fired on her family’s car as her stepfather, lost, tried to turn around on a dead-end street, intensified efforts by police to eradicate the 800-member gang from neighborhoods just north of downtown L.A., where the forces of gentrification are flooding the area with new families seeking a safe, urban life.

Today, the continuing carnage on the streets of Highland Park and neighboring Glassell Park, Cypress Park and parts of Eagle Rock are cruel testimony to the mixed results of that campaign. Federal indictments, a gang injunction and one of the more ambitious series of gang trials in Los Angeles history, which began in 2003 and has so far produced three convictions for seven killings, hit the Avenues hard, but violence has continued by the gang and its rivals. Police blame the Avenues alone for more than half of the 200-plus homicides in the northeast L.A. neighborhoods since the early 1990s.

What makes Highland Park’s gang wars particularly disturbing is the way victims are struck down in broad daylight on busy streets, sometimes involving people without gang ties. Since January, nine gang-related killings have hit the neighborhood, including 19-year-old Cynthia Portillo, a pregnant woman. Police give this account: Portillo was shot to death on a February afternoon as she walked down the street with an 18-year-old alleged member of the Drifters gang. Members of a gang called Highland Park had just terrified three people standing at a bus stop, asking them, “Where you from?” before letting fly a hail of bullets. Then they came upon Portillo and her friend and asked them about their gang affiliation before firing off a round, striking Portillo in the head. Driving away, they fired at a teenager on a bicycle who fired back bursting their right rear tire. Police caught up with the gangsters moments later as they were parked on a side street.

The crackdowns on the Avenues’ leaders, which have come in three waves over the past decade, have produced a fresh crop of gang members, and also made room for other gangs trying to set up shop in one of L.A.’s oldest neighborhoods.

“Avenues gang activity has decreased and other gangs have increased,” said LAPD Northeast gang supervisor Detective Robert Lopez. “Other gangs are taking advantage of enforcement efforts and uncertainty in the Avenues. They are still leery because the Avenues are still formidable.”

Nearly a dozen Avenues gang members have been killed over the last couple of years because of internal strife, and they are still battling to fill the leadership vacuum created when their leaders went to prison.

The Avenues take their name from the numbered corridors that slice through Figueroa Street, Highland Park’s bustling yet economically poor main drag, home to Mexican grocery stores, check-cashing businesses, nail salons, swap meets, car washes, fast-food joints and a smattering of Mexican restaurants, galleries and nightclubs with a citywide draw. Steps from the 5-mile-long boulevard lie unpredictable hot spots, where violence breaks out amid 1920s historic Craftsman homes and bungalows, newly built luxury apartments just a stone’s throw from ramshackle homes with overgrown lawns and congested pockets of Section 8 low-rent apartments.

It has been nearly 10 years since Avenues boss and Mexican Mafia member Alex "Pee Wee" Aguirre was sentenced to a life term. He turned over partial control of the gang to his brother, Richard “Little Pee Wee” Aguirre, who was only 14 when he assumed the role of shot-caller in 1995. His reign lasted until 2001, when he was charged in a string of murders. It wasn't until this May that Little Pee Wee was convicted, a delay caused by the "difficult" task of getting gang members to cooperate with police. During the trial, two ex-Avenues members told shocking tales of robberies, assaults and murders. They gave details of life as tax collectors for the Mexican Mafia’s drug business and the penalties doled out to those who defied its will.

FBI agent Jerry Fradella tells of the meetings a clique of Avenues held off and on with some 50 members at the Montecito Heights Recreation Center to talk about the blacks in the neighborhood and how they had to get rid of them.

“They thought there were too many around,” said Fradella. “It is like a blanket policy for them.” John Berdin, who recently retired as LAPD’s Northeast homicide supervisor, said the Avenues have a well-documented history of attacking blacks dating to the early ’90s, when three black family members were shot and injured by gang members after they moved into an apartment on 58th and Benner streets in Highland Park.

“There are a lot of motivating factors,” he said. “There is a lot of hatred between Hispanics and blacks within the prison system. What happens on the inside translates to the outside. When there is an incident inside the penal system, it spreads to hate crimes on the street.” All that matters is the color of your skin.

Anthony Prudhomme was an easy target for the Avenues. He was naive, trustworthy and a friend to all. The 6-foot-3, 155-pound free spirit was born at Glendale Adventist Medical Center on November 27, 1978. “It was a beautiful day,” said his mom, who was 19 at the time. “I was watching the sun set when he was born.” Life soon turned rocky. His parents split up shortly after he was born. Broke and unable to pay for her baby’s diapers, Luisa joined the U.S. Navy for medical benefits. Her ex-husband cared for Anthony for two months so she could go to boot camp. She and her son were reunited in Virginia Beach, which was Luisa’s first assignment. She did tours of duty in Hawaii, San Diego and Japan, and eventually became a petty officer third class. She left the military in 1988, and she and her son briefly lived in Germany with Anthony’s grandmother before returning to Pasadena to start over. Luisa remarried in 1991, and Anthony welcomed a brother into the world four years later.

Anthony graduated in 1996 from Blair High School in Pasadena, where he was voted “Class Flirt” and “Most Cheerful.” He got along well with jocks and nerds, and liked to help the underdog.

He took a job at Pier One Imports in La Cañada “because it smelled the best” of all the places he applied, and he began taking classes at the L.A. Recording Workshop, aspiring to be a music producer. Music became his hobby. He played the keyboards. Musical talent ran in his family. He learned how to play from his uncle, who was a drummer in a local band. Anthony loved Wu-Tang Clan, Slum Village and Black Eyed Peas.

Anthony was also a hemp advocate and designed a bumper sticker with the slogan, “Say No to Drugs, Say Yes to Hemp.”

He fought with his stepfather over his marijuana use and moved out of his parents’ home in the San Fernando Valley, renting the basement suite in Highland Park from his high school math tutor, who lived in the main part of the rustic house, overlooking York Street and the neighboring hills.

“I was worried about him financially,” said Luisa. “I begged him not to move. He said, ‘No, Mom. It is time’. I don’t know why I didn’t want him to move. I had never seen him happier. He was so content. It was the first time he was on his own. We went to IKEA and I bought him a couch, one that pulls out. I never dreamed he would be killed on that bed two months later.”

When he wasn’t at work, school or with his girlfriend, Anthony had recently begun to hang out with a group of roofers working at the house next door. He even befriended one who would stop by for a quick toke.

The Wednesday before his murder, Anthony called up his mother, whom he hoped would convince his stepfather to give his friend, Lenny, a job at his trucking company. “I told him he should worry about himself,” she said. “I was worried about him, and he was worried about his friend.”

Mother and son talked again on November 2, the day before he died. “He wanted to know if I would make German food. If I knew it was his last day on earth . . .”

Later that evening, Anthony received a call from a friend who wanted to stop by to see him. Anthony turned down the offer and said he had to get to work by 6 a.m. to unload a truck. He never made it. Around 2 a.m., two men broke into Anthony’s apartment and shot him twice in the back of the head. They used a pillow to muffle the sound, but the gunshots awakened his landlord sleeping upstairs, who called police. The gunmen escaped in a van as patrol cars pulled up.

Nearly a year later, an informant told police that a fellow gang member from the Avenues said he and another gangster had done the “murder on the hill.” On December 5, 2001, Porfirio “Dreamer” Avila, an acquaintance of one of the roofers working on the house next door, was arrested and charged with the murder of Anthony. He belonged to the 43rd Aves, a splinter group of the Avenues. His accomplice was never charged. Police believe Anthony was killed because he was black, but ruled his death a robbery gone bad because they didn’t have enough evidence to charge Avila with a hate crime.

Avila was convicted of murdering Anthony and another African-American man — Christopher Bowser, 28, who was killed one month later. Bowser was shot once in the back of the head while waiting at a bus stop on Figueroa Street on his way to visit friends. Avila and another gunman jumped out of a car, ran up to him and fired. The father of four died instantly. The police speculated that Bowser was killed for filing a police report alleging that an Avenues gang member had robbed him of a gold chain. Bowser had been regularly chased down the street, threatened and on at least one occasion beaten by members of the 43rd Aves, who ruled the turf where Bowser lived with his mother on Avenue 44 since 1989. “I was moving away from the gangbanging on Hoover,” said Bowser’s mother Angel Brown. “They were always calling him racial names. He said he would end up being a statistic, the way they were chasing him. He didn’t do nothing to them.”

Bowser had filed at least three police reports against the gang, she said. Don Petrie, an African-American friend of Bowser’s since elementary school, lived across the street from him and his mother in Highland Park. He said that both he and Bowser regularly escaped beatings and had bottles thrown at them by the 43rd Aves. Petrie said that gang members would drive up and down their block looking for them.

“When we were kids it was fine, but when we got older it was a problem,” he said. “They started chasing and calling us niggers. They told us to get out of the neighborhood.”

Petrie and his mother moved out of the area in 1996, after three years of relentless attacks.

“They ran us out of Highland Park,” he said. “I was fearful for my life. I knew other guys from other gangs, and they never gave me any problems. They used to tell us that Avenues don’t like blacks. They would tell us to be careful.”

FBI agent Fradella said Avenues members often talked about how much they disliked Bowser. “They knew Bowser, and he really irritated them and would walk around with his boom box,” he said. “He was a good runner and they would chase him.”

At the time of Prudhomme’s and Bowser’s deaths, allegations of another hate crime were already on the radar of federal authorities with the killing of Kenneth Curry Wilson. He was gunned down on April 18, 1999, while parking his Cadillac on Avenue 52, a street claimed by the 43rd Aves. The 38-year-old African-American had been visiting a friend when gang members drove by in a stolen van and saw him. Three of them allegedly jumped out of the vehicle, and shot him several times.

In 2004, federal authorities, armed with new information, indicted four Avenues on federal-weapons and civil-rights charges in connection with Wilson’s and Bowser's killings and are considering the death penalty. Alejandro “Bird” Martinez, who allegedly called the hit on Bowser from jail, is one of the Avenues named. The indictment includes several other attacks against blacks, such as the beating of a man who was seen walking with a Latino woman, a murder plot against a man who had just moved into the neighborhood, an assault on a group of men playing basketball in Montecito Park, racial slurs directed at a girl in a supermarket, drawing chalk outlines of human bodies in the driveway of a black resident's home and the beating of a black man who stopped to use a pay phone on the street. The trial, which covers incidents that occurred between 1997 and 2001, is set to begin in January. Detective Lopez says at least six racially motivated incidents have occurred since 2001, involving various cliques of the Avenues.

Luisa said that federal authorities are also looking into whether they can bring hate-crime charges against the second accomplice in Anthony’s death. The FBI’s Fradella confirmed that the agency is looking into it.

“You never dream you are going to bury your child,” Luisa said. “You look back and wonder what you could have done, and you blame everyone except the murderer. He was too young. He didn’t have a chance to be famous. He was a star to me.”

The Avenues hasn’t always been a violent gang. Little is known about the Flores brothers, who started it as a club in the 1940s. Members sported gang tattoos that included a skull with a fedora and a bullet hole in the skull, or the letters LA, AVES, A and Avenidos. They dressed well, and many wore Frisco pants. In the early days, it was more of a neighborhood group of guys who hung out together. They settled fights with their fists. Back then, the gangs’ rival was the Clover Street gang. As time went on, the Avenues got bigger and more violent and changed for the worst in 1969.

“We went to Vietnam, and the guys started to learn how to shoot,” said LAPD Northeast Senior Lead Officer Joe Galindo, who grew up with the Avenues in Highland Park. Soon disgruntled members formed a new gang in neighboring Cypress Park. Drive-by shootings became commonplace. The death toll rose. The introduction of drugs into the mix by the Mexican Mafia, or La Eme, in the 1980s accelerated the homicide rate.

The Avenues have cliques, each of which claims a gang territory based on where gang members live. The three main cliques are 43rd Aves, Avenues 57 and Cypress Avenues, all centered on the streets for which they are named.

By the early 1990s, the Avenues drew the attention of federal authorities concerned about the Mexican Mafia’s bid to extend the group’s influence outside of California’s prisons as well as the deadly infighting for control that ensued after the death of Mexican Mafia cofounder Joe Morgan, a one-time resident of Eagle Rock who died of cancer in prison. Although the Mexican Mafia has only a few hundred members, it has power over most of the 80,000 members of Southern California’s Latino street gangs, including the 800-plus Avenues. Street gangs abide by the rules of the Mafia, and in turn the Mafia provides protection for gang members when they are incarcerated. The Mafia controls the distribution of narcotics and earns revenue by taxing drug dealers in areas controlled by gangs. Failure to pay taxes is death, and there is a rule against cooperating with law enforcement. Allegiance to the Mafia is first, above family, religion and community.

The first major law-enforcement crackdown came in the early 1990s, when authorities sought to break the stranglehold of the prison Mafia on the Latino street gang. An 18-month federal investigation produced more than 300 secret videotapes and audio recordings. In the end, Alex “Pee Wee” Aguirre, who has an Avenues clique called the Pee Wee Gangsters named after him, was indicted along with 12 others.

The six-month trial marked the first time that federal authorities in Los Angeles used the Racketeer Influenced and Corrupt Organizations (RICO) statute against a gang. Most defendants were found guilty in May 1997 of murdering seven people, including three advisers on Edward James Olmos’ 1992 Mexican Mafia movie American Me. Aguirre, 32 at the time, was sentenced to life in federal prison in Marion, Illinois.

The death of 3-year-old Stephanie Kuhen in 1995 catapulted the gang into national headlines. Kuhen and five other family members were returning from a birthday party on September 17 when they made a wrong turn down a dead-end alley dubbed “Avenue of the Assassins” on Isabel Street in Cypress Park. Gang members surrounded their car and began to shoot inside. Kuhen was killed instantly, and her stepfather and younger brother were injured. A few days later, President Clinton denounced the gang and pledged federal money to curb gang violence.

Months later, the Community Law Enforcement and Recovery (CLEAR) program was born, freeing up $1 million in federal funding to hire a team of 14 more police officers, a few prosecutors and probation officers to concentrate on gang violence.

By 1997, gang crime in northeast L.A. went down 30 percent. That same year, Anthony Gabriel Rodriguez, Manuel Rosales Jr. and Hugo Gomez were given sentences of 54 years and eight months to life for the murder of Kuhen and the attempted murders of her stepfather and brother.

By 2003, gang crime was on the rise, prompting City Attorney Rocky Delgadillo to obtain an injunction against the Avenues that barred members from congregating within a nearly 10-square-mile radius.

“I grew up in a neighborhood where many of my acquaintances were in gangs or victims of gangs,” said Delgadillo, who was raised in Highland Park. “There were kids that I grew up with who were smarter than me, better musicians than me, and they are not around today. We all lose for it.”

More recently, northeast L.A.’s Community Policing Advisory Board, which is made up of community members, started the Neighbor-to-Neighbor Mobilization project, which targets high-crime areas. On a monthly basis, volunteers walk door-to-door and pass out questionnaires and pamphlets with emergency numbers.

The higher cost of living has also played a part in the clean-up efforts. Housing prices have tripled in the area over the last five years. In the Highland Park flats, a two-bedroom bungalow sells for $385,000 to $425,000. In the hills, the same goes for $575,000. Rental apartment costs have also skyrocketed. A one-bedroom in Highland Park costs about $900 a month, a $400 increase from five years ago. As a result, low-income families are moving out to cheaper areas like Lancaster and Palmdale, which have seen an increase in gang-related activity over the years.

“People are moving away because they can’t afford to live in the area anymore,” said Officer Galindo. “They are going to move into other areas and cause problems over there.”

When the elder Aguirre went off to prison in early 1995, control of the Avenues fell to his 14-year-old brother, “Little Pee Wee” Aguirre. It was not easy for many of the hardcore gangsters to take orders from the 5-foot-4 shot-caller. Testimony from the spring trial showed how the elder Aguirre, through a network inside and outside of prison, continued to direct the powerful drug-distribution network.

The Avenues’ boss received a life sentence for the murder of Mexican Mafia member Manuel “Rocky” Luna, an unpaid adviser on Olmos’ movie. The movie had angered Mexican Mafia members because of its depiction of the excesses of a gangster’s life. Luna’s body was found slumped over the wheel of a car in the parking lot of the Ramona Gardens housing project in 1993. Aguirre also was convicted of the attempted murder of six Cypress Park gang members, all of whom he had shaken down for tax money, and for conspiring to kill gang member Donald “Little Man” Ortiz.

It was not long before Little Pee Wee got himself into trouble doing his and his brother’s bidding.

Joseph Torres, a 27-year-old reputed member of the Avenues, became the first known casualty of Little Pee Wee. He was found shot to death on Isabel Drive on July 22, 1995. According to court testimony, Torres was killed because he was collecting taxes in an area once run by Alex Aguirre but was giving the proceeds to another Mafia member, who was trying to expand his turf. He was executed for his disobedience.

On August 14, 1995, a reputed drug dealer named Alan Downey, 31, was found dead, lying across the front seat of his car on Eagle Rock Boulevard. His girlfriend Judy Gutierrez later told the police Downey worked for Alex Aguirre but refused to pay taxes to him for the drugs he was selling out of a bar in Highland Park.

“Somebody gave me the message that I would have to start paying taxes. Fuck that. I don’t pay rent to anybody,” he allegedly told Gutierrez.

According to court testimony, Downey had complained about the quality of the cocaine he was getting from the Aguirres, and had decided to get the drugs from another source.

Raul Rodriguez, a 27-year-old Alpine gang member, was killed on April 11, 1996, on the orders of Little Pee Wee. His crime against the Avenues: snitching on a gangbanger named Richard “Stalker” Ramirez, whom he told police had killed someone at a New Year’s Eve party the year before.

At the time of his death, Rodriguez worked at a factory with his father making wood frames and lived at home with his parents in Highland Park. “He was a very funny guy. He was the one who made us laugh at the house,” said Rodriguez' sister, Rachel Sierra, whose parents have custody of Rodriguez’ now 16-year-old daughter. “I am not saying that he was an angel. I feel he didn’t deserve to be killed. My father suffers every day. My mother can’t even talk about it.”

It proved hard for the younger Aguirre to rule with the iron fist of his brother.

“That indictment [against the elder Aguirre] in 1995 broke the head off the serpent,” said Berdin. “Other people have surfaced and a power struggle has ensued between different members of the Avenues street gang. Because Alex Aguirre was in federal custody he couldn’t maintain control. He had a group of people who were loyal to him, but as other people considered the man’s plight that he was doing life in another state, it left the door open for others to exert control.”

The powerful Alex Aguirre could do nothing to protect his brother from the testimony of two ex-Avenues’ members, who knew enough about these three crimes to threaten Little Pee Wee’s hold on the gang.”

For Benjamin “Sleepy” Garcia, becoming an Avenues gang member was a given. Hailing from the mostly Latino neighborhood of Glassell Park, Garcia was raised by a single mother and grew up with his five brothers on Division Street, an area so dangerous in the 1970s that gang members nicknamed it Little Vietnam because a lot of people were getting shot. Like his older brothers, he became enamored of the gang life early on. At the age of 11, Garcia was “jumped in” — a form of initiation — into the Avenues by his 14-year-old brother who shot him in the leg.

“He beat me up pretty good and shot me with a BB gun, so I would know what it was like to be shot,” said the tall, heavy-set 37-year-old former gang member–turned-plumber at the May trial.

Garcia began gangbanging every chance he got when his older brother was shot and injured by rival gang members. He started carrying a gun, which he bought off a neighborhood drug dealer, at the age of 12. His daily activities included drive-by shootings at rival gang members, beatings, carjackings and kidnappings. His gun of choice was a 9 mm.

Cypress Park gang members shot him in the early 1980s after he was asked his gang affiliation. “I took it as a gang challenge. That is the kind of mind I had.” He was shot again in 1986, this time by Highland Park gang members.

“If you are from a gang you got to say, ‘Where you from?,’” he said. “You have to deal with it. It doesn’t matter what they have coming at you. You had to act that way. There is no way around it. You would die saying Avenues. If you didn’t say Avenues, you would be in worse trouble. Even if you were going to lose.”

By 1989, Garcia had married and moved to San Diego, in an attempt to get away from the gang life. His stint as a law-abiding citizen lasted less than a year. “I would get calls from my brother telling me who was getting killed. I felt like I owed them something so I went back in 1990.”

Garcia was ambitious and aspired to move up in the ranks of the Mexican Mafia and eventually become a soldier and then a full-fledged member. It was a matter of earning his stripes. He came a step closer to his dream when he met Alex “Pee Wee” Aguirre in 1993. Aguirre, who had once dated Garcia’s sister, recruited the then-25-year-old gangster to help him take over the distribution of drugs from the Mexican Nationals, who were dealing drugs on Drew Street in Avenues territory.

“I wanted to be just like him,” he said. “He was a mobster. A Mexican Mafia member. The Paisas [Mexican Nationals] were stabbing and robbing Avenues. They had the area sewed up. If you wanted drugs you had to go through them. Alex wanted to take it over.”

Garcia’s newfound relationship with Alex Aguirre was wrought with dangerous consequences. In 1994, the two gangsters had a falling out after Garcia borrowed Aguirre’s father’s vehicle and didn’t return it until the next day. As punishment, Aguirre took his gun and ordered Garcia to pay more taxes. Garcia refused, drawing the first of two “green lights” — marking him for death or assault for defying Aguirre’s will.

Garcia said he later patched things up with the older Aguirre, who introduced him in 1995 to Alan Downey. At the time, Downey was allegedly running drugs for Alex Aguirre in Burbank. Aguirre wanted Garcia to work closely with Downey and learn how to collect taxes. Eventually Garcia was given the territories of Burbank, Sunland and Vineland where he collected taxes from local drug dealers. He was well on his way until the elder Aguirre’s arrest in May 1995.

Garcia soon had a run-in with Little Pee Wee, who seemed to him to be too young — and too small — to be in charge.

“’What is it going to take for you to believe I call the shots here?’ he said to me. I said he was not a Mafia member,” said Garcia. “I wanted to take him to his house and ask his mother. I would never hit the little kid because of his brother. I never tried to hurt him. I wanted to know if he was making things up. It was hard for me to believe I would take orders from a kid. It didn’t make sense to me.”

Downey was also having trouble with Little Pee Wee. Behind his back, he accused Little Pee Wee of selling him drugs at exorbitant rates and taxing him on top of it. He complained that Little Pee Wee smoked the profits and kept the money for himself. Garcia passed on the complaint to Little Pee Wee in front of a gang member’s house on Division Street. It was a big mistake. Garcia said Little Pee Wee pulled a gun on him, and the two gangsters struggled for it. Another gang member entered the fray and stabbed Garcia in the chin. The upshot: Little Pee Wee called Downey a liar and ordered Garcia to deal with him.

“I said the guy is worth more alive to me,” he said. “Alan owed me a lot of money. I didn’t say I wouldn’t, but just that he had to pay me my money first.”

Later, in a meeting at Downey’s house, Garcia got into another fight with Little Pee Wee about the handling of Mafia business. “He was running amok, taking people’s guns and robbing them. What he was doing was wrong. The mob is serious. If you didn’t do what he wanted, he would talk to his brother and his brother would ‘put you in the hat’ [place you on the “green light” list]. He wasn’t throwing his weight around. He was throwing his brother’s weight around.”

Garcia said he ended up getting beaten up for his troubles that day. It was also the last time he saw Downey alive.

Garcia ended up in trouble again with the law in 1996 after he attacked two rival gang members who robbed him of his carpentry tools. He was sentenced to state prison for six years in 1997. While in prison, Garcia was approached by homicide detectives about the murders of Rodriguez, Downey and Torres. “I was not forthcoming so they got pissed off,” he said. When he was paroled in 2001, Garcia cooperated with the police because he feared his parole officer might make trouble for him if he refused to help bring down Little Pee Wee and another gangster named Scott “Gatto” Gleason, 37. “I wanted to keep myself from going back to prison for some bullshit I didn’t do.”

A few months later, Little Pee Wee was arrested on suspicion of conspiring to kill Rodriguez, and for killing Torres and Downey. Gleason was already serving time in state prison. Garcia received immunity for testifying against them.

“I cooperated because they already knew,” he said. “I didn’t lie about it. I told them the truth. I was already part of the puzzle.”

James Maxson joined the street gang called The Insane Ones (TIO) when he was 14. On behalf of the gang, he robbed, stole and shot at rival gang members. He started carrying a gun at the age of 15.

Maxson was “jumped in” the Avenues when he was 20 years old and living on Benner Street in Highland Park. He started to hang out with Alex Aguirre in 1989 and began to collect taxes.

“I would either give the talk or back up the person talking,” said the 37-year-old former gang member. “If the dealer refused, we would take his drugs and assault him. He would eventually end up dead.”

Maxson collected taxes weekly from 15 to 50 drug dealers in the Highland Park and the Avenue 57 area with the help of two assistants. He would also find out from drug users what dealers were selling in the area. If he heard a new name, he would pay a visit, showing up with associates to let the dealer know that if he wanted to deal drugs, he would have to pay taxes.

“We would find out how much they sold,” he said. “We would monitor the dealers. If a dealer said he wasn’t going to pay taxes, we would shut him down, take his money, drugs and weapons away.”

Maxson said he collected $1,500 to $2,000 a week in taxes for the Mafia. He admitted to more than 30 assaults, dozens of robberies and four shootings, including a shootout at the house of a drug dealer who refused to pay taxes. In 1991, Maxson was sentenced to eight years in state prison for robbery and carjacking convertible Porsches from unsuspecting motorists.

Maxson was back on the streets in April 1996, and collecting taxes two weeks later. In early 1999, Maxson read in a local newspaper that he had been indicted along with 13 others and fled to Mexico with $5,000 in cash, leaving behind his wife and son. Maxson returned to Los Angeles six months later and turned himself in. “I was tired of my life of crime. “I wanted to get out of the lifestyle for my kid and me.” Under a plea agreement, Maxson pleaded guilty to racketeering and distribution of narcotics and served four years in federal prison. He was released in August 2002.

He now is an ironworker. At the May trial, he testified about the murders of Downey, Torres and Rodriguez.

Maxson told jurors that he first learned that Rodriguez was murdered one month after he got out of state prison in 1996. It was during a meeting with Gleason and Little Pee Wee at Danny’s Taco Stand on Figueroa Street. Gleason was talking about taking over the drug operation on Avenue 43 when he asked Maxson if he had heard about “his work” while Maxson was in state prison. “It was typical among mafia associates to talk about killings.”

Gleason allegedly told Maxson a few days later that Little Pee Wee gave him the gun to kill Rodriguez.

Maxson told the jury that the following year, he heard about the Downey murder while he was living in Glassell Park with his girlfriend, Little Pee Wee and Little Pee Wee’s girlfriend. Maxson told the jury that a fellow gangster, who was in county jail awaiting trial for another murder, had called to complain that he needed money for his defense and wasn’t getting it. Maxson said he assumed the inmate was arrested for the murder of Downey. “I told Richie that he wanted money,” said Maxson. “Richie said to tell him to stop crying. I am the one who shot Downey.” Maxson echoed Garcia’s testimony and said that Downey was selling out of a Highland Park bar and was not paying taxes.

That same year, Maxson said he heard about the murder of Torres from Little Pee Wee, who told him that Torres had made a move on Little Pee Wee and that another gang member “hit him with a big gun.”

“Torres had to go because he was collecting on Drew Street. It was Alex’s area,” said Maxson. “The order was to take him out.”

Little Pee Wee and Gleason were convicted solely on the testimony of Maxson and Garcia. Defense attorneys attacked the credibility of the ex-gangbangers without success. Gleason’s defense attorney called Maxson a “liar for hire.”

Prosecutors have relocated Maxson and Garcia for their protection, but they are not finished taking the stand against the Avenues. Maxson is now testifying against two other Avenues members charged in the killing of a 15-year-old gangster. Both will likely be called to the stand later this year against Avenues gang member Javier “Gangster” Marquez, who faces the death penalty if convicted of killing Downey and Torres.

The wheels of justice turn slowly for Luisa Prudhomme. Since the death of Anthony in 2000, she has visited Highland Park many times and tried to convince police to arrest the accomplice in her son’s killing. Police confirm they have the name of a suspect, but say they do not have enough evidence to arrest him. The case is no longer an active investigation, which upsets the mother. She says the police are too busy with other cases to re-interview witnesses, but she holds out hope that the FBI will take up her cause. The LAPD recently reinstated a $25,000 reward for information about Prudhomme's and Bowser's murders.

Until her son's murder is solved, she can‘t move on. She hears his voice every day. She keeps the last message he left on her answering machine on a small recorder in her purse. Once a day it goes off, his voice offering a greeting to her and her family. She is currently involved with Women Against Gun Violence and Parents of Murdered Children and plans to start up a non-profit of her own called the Murder Prevention Coalition.

“We want to make the public aware of how we treat murder as nothing. Murder is not entertainment. After Anthony died, I couldn’t do anything for months,” she said. “I went to group counseling, one-on-one counseling. Everything. I was devastated. My son had the right to live where he wanted,” she said. “If I can keep them from killing one other person, it is worth it.”

The Prison KingDuring “Z” ’s rule, his favorite white inmates got drugs, weapons and the freedom to roam

Shayne Allyn Ziska didn’t want a jury trial. He thought the ways of his former world, as a $66,000-a-year guard at Chino's state prison, too complex for 12 men and women to understand. He preferred leaving it to a man in a black robe to decide whether all the bad things inmates and a couple of guards said about him were true.

For six days last month, his accusers took the stand in federal court, telling Judge Terry Hatter Jr. how the 44-year-old Ziska befriended members of a white-supremacist prison-based gang called the Nazi Low Riders (a.k.a. “the Ride”). They said he preached “white power” ideology and referred to black inmates as “rugs,” “porch monkeys” and “niggers.”

When Ziska was on duty at the California Institution for Men at Chino, the usual rules of prison life did not apply. He often allowed his favorite white inmates out of their cells to plot crimes and to retaliate against other inmates for violating the gangster’s code of conduct. To control his empire, “Z,” as his friends called him, housed his favorite white inmates together and occasionally smuggled heroin and methamphetamine inside letters for them. He would allow white inmates to make wine in their cells, and often looked the other way when a beating went down. He was the “go-to” guy for certain “buddies” in need of razors.

For four years, from 1996 to 2000, Ziska’s renegade regime ruled the prison walls, including the 200-inmate Madrone Hall, where he was one of three guards per shift. He insinuated himself into many parts of inmate life. He was a leader and teacher, instructing inmates in self-defense, with tips on how to take away a weapon from a guard. He was a philosopher, preaching about Friedrich Nietzsche and Adolf Hitler’s Mein Kampf.

The 5-foot-10, wiry-yet-muscular Ziska, his blond hair cut short, denied all of it when he took the stand for an hour or so on the final day of his trial in downtown Los Angeles. “I am there to protect them,” said Ziska. “I don’t share anything in common with the NLR.”

After a lunch break, Judge Hatter issued his verdict: guilty on one count of violent crime in aid of racketeering, one count of deprivation of civil rights under the color of law, and one count of conspiracy. Hatter, in scathing remarks about the Corrections Department’s poor record in addressing its problems, thanked the U.S. Attorney’s Office for “shining the light on one of the darkest areas of the state.”

The verdict closed the door on a five-year investigation that began in 1999, when the Ontario Police Department looked into a spate of violent crime and an upsurge in meth labs attributed to the Ride. The police finally called in the FBI, and by the end of the probe, 29 members or associates of the gang had been indicted. Most of those named in the 2002 indictment had spent time in Chino’s prison, and two of the nine inmates who agreed to testify against Ziska had been indicted by the feds. Ziska, the only guard implicated, was placed on administrative leave in 2000, ending his hopes of being elected president of the Chino prison union. He was indicted in 2004.

One of the more puzzling aspects of the case is why so few guards came forward to say they noticed anything odd on the days Ziska worked. Guards who testified on Ziska’s behalf denied that there was any “code of silence” that forbade them from saying anything negative about one of the members of their powerful prison-guards union, for which Ziska was a shop steward. “The Shayne Ziska I am familiar with is professional, and he is not someone I think of as a white supremacist,” said Marty Aroian, president of the union’s Chino chapter. “He was a very effective and a dedicated shop steward. He kept the tenets of our organization very well.”


Ziska, a former construction worker, started his career as a correctional officer in 1984, at the age of 22, at the 6,300-inmate Chino prison. His first assignment was on the minimum-security yard, and he graduated to patrolling some of Chino’s most dangerous units, including administrative segregation, where the most violent inmates are kept. Ziska was also a member of the prison SWAT team for three years.

“He was rough around the edges,” said corrections officer Denise Mori Harrison, who worked with Ziska in 1999 and testified on his behalf. “He either liked you or he didn’t.”

Race often made it into his conversations. When Harrison, who is white, married an African-American man, Ziska told her that he was against mixed marriages because he felt sorry for the children. On another occasion, he asked his new Latino partner if he spoke English. “He was a real asshole,” the guard said. “I said, ‘Who the hell is this guy?’ I have been here for 12 years. He said, ‘Do you want to be my partner? Are you going to work?’ He worked my ass off.” He eventually changed his mind and grew to admire Ziska. “We were like brothers there.”

Ziska lived with his wife, Joan, and three sons in nearby Fontana. He was an avid surfer and a black belt in tae kwon do. He also taught martial arts to inner-city youth for more than 20 years.

But Ziska had a darker side. Ziska’s former brother-in-law, Vince Cobbold, a former felon who spent 18 months in jail for selling marijuana and methamphetamine, testified that Ziska was a meth user who once looked into joining the Ku Klux Klan.

“He wanted to know if I wanted an application,” he said. Ziska’s son Ryan described his father as a racist who would have disowned him “if I brought home a nigger.”

The 20-year-old college student recalled how his father would regularly engage his older brother in white-power talk and that he once bragged about beating up a black inmate. His favorite coffee mug had a picture of a swastika. During the trial, Ziska’s attorney, Ira Salzman, accused Ryan of taking his mother’s side after the family’s breakup in 2005.

Ziska extolled the virtues of white power, according to federal prosecutors. He shaved his head bald, sported a skull tattoo with lightning bolts blazing out of its mouth, symbolizing “SS,” and was intolerant of other races. He fit in well with the strict rules and regulations of the Nazi Low Riders white prison gang.

The Nazi Low Riders emerged as a white-supremacist prison gang in the late 1970s and early 1980s. The Ride took over control of the California prison system’s main yards when the Aryan Brotherhood, the leading white prison gang, was systematically disciplined by the Corrections Department and placed in administrative segregation. The Ride agreed to continue the AB's illegal activities and, in 1999, the Ride became a validated prison gang, along with the Mexican Mafia (Eme) and the Black Guerrilla Family.

Membership in the white-race group is by invitation only. New members must commit a violent act and be sponsored by a “senior.” In addition, the gang follows strict rules of conduct. Members cannot work with law enforcement, associate with known sex offenders or engage in “race mixing.” Race mixing includes dating out of your race, and eating with or touching food prepared by another race. While in prison, Ride members must participate in mandatory exercise and physical-training programs and take part in “roll call” — where they identify themselves as members. Members must also donate 10 to 30 percent of all items received through the mail or purchased at the prison store to the shot caller, or senior member, who passes some of it along to members in secure housing units. A member can be stabbed or killed if he rapes or disrespects a fellow member, or claims to be a member before obtaining membership status.

The gang holds power through intimidation and violence. Stabbing is considered a badge of honor.

If a white inmate is in violation of gang rules, it is the white inmates who take care of it. Snitches and child molesters are called “trash.”

Ziska helped clean up the “trash,” or “lames.”

The indictment accused Ride members of ordering hits, committing violent acts, intimidating witnesses, extortion, drug trafficking and numerous weapons violations. The two who agreed to testify against Ziska, in return for lighter sentences for themselves, were Brian “Skully” Roberg and Robert “Bobbo” Wilson, both of whom became Ziska’s pals inside prison walls.

In 2001, Roberg pleaded guilty and received a plea agreement in return for testifying against Ziska. He also was given $2,000 by the FBI for his troubles.

“It was something that I was thinking about for some time,” he said. “I started talking to them [the FBI] initially because of my request. I wanted to change what was getting me busted in my lifestyle.”

It would be Ziska’s undoing. It would also open the floodgates for many more inmates to come forward.

Thirty-four-year-old Brian Roberg was sent to prison at the age of 18. He did time for possession of drugs for sale, armed robbery and possession of a firearm. While in prison, he became affiliated with the Mexican Mafia and the Aryan Brotherhood. In 1998, he was doing time at Chino. It was at Chino that Roberg, also known as “Mother Fucking Skully,” “MFS” and “Rock Solid,” became a full-fledged member of the Ride. It was a steppingstone to becoming a member of the Aryan Brotherhood.

“I wanted to be recognized by the Aryan Brotherhood for work I put in,” testified Roberg. “The NLR are assets to the Aryan Brotherhood for getting work done and spreading the message. It was about Aryan Brotherhood politics. It was about being aggressive with attitude.”

Roberg eventually became the shot caller for the Ride at Chino prison, announcing mandatory workouts in the yard and conducting “church meetings” to discuss gang business. Over a span of two years, he admitted to calling hits on five inmates, including the stabbing of a white inmate who lied about having a Ride sponsor, and a gang member who overheard a conversation about an assault on an inmate and tipped off the intended target. As the shot caller, he held ultimate authority over the white inmates. No one could be stabbed or beaten without his permission.

It was at Chino’s Sycamore Hall that Roberg first befriended Ziska. The inmate and the correctional officer soon became friends. Roberg said he grew to respect Ziska and even called off a hit on a Skinhead named Junior at Ziska’s request.

“Ziska asked us not to stab Junior,” he said. “He said Junior was his boy. Ziska asked me a favor because of the rapport we had. It was the least I could do for him. He did me favors.”

On another occasion, Ziska again asked Roberg to refrain from stabbing an inmate, because he feared that a knife attack would bring heat down on his unit. “We just beat him down,” said Roberg. “No one would be disciplined. It would be different if there was a stabbing.”

Roberg took Ziska’s words to heart one more time, in 1999, after a Skinhead named Nathan “Chance” Johnson allegedly raped his cellmate. Johnson denied the rape, but, as white prison policy dictated, he had to pass along his “paperwork,” or incident report, to his unit’s shot caller for review. After taking a look at the report, Roberg decided that there wasn’t enough evidence to call a hit on Johnson for violating one of the Ride's cardinal rules — the one against rape.

Roberg also told how Ziska had come to his cell and influenced his decision. “He gave me the incident report,” he testified in court. “Ziska said I needed to look at it. I said I didn’t believe the paperwork. I saw that something had happened. I figured that the dude just beat him up. Ziska was making such an issue about the incident. He was giving all the indications that the dude needed to be hit. To have a rapist socializing with NLR — that’s bad stuff as far as politics go. It was clear in my mind I was missing something in letting Johnson into the program. Ziska’s access to information was far greater than mine. It was a clear indication that I should look further into it.”

On July 24, 2000, Ziska got his way. Johnson was stabbed in the eye on the yard by Ride member Joseph “Sulky” Diamond.

Roberg wasn’t the only inmate with special privileges who came forward to testify against Ziska. “Bobbo” Wilson, a “Wood,” or Ride associate, became Ziska’s tier-tender, or helper, at Sycamore Hall in the mid-’90s. (Wilson also worked out a plea agreement with federal prosecutors.) One of their first orders of business together was the assault of an ex-Marine who was housed in their unit.

“We came to find out that he was there ?for breaking his baby’s arms,” said Wilson. ?“We were given the paperwork from Ziska. Whites aren’t supposed to hurt kids. This individual needed to be got because what he did was wrong.”

As a favor to Ziska, Wilson agreed to throw the inmate a beating, and Ziska obliged by opening the ex-Marine’s cell. On another occasion, Ziska opened a cell for Wilson when he found out that an inmate was in for raping a mentally challenged girl. “You don’t rape, period,” he said. “We are running the prison for whites, and we want to know who is coming in.”

Another inmate who received special favors was a violent Skinhead named James “Spinner” Abbott, who was in and out of custody for 15 years. Abbott, a so-called independent, was a good match for Ziska. The two would talk about German philosopher Friedrich Nietzsche and Adolf Hitler’s Mein Kampf. “The white race is genetically superior,” he said from the witness stand. “Smarter. We invented almost everything. Ziska told me that he started out as a traditional Skin, but it seemed to me that he got more infatuated with the [Nazi Low Riders]. He liked the structure of them. He seemed to gravitate towards that.”

Ziska regularly taught Abbott martial arts, how to thwart a knife or pepper-spray attack, and gave him Plexiglas so he could make a weapon. “I was in that wicked way,” he said. “Ziska wanted us to be strapped in in case of a riot.”

Abbott also planned the beatings of an inmate who was “wagging his weenie” at two corrections officers, as well as a child molester, at the behest of Ziska. “When my homeboy was socking him up, Ziska walked down toward the guard shack, and when the old man screamed, he looked away like it was coming from another direction. It was funny. He didn’t go check to see if he was okay,” said Abbott, about the second beating.

But not everyone was buying the inmates’ stories.

“They are all cons,” said defense attorney Salzman. “They have major sentences. The government is arguing that the motive is racial. He might be a hard person, but he is not a racist. Someone would have picked this up. Other guards wouldn’t have tolerated this. Why would he do it? Why would he sacrifice his career for this purpose?”


Chino corrections officer Richard Allan Palacios Sr. worked the 8 a.m. to 4 p.m. shift with Ziska in the late 1990s. The two officers got on reasonably well. Palacios didn’t ask too many questions when he saw 15 to 30 white inmates out of their cells at one time, and Ziska provided no answers. Instead, Palacios would grab another officer, and the two would corral the inmates back into their cells. It was a regular ritual. It was usually followed by Ziska’s letting them back out. “We would confront inmates, and they said they got permission from Ziska,” he said. “They would be screaming out his name.”

Palacios eventually began to worry about his safety and brought his concerns to Ziska. “He told me I was being too hard on the white inmates,” he said. “He said to me, Do you know what it would be like to have battery acid on my vehicle? He told me to back off because they did favors for him when he wasn’t there.”

Palacios’ fears reached a high point after he saw Ziska show Ride member Michael “Snake” Bridge Polaroids of a fully clothed Palacios with a “baton in my rear end” as part of a prison hazing ritual.

“It undermined my authority and safety,” he said. Chino corrections officer Robert Walter Spejcher, who was assigned to the shift just after Ziska’s, complained that there were days when he started work and found cell doors unlocked — a violation of prison policy — and white inmates wandering the tiers.

“It presented a security risk,” he said. “They could jump out and attack us. Guards were scared they would get jumped.”

Spejcher said that he would find Nazi paraphernalia and an unusually large amount of weapons in white inmates’ cells.

“There were more acts of violence on the third watch due to inner-dorm visiting after Ziska’s watch,” he said. “I don’t need a job that is unsafe to work because of the number of incidents going on.”

Palacios eventually brought his concerns to his superiors, who told him to document Ziska’s bad behavior. Soon afterward, Palacios filed a written complaint to investigative services. After a six-month internal-affairs investigation, prison authorities found no evidence of wrongdoing and closed the file. For coming forward, Palacios said, he was shunned by his co-workers and given the silent treatment. He eventually transferred to another unit at Chino.

“I didn’t agree with the findings,” he said. “In my report was a list of dates and times and officers present. I had to go with what the department said.”

“The reason why it wasn’t sustained was because other officers wouldn’t back up his claim,” said federal prosecutor Adam Kamenstein.

It wouldn't have been the first time that an officer was shunned for violating what U.S. District Judge Thelton Henderson, in a Northern California case, described as a “code of silence” among officers. In 2004, Henderson ordered an investigation by special master John Hagar into the state’s labor contract, asking whether it gave the prison-guards union too much control over prison management and whether the contract hindered the state’s ability to conduct fair and accurate investigations of guard misconduct. What they found was a culture fostering a code of silence that was rampant in the department.

A prime example occurred in 2002, when two former Pelican Bay guards were sent to prison for soliciting inmates to attack child molesters, sex offenders and other inmates they disliked, and for attacking inmates themselves at the maximum-security facility in Crescent City. The trial of Sergeant Michael Powers and Officer Jose Garcia raised concerns that some guards attempted to protect their convicted colleagues, sparking the federal investigation that prompted Henderson to consider appointing a receiver to run the department.

“Rather than CDC [California Department of Corrections] staff correcting the prisoners, some correctional officers end up acquiring a prisoner’s mentality: They form gangs, align with gangs and spread the code of silence,” Hagar wrote. “The code of silence is taught to new recruits because of longstanding CDC culture, turning good officers bad.”

At Ziska’s trial, federal prosecutors accused numerous Chino corrections officers of adhering to that very same code of silence. Besides Palacios and Spejcher, all of the correctional officers who testified said that they hadn’t witnessed any wrongdoing on the part of Ziska, and most denied that a code of silence existed among correctional officers. “I don’t believe the code of silence exists,” said corrections officer Nathaneal Huley, who worked with Ziska in 1999. “If he was passing weapons, it would be a problem for me. Why would I want to keep that hushed? One of those weapons could end up in me.”

Prosecutors say Ziska’s only motivation was to help the white-power cause. Defense attorney Joel Levine says the case was largely a fabrication of inmates trying to help themselves. “There is no evidence that he received money or remuneration for these actions. It is a no-brainer to inform on a corrections officer and get benefits for themselves.”

Late in the day on February 14, after an emotional afternoon of testimony by Ziska’s son Ryan, Judge Hatter convicted Ziska of all but two counts. He criticized the Department of Corrections for failing to supervise Ziska and ordered Ziska to return to court on May 8, when he could be sentenced to as many as 50 years in federal prison.

“I am clearly of the mind that the California Department of Corrections ought to be indicted as well, if they could be,” Hatter said. “It’s amazing, frankly, that the offenses which are charged here are not more rampant throughout the entire system, and I am sure that there are offenses that are as grave as some of these and worse and hopefully will be brought to the attention of the public before long and will be addressed properly.”

Move, Quit or Die Pomona cops looking for a little payback after killing of CHP officer.

It’s Friday evening and as dusk settles across the gritty streets of Pomona’s south side, two things quickly become apparent: who is on the street and who is not. Hundreds of small children flit about front yards and along sidewalks, invigorated by a cool evening breeze and carefree in the final moments before it gets dark and they are called inside to dinner.
Yet, noticeably absent on this evening are the homeboys of 12th Street, whose shaved heads, sullen stares and intimidating presence have long been a dark fixture in these neighborhoods that they claim as their own. Even in the park that once bore their name and was frequently used as a public headquarters to display their numbers and muscle, only soccer players rumble while lovers make plans on blankets scattered under the trees.
The relative serenity is soothing but deceptive, for there has not been an exodus of gang members. The gang is in hiding, and with good reason: Despite flawless skies above, the weather report for the homeboys of 12th Street calls for a massive Pomona Police Department shit storm, with showers definitely expected.
The April 21 murder of 35-year-old California Highway Patrol Officer Thomas Steiner, who was gunned down as he left the courthouse in Pomona, has triggered what promises to be the most concerted effort yet by the city to crush its oldest and largest street gang. But just how effective those efforts will be, and even whether the city is committed to the long haul, is being questioned by the city’s cops themselves.
Speculation has been rampant that suspected killer Valentino Mitchell Arenas, who was captured the next day, randomly shot Steiner while he was out “hunting cops” in an effort to establish his thug credibility with 12th Street. Arenas, a 16-year-old dropout whose father is a 12th Street member, has alternately been described as a wannabe and an actual member of the gang.
While gang initiations can take several forms, from simply getting the nod from veteranos to withstanding a savage pummeling by other gang members, randomly killing a police officer does not qualify as a rite of entry. Police officers and parole agents who work with street gangs said while it might make for a potent urban legend, killing cops is simply bad business.
Though it is accepted by city leaders and police brass that Steiner’s killing was not a gang hit per se, the city has given a green light for the cops to exact a bitter payback from 12th Street. Pomona Police Chief James Lewis told his command staff last week that he intends to destroy the gang.
Considering 12th Street’s roots date as far back as the 1940s in south Pomona, wiping the gang clean from the very streets that their indiscriminate violence has left permanently scarred is going to be more easily proclaimed than accomplished. Especially in a city perpetually strapped for cash to cover even basic services.
But the city is intent on making it clear that they are indeed serious, this time.
Last Monday morning, the storm broke against 12th Street, with more than 450 law-enforcement officers from 26 different city, county, state and federal agencies swooping down on 143 locations throughout the city.
With helicopters circling above and police dogs in tow, the heavily armed strike teams sought to hammer the gang’s roster by finding members who are violating the terms of their parole.
It wasn’t hard to do.
Gabriel Campos, a 42-year-old career criminal and member of 12th Street since he was 16, seemed perplexed as the parole agent asked him what the .38-caliber ammunition, the bayonet, the balloons of heroin, syringes and spoons and the bolt cutters were doing at his parents’ house, where he is staying while on parole.
“That shit ain’t mine, man,” Campos said.
When the agent explained that if it wasn’t his it must belong to his family and they’d be the ones going to jail, Campos suddenly said the balloons were his, but he didn’t know what was in them.
“It’s heroin,” the officer said.
“No, it’s not,” Campos insisted.
“Well, if you don’t know what’s in the balloons you had stashed in your gear, how can you tell us what it’s not? Why don’t you just tell us what it is then?”
His brow furrows for a moment. “Well, I don’t know what it is, but whatever it is, it’s not heroin,” Campos said.
Inside the small bungalow on Park Avenue where Campos had been staying, the extent of just what the city is facing in the war against 12th Street crystallizes. Competing for wall space with the Virgin Mary, Christ and the crucifix are ubiquitous 12th Street icons: Plastic sharks (symbol of the gang’s original name, Sharkies) abound, as does the number 12.
Angel, a 3-year-old girl who lives in the home, has a room filled with gang memorabilia. Her Barbie dolls are propped up against a tribute to the gang.
His hands cuffed behind his back, Campos said the gang knows what’s in store for its members.
“All because of this little stupid punk who had to go and shoot a cop,” he said. “He fucked everything up for a lot of people. So now they are going to strike me out for the dope. I’m through. I’m gone. I’m done. All because of him.”
Asked if it is a third strike for him, Campos doesn’t blink: “This is like my fifth strike.”
As for murder suspect Arenas’ prospects in prison, Campos said the gang would be in touch. “If we can get a hold of him, yeah, he’s going to have a little problem.”
But Campos may also have a little problem himself back in the joint, according to the parole agent. “Campos is an Eme [Mexican Mafia] dropout. Once he’s back inside, there will be a green light on him. They will try to hit him,” he said.
Despite the first massive raid against the gang, some veteran beat cops are still uncertain that the city’s leaders are prepared to fight as completely and for as long as is necessary.
“This has to be done over the long haul. It has to be an investment,” said Officer Glenn Stires. “This cannot be a Band-Aid approach to the problem, this requires surgery followed by chemotherapy. We have to actually mean ‘zero tolerance,’ which means refusing to plea-bargain gang prosecution, which means removing children from gang houses, arresting the mom for child endangerment and seizing the house. We have to deny the gang everything: deny them location, deny them identity and deny them the lifestyle. Their choices have to be: Move, quit or die.”
Stires, a member of the department’s Major Crimes Task Force who grew up in Pomona and has spent 15 years patrolling its streets, said the city has been ambivalent and inconsistent in the past when dealing with the professional predators of 12th Street.
“This gang has been committing horrendous crimes for more than 50 years. What epiphany did the City Council just have last week? This gang should have been stopped 50 years ago,” Stires said. “Gangs will always exist, but you have to break their will and ability to terrorize the community.”
Officer Mondo LaNier, another veteran street cop who grew up in Pomona and who was the officer who put the cuffs on Arenas, said gang members remain a problem for the city but no longer wreak the havoc that in the late 1980s and early 1990s made Pomona one of the deadliest cities in the nation. Back then, violence between Latino and black gangs had reached a bloody crescendo that still echoes today.
But as a result of sentencing enhancements for gang members and the Three Strikes law, many of the veteranos and O.G.s in Pomona gangs went down hard, and the violence finally plunged with the shot callers off the streets, according to LaNier.
Yet a bad reputation is tough for a city to shake, and 12th Street’s rap sheet remains a stain on the city that appears to be growing bigger than life, as the Los Angeles Times reported the gang had nearly 1,000 members. That figure is fiction, according to Detective Marcus Perez, who runs Pomona P.D.’s gang-suppression unit. Perez pegs 12th Street’s actual membership roll at closer to 200, with a smaller core of actual committed members.
Even then, 12th Street outnumbers Pomona’s two-man gang unit 100-to-1, which doesn’t bode well for any effort to eradicate the gang. And even though there has been a drop in the bloodshed that marked the era of staggering gang violence, members of the gang continue to terrorize the city for the thrill of it. A 12th Street member was recently convicted of killing two African-Americans he saw on the street simply because he didn’t like blacks in the gang’s turf.
“A year from now 12th Street will still be there, with maybe a new generation of youngsters riding bikes around the neighborhood shooting at people, but no one will be putting in work the way they used to,” LaNier said. “But what these guys have to understand is that the people are ready to throw them away for good now.”
Perez said that ultimately the bigger challenge will be ending the bizarre allure of gang life and the mantle of respect the culture bestows to the very thugs who terrorize their own community — a challenge that has to be met by the community, not by the cops.
“You’ve got kids on campus that see a gangster and say, ‘Hey, there goes Sniper, he’s crazy, huh!’ as if he’s cool because he is a thug,” Perez said. “Why aren’t they heaping ridicule and scorn on him? That’s the logical thing to do, that’s what would make sense, but there is nothing logical about this, and none of it makes sense.”
Looking at 3-year-old Angel’s room filled with gang paraphernalia, it’s obvious that she is already well on her way to indoctrination into 12th Street, and listening to her mom explain, “It’s no big deal,” it is easy to see what Perez means.

Your correct on your general overview of the Valley. Nevertheless, that specific area of West Valley is dead. CPA has been one of those few gangs that have developed in a isolated area of LA county. There level of activity has been moderate to low, historically. Their number one objective has been drug sells and defending territorial encroachment. They also have a tendency of attacking low income blacks that are force to seek housing in CPA focus neigborhood (here is where I think they are big pussies). The issue of blacks is not due to drug sells take overs, but just straight racial animosity hated. Every 3 to 5 years they have to resort to force jump-ins and recruit tagger cliques. Their numbers tend to run low. If a good copper put some work into that gang, he would basically know who is who. The majority of the CPA members are relatives by marriage or cousins. They all attended the same elementary schools and high schools.
Comparing them to Pacoima or North Hollywood, well, there is no comparsion.

Just an idea?

To cut down on prison gang fights has anyone thought of painting the walls pink? It would would put prisoners in a friendlier mode, and if prisoners would all be outfitted with pajamas and a Long robes to walk around in all day they would feel better about their image. Maybe they could be taught to play chess or singing lessons. Can you imagine hundreds of voices singing in lock up? For evening, mandatory smoking jackets with silk slippers for self esteem. Make it mandatory for prisoners to learn Italian or French or Japanese? We live learning and die stupid.

High-risk inmates in the latest incident slung feces and urine at deputies and a nurse, and one Southside gang member displayed a shank, or makeshift knife, leading to the forceable removal of inmates from cells and a lockdown of the massive downtown jail facility.

Sana's currently scheduled to go to trial Sept. 19th in OC, along with Diaz, Becerra and 11 others. Wicked got 24 years--his is the only trial and conviction so far. 13 others have pleaded guilty.

The main witness in a San Francisco gang murder case was shot to death by masked men Thursday in what authorities and family members fear was an execution prompted by his cooperation with prosecutors.
The victim, identified by relatives as Terrell Rollins, 22, was shot in the head at 10:15 a.m. in the City Auto Tech repair shop at 269 Bayshore Blvd. in the Bayview district.
The district attorney's office put Rollins in a witness protection program and moved him outside San Francisco after he testified before a grand jury that indicted two men on murder charges in March, authorities said. Prosecutors and police told him not to come into the city.
On Thursday, however, he apparently took his Chevrolet van to the shop in San Francisco for repairs, police said. Investigators believe someone spotted him on the busy thoroughfare and had him killed.
"That is why people don't come forward," said Michelle Daniels-Kyer, the mother of Rollins' half-sister. "Why would you come forward if you are going to die?"
District Attorney Kamala Harris called the slaying "just horrific" but declined to speculate on a motive.
However, Harris said, "I can't understand why (Rollins) would want to come back to a place were we all knew -- that he knew -- was a place where he would expect this type of outcome.
"The first and last rule in witness protection is, don't go back to your danger zone," Harris said.
Rollins had just dropped off his van when three men wearing ski masks and hooded jackets confronted him and another man outside the shop, said Capt. Al Pardini of the Bayview Police Station.
The two ran inside. Witnesses reported hearing as many as 10 shots in quick succession, possibly fired from two weapons.
Rollins was shot in the head and died at the scene. The second man, whose name was not released, was wounded in the leg and was being treated at San Francisco General Hospital.
The assailants fled in a white Cadillac with no rear license plate. The car was last seen heading north on Bayshore Boulevard.
Community leaders expressed frustration at the level of violence and the possible targeting of someone who was willing to testify in a murder case.
"This is really crazy," said Joe Marshall, a city police commissioner and co-founder of the Omega Boys and Girls Club in the Bayview. "Of course this makes it more difficult for people thinking about coming forward. The question is, why will people come forward if this is going to happen to them?"
He said the Police Commission would look at the city's efforts to protect witnesses at all levels. "We're going to see if the program is as tight as it can be, as tight as it needs to be," he said.
Rollins grew up in the Bayview and had lived there for much of his life, and authorities said he had no gang connections or criminal record. He had, however, survived one shooting, which started a string of events that authorities fear led to his death.
Rollins was standing on the corner of Third Street and Kirkwood Avenue on Sept. 19 when two men drove up and sprayed 20-year-old gang member Arkelylius Collins with gunfire. One of the 30 bullets the two men fired hit Rollins, who authorities said had simply been a bystander.
Collins died, and two suspected rival gang members, Daniel Dennard and Deonte Bennett, both 21, were indicted in March on murder charges. Both men are being held on $1 million bail.
Rollins testified before the grand jury in the case, identifying Dennard and Bennett as the attackers. He said he had just come out of a convenience store when he saw a car roll up and the two men get out and open fire with rifles.
Authorities said Rollins was the only witness to come forward. Police say witnesses are commonly afraid to help them solve gang-related killings, and authorities looked upon the indictments as a victory that could help them battle the rising homicide rate in the southeast part of the city.
Harris called a press conference to announce the charges, and Police Chief Heather Fong called it "a great day."
Harris would not speculate Thursday on whether the case would survive Rollins' killing. His grand jury testimony cannot be used against either defendant because the accused would be denied the right of cross-examination.
A law enforcement source close to the case called the attack "a coordinated effort to kill this guy." The source, speaking on condition of anonymity because of the sensitivity of the case, said authorities feared that Rollins had been killed to keep him from testifying and as "retribution for his cooperating with authorities."
Bennett's attorney, Joe O'Sullivan, said the shooting had nothing to do with his client.
"Mr. Bennett is entirely innocent," O'Sullivan said. "We would have loved to go to trial because he would have been acquitted."
Dennard's attorney, Floyd Andrews, could not be reached for comment.
Rollins was an avid basketball player. The injuries he suffered in the September shooting left him barely able to walk, though he had shown improvement recently, family members said.
Prosecutors put him up in a residence in an undisclosed Bay Area city and provided him an armed escort so he could return to San Francisco once a week for medical treatment, authorities said. Otherwise, he was told not to come back to town.
Harris said the location was "far, far away."
"We have been taking him to doctor's appointments. We have been taking him everywhere he needed to go," she said. "The investigator involved is personally grieving -- he spent so much time with him."
Rollins had a young son, relatives said, and he was having difficulty caring for the boy while living outside the Bayview.
Members of his family came to the crime scene Thursday, many of them in tears. They recalled Rollins as quiet, loving man. His brother, they said, was slain the month after the shooting that left Rollins wounded and Collins dead.
"There should be more protection for people," said Daniels-Kyer, his half-sister's mother. "It shouldn't be like this."
Police said authorities had done what they could to protect Rollins.
"He was just a good kid who unfortunately was a witness to a horrible crime," said Sgt. Mikail Ali of the gang task force. "He was taken care of. He was relocated. He was advised not to come back.
"We did our part to protect witnesses," Ali said.
Fong expressed dismay upon learning that Rollins had been killed and acknowledged that protecting witnesses with strong ties to the city can be difficult. "That's the challenge," she said.
Rollins' death was one of several attacks on witnesses in San Francisco cases who have cooperated with local and federal authorities since 2000.
In 2002, a witness who had just made a sealed plea agreement with federal prosecutors, Ray Jimmerson Jr., 25, was killed on the street in the Western Addition in apparent retaliation for his testimony against gang members. A suspect in that case now faces federal charges of killing a witness.
The same year, Gerald White, 37, was shot to death three days after San Francisco prosecutors summoned him to appear before a grand jury looking into the Jan. 18, 2002, killing of 37-year-old Perry Michael Bradstreet. Authorities fear that someone saw him going to testify before the grand jury.
Dustin Thomas was shot to death in San Francisco on Jan. 4, 2001, six days after he testified in the slaying of his best friend. Thomas had refused offers to enter the witness protection program.
In November 2000, Amir Anderson, 48, was shot to death in San Francisco after he encouraged his stepdaughter to testify against Montrell Vines, a gang member accused of attempted murder. The woman took the stand, and Vines was convicted.
The slayings prompted San Francisco police to work with prosecutors to strengthen witness protection efforts.

As the veins lose their elasticity and retain excess blood, they become more vulnerable to injury, possibly triggering bleeding, which is often the first indication of hemorrhoids.

Viva la huelga! Just back from San Felipe BC Mexico, and the Mexicano's were beautiful to us and muy orgulloso's for the stand up way we on the US side of the border acted in support of all working people. May 1st as many know is "international workers day" around the world except here in the USA where it started. (see the Chicago "haymarket bombing" in the late 1800's).
We were kicking it on the "Malecon" with all the Mexicano's and familias for "Labor Day" holiday, and man was it beautiful to be where everyone young and old, raza and huero, sober and pedo, was partying, singing, dancing in the streets, gritando fuerte, "Viva Mexico!" Viva!, "Viva la huelga" Viva!, "Viva la jente obrera de todo mundo" Viva!, everyone happy and nothing but companerismo in the air. No fights, no pendejada's, it would be great if we could all get along that way all the time, "puro's sueno's!".

By the way that whole area of the border from El Centro to Mexicali to San Felipe is like Tijuana with blue "LA Dodger" hats and "Sur 13" placasos everywhere. hmmmm!
Also just a historical comment and correction. The person posting on the early "Avenues" being a social club formed along Figueroa St. in Highland Park is wrong.
One of my Uncles was a member of the Avenues in the 40's and the neighborhood began around Ave 19 and up into Ave 32 in Lincoln Hts. Up until the 60's Highland Park was a Gavacho area and if a Chicano was up there in his "Sir Guy" shirt and Khakis he would quickly be in some kind of pedo with either the "Paddy's" or the "Jura".
The Aves natural enemy's were the Clover vatos whose neighborhood started around No. Main St. on "Clover St. and Gibbons St" and they controlled to No. Broadway and around the LA River and "Downey Playground". The "Eastside Clover" placa or "ESC" isn't due to the fact that the varrio is on the east side of the river but because of the "Eastside Brewery" (later Pabst Blue Ribbon). They like many varrios suffered the demolition of many homes and families due to the insidious policy of "urban renewal and destruction by the building of "freeways" and "civic bldgs"
Also the author of the article stated that the Aves "peewee" clique was named after "Peewee Aguirre" which is bullshit. The "peewees" are an old Aves group that usually consisted of young beginners or wannabee's of the age of 9, 10, 11, 12, then you moved up to the "Little Aves" and then just "Avenues".
Maybe some LE know this or may get a kick out it, but when I was a youngster and the Aves were my enemy's some of the vatos we beefed with on a regular basis were brothers "Black Robert" and his carnal "Fred Rodriguez" later a LAPD Dectective and who was notorius for busting one of his old homeboys for a 187 at a party shortly after joining the force.
Anyway just a little of my historical information.
And I could go on about the varrios outside of LA in the OC, SFV, and SGV, San Bernardino, etc.
