WORTH READING
Here's a link to one of the most revealing articles I've ever read about a dropout. It ran in today's Whittier Daily News and underscores few salient points about the generational nature of the gang culture and the seduction of false power. It's clear the writer, Sandy Mazza has been following this story for some time. Nice work.

I know that is the main reason why most dudes don't even want the keys to the neighborhood or the keys to the quarter. Like in any managerial position you are only as good as the people working for you and most gang memebers are young, immature and undisciplined. I remember my older homies telling me that they would pass them when possible, let a youngster take them and get themselves in a wreck. They said most of the time no matter how experienced and strong of a man you were it was going to happen. Sounds like this dude let the fame get to his head and when it got too hot he couldn't hack it. It is easy to be a soldier when there is no war to fight.

A $26-million proposal to ease medical crisis led to a fight that highlights what critics say are flaws in contracting practices.

SAN FRANCISCO — Two appointees whom Gov. Arnold Schwarzenegger sent to fix California's dysfunctional prison healthcare system pushed a $26-million, no-bid contract for outside medical services while contract reviewers steadfastly maintained it was overpriced and illegal, records and interviews show.

But instead of providing a strong step toward reforming the California Department of Corrections and Rehabilitation's $1.8-billion medical system, the handling of this "relatively small contract" erupted into a fight that forced out the two appointees and highlights what critics say are systemic contracting breakdowns that helped bloat healthcare costs at the state's 33 prisons.

The contract for a pilot program at two Southern California prisons was supposed to be a model for improving the care of inmates who need to see specialists — one of the major failings that led a federal judge to seize control of prison healthcare and appoint a receiver last year to oversee it.

To those in the Los Area (Youngster with Game, SV VBS, etc.), if you can please shed some light on some dudes for me. This past Sunday I was at the Lowrider Car Show here at Qualcomm. As you know, the Los Area was heavily represented. A dude and his crew by the name of "Capone-E" did a show with his click called the "Hi-Power Unit". A google search produced his Myspace page, but I can't touch that here at work. Someone in the crowd mentioned "Cyclones!!". Is that where this dude is from? Also, they were pretty flagrant about their handles, wearing them all over their shirts. Just wondering if this dude is legit or a fraud, if for nothing more than for self interst. Once again thank you to all and much respect. -JOSE619

The calculated manipulation of these loyal gang members offers their subjects hope - the hope of someday becoming a "made man".

This is probably the biggest "lie" that is promulgated by La EME. The chances of a common gang member someday joining this supergang would be similar to a high school aspiring baseball player making it to the Major Leagues. Probably not gonna happen. The EME has what almost amounts to a "books are closed" policy. Unless the soldier in question has performed to an extraordinary degree, they will not risk entrusting too many new carnales with inside information that can be used against them in future RICO's. They have been burned too many times already!

In the meantime, the EME's interests happen to coincide with the street gangsters' interests and you have a tailor-made army begging and craving to make a street name by putting in work for their idols, this under the false promise of someday becoming a made member of this elite group.

Here's the downside: EME members feel "at home" when they're locked up. These "family reunions" afford them ample time to compare notes and make evaluations pertaining to La EME's activities as well as their underlings on the outside.

With regard to EME associates, we must remember:

Rule Number 1: Any NON-EME person who is involved in their criminal activity is EXPENDABLE, no matter how "close" he or she is to the Carnales.

Rule Number 2: Although most carnales respect and apply a "hands off" to an associate "under the wing" of another EME member, a "thumbs down" sentence (death decree) by a carnal on a non-carnal is binding. A non-member is EXPENDABLE!!

If you possess too much EME knowledge, especially about criminal events that have occurred, there are two perspectives to consider:
the associate feels honored to be deemed worthy to be trusted by La EME to perform for them;
The EME, on the other hand, are aware of how much potentially damaging information is lodged in an associate's brain.

The logical decision, at some point, is to "eliminate those files". The manner in which those "files are eliminated" is to execute this person. If he is not worthy of EME membership this associate, with each passing moment of EME association, becomes an increasing candidate for "elimination".

Warning: Those who find the lifestyle inviting; those women who see adventure in the bad boy;
those who choose to take it to the highest gangster level; and those who get too close to the carnales and possess certain knowledge ..... should make preliminary funeral arrangements for your life will likely be shortened.

Bottom Line: There is no one worth idolizing that will ensure a one-way ticket to the pits of hell.

No arrest yet in fatal shooting
DA to determine if suspect was defending himself from drive-by

RANCHO CUCAMONGA - A man suspected in the shooting death of a Fontana resident on Saturday morning has not been arrested because his actions might be classified as self-defense, sheriff's deputies said.

Shots were fired from a Honda Accord about 6 a.m. into a residence on Stafford Street in what deputies said appears to be a gang-related drive-by shooting.

A man returned fire and hit the Accord's driver, Johnny Maldonado, 26, who was pronounced dead at the scene from a gunshot to the upper body.

The man who fired the shots from the house has not been arrested. His name has not been released by police because it is a gang-related case.

I do not know capon-e personally or any of these other rappers but, it is all entertainment. There is a good chance he grew up in a varrio and I am sure his "hangers on" are gangsters but, he is in a buisness to cater to the youth. I have never heard his songs so I don't know if he has hardcore lyrics but, I know alot of chicanos like to listen to chicano gangster rap. I have heard but, am not sure that most of these dudes are fake but, who knows the person who told me could just be a hater. So to be more clear the peopel buying his music are mostly Chicano gang members and kids growing up in the varrio. Capon-e and others like him have to make their consumers feel like they can relate to them and know what they are going through. It is a buisness, just like the rest of the fake black gangster rappers.

As African Americans lose numbers and influence to Latinos, the friction can be felt at City Hall and beyond.

By John L. Mitchell, Times Staff Writer
June 5, 2007
For years, the battle for control of the city of Lynwood has been shrouded in accusations of political corruption and cronyism.

A former mayor is serving a 16-year sentence in federal prison for embezzlement. Five current and former City Council members have been charged with padding their salaries with public funds. And an effort is underway to recall four of the five current City Council members.

But beyond the allegations of graft and corruption, a different war — rife with racial and ethnic stereotyping — is being waged in the working-class city south of Los Angeles.

Latinos, who make up more than 80% of the city's 72,000 residents, are vying for power with African Americans, who, despite smaller numbers, maintain considerable influence by virtue of superior voter strength in a city where 40% of the residents are foreign-born.

A decade ago, when blacks controlled the city's political landscape, Latinos complained that they were being denied city jobs and lucrative municipal contracts. Now Latinos dominate and African Americans complain of being frozen out.

The problem is emblematic of emerging tensions throughout Los Angeles County, where the Latino population has surged as African American numbers have dwindled.

The tensions are playing out in cities such as Carson, Compton and Inglewood, where traditional black political muscle — concentrated largely among older working- and middle-class homeowners — is showing signs of weakening as a generation of Latinos reaches voting age. Tensions are also playing out in the race to succeed Rep. Juanita Millender-McDonald, where the competition between two well-positioned African American candidates may result in their canceling each other out, paving the way for a Latina to capture a seat blacks have held for decades.

The black-Latino friction in a city such as Lynwood is exacerbated by a lack of resources and decent jobs and by poverty — all problems common to both groups, said Harry Pachon, a USC professor and head of the Tomas Rivera Policy Institute, which released a report in April titled "Beyond the Racial Divide: Perceptions of Minority Residents on Coalition Building in South Los Angeles."

One conclusion, he said, was telling.

"Each group is buying off on the negative stereotypes held by the majority [white culture], rather than questioning them," Pachon said. "Blacks say that Latinos don't take care of their housing, and Latinos felt that blacks don't value families as much."

In Lynwood, some of the strongest evidence of stereotyping can be found on Lynwood Watch (lynwoodwatch.blogspot.com), a website created by an anonymous blogger to keep watch on city officials. The blog encourages readers to voice their opinions, and they do. But many of the comments are laced with calls for Latino unity that include racist rants — in English and Spanish — directed at African Americans.

City Hall is eye of storm

In Lynwood, a center of political and racial strife is City Hall, where council meetings are often stormy. Political opposition has mobilized to challenge the council — on proposed development projects, utility and water tax increases, and criminal charges — and members of the city staff bicker over promotions and salaries. Disputes often break along racial lines.

"It's all about race," said City Councilwoman Leticia Vasquez, who says she has been denounced by fellow Latinos for joining ranks on some issues with two African Americans on the council, Louis Byrd and the Rev. Alfreddie Johnson.

"We don't have to retaliate against each other," said Vasquez, 34, who is a senior field deputy for Assemblyman Mervyn Dymally, a Democrat who represents nearby Compton. "We can work together on issues that cross racial lines."

Lynwood elected its first black to the City Council in 1983, nearly a decade after African Americans began arriving in the bedroom community once known as "Lily White Lynwood." Blacks soon dominated City Hall, but the Latino population was starting its rise; and six years later, the city elected its first Latino council member.

By 1997, a newly elected three-member Latino majority sat on the council and moved quickly to wipe away one symbol of African American success: The name of Mervyn M. Dymally Congressional Park, named in 1990 for the former congressman and the state's first black lieutenant governor, was changed to Lynwood Park.

The new majority — consisting of the city's first elected Latino councilman, Armando Rea, and two businessmen, Ricardo Sanchez and Arturo Reyes — embarked on a campaign to clean up the "unethical practices" of the previous council majority. Black employees were let go. City contracts with independent African American businesses, approved by a lame duck council against the advice of city staff, were canceled.

In 1998, three black contractors filed an $800-million civil rights lawsuit against the city and its three Latino councilmen, alleging discrimination. The city eventually settled, renewing two of the contracts; the third contractor died.

Former City Manager Faustin Gonzales, who ran the city on and off from 1993 to 2003, doesn't remember any discrimination lawsuits filed by Latino contractors.

"They put their hope in their numbers," he said.

But not everything was harmonious among the Latinos at City Hall. Vasquez, who was elected in 2003, soon ran into trouble with three other Latino members of the council.

In some of the closed-door meetings, the three other Latinos would sometimes speak only in Spanish, ignoring Byrd, by then the lone African American member. Vasquez remembers: "I was appalled."

Two years later, she encouraged Johnson to make a run for the council, and when he was elected, she found she was part of a new majority, along with Byrd. But she also lost support among Latinos.

"She snubs her nose at the people in the community," said Silvia Ortiz, a community activist and organizer in the recall against Vasquez and three others on the council.

Lynwood Watch emerged in 2004, around the same time the city found itself involved in a series of corruption investigations that included both Latinos and African Americans. A Times investigation uncovered more than $600,000 in unauthorized travel credit card expenses between 1998 and 2003, including New York musicals and a samba show in Rio de Janeiro.

The municipal government remained under a microscope. By 2005, former longtime Mayor Paul Richards had been convicted of steering city contracts to a front corporation he secretly owned. He collected more than $500,000 before authorities put an end to a scheme that could have netted millions of dollars.

In April, the district attorney accused two current and three former council members of padding their official $9,600 salaries to receive as much as $100,000 for part-time services.

Byrd and Councilman Fernando Pedroza, a Latino, were charged with using city credit cards and other city funds for personal expenses, including trips abroad and airline tickets for spouses, and in Pedroza's case, a session with an exotic dancer in Mexico. Former councilmen Rea, Sanchez and Reyes, all Latinos, were also charged.

The accusations of corruption have fueled a recall effort that started after the council launched an effort to lure a National Football League team to the city with a proposal to build a new stadium that called for razing at least 100 homes. The recall targets Vasquez, Pedroza, Byrd and Johnson, but not Councilwoman Maria Teresa Santillan.

It's not about race, said Ramon Rodriguez, a former city councilman who supports the recall: "Greater accountability is what the community has been asking for."

Racial enmity seen

Over the years, more than a dozen African Americans have lost civil service jobs as Lynwood has tightened its budgets and cut positions.

Former City Manager Enrique Martinez, who now manages the city of Redlands, said he was "pushed" both by African Americans and Latinos, who were in the majority when he arrived in the city in 2005. But he singles out one example in particular:

"I was given a list of seven or eight names — all African American — and told to cut their positions, supposedly because there was no money in the budget," he said. "Well, there was money in the budget, and those seven or eight African Americans stayed."

Meanwhile, two African American contractors remain wary even though they reached settlements in lawsuits accusing the city of discrimination and have continued doing business with the city.

One of them, Lee Duncan, who owns California Western Arborists Inc., worries about the safety of his tree-trimming crews after one of his trucks was torched on a city street.

"I'm just guessing someone was upset we had the contract," he said. But he added, "I don't have any enemies."

Many residents of Lynwood are concerned about the racial enmity they see playing out in the city and on Lynwood Watch.

For Phyllis Cooper-Lyons, 60, a Recreation and Parks official, the almost daily barrage of comments about her appearance and work habits are a form of racial harassment.

"It affects you even though you know you are bigger than that," she said.

"I don't want to even look at it, but something draws me to it. Like, 'What can they say about me today?' "

Wally, to the nut who said NJ drivers are better. Don't BELIEVE HIM.. It's ALL a LIE! Having lived on both Coasts I can tell you that LA drivers are not only regulars at driving faster highway speeds (I mean over 55-60 mph), LA drivers also have a better sense of timing when it comes to changing lanes or allowing for a car to merge in. In LA it seems that peoples minds are trained to shift the driving habit accordingly in traffic to minimize congestion and the highway system is superior. In New Jersey (and New York, Connecticut, Mass, and Rhode Island) the drivers seem to be in LA LA land (and I don't mean "Los Angeles" when I say LA).. Everybody wants to beat the next car to the merge and ultimately screw up traffic for everyone. Hands down, LA drivers might drive in traffic often, but that traffic moves faster than that of New York, and LA drivers learn to make their time in the car useful. Like I said I am from the east coast. Between Washington and Boston, in a distance roughly equivalent to Orange County to San Fran, there are 11 major cities and upwards of 70 million people. Those cities are relatively old, laid out before the era of the automobile. Most of those cities have rivers and bays creating choke points for access. And with a few exceptions, the highways connecting them are short on capacity, particularly in the Philly - NYC corridor. The result is congestion, with the difference being that you can sometimes spit to where you want to be and still be 45 minutes away. I always carry eggs to throw at slow inconsiderate drivers and my Groucho Marx eyeglasses with the attached big snozzola and hairy brows to conceal my identity.

Too many things going on behind the scenes to come to such a general conclusion. For example, there have been instances where M carnales compete with other M carnales for a territory or a varrio. Since they aren't supposed to whack each other for fear of breaking EME rules, they have homies from one carnal whack a homie from another carnal's varrio.
Then you have carnales that get put in the hat for their reasons (only the M vatos know the truth) and they use a rival gang (in this case Los Nietos was a longtime enemy of Canta Ranas) to do the work. That's what happened in the 90's when Dido from El Monte was hit by the homies from Sangra. Dido had fucked up with the carnales, he was put in the hat, and Huero Shy gave the job to Sangra, whose varrio has a longtime pedo with El Monte Flores. It happens all the time and like Don Quixote said, these vatos are small potatoes. Like T/Jailer said: they are EXPENDIBLE. The papers play it up big time, the average Joe Blow eats it up, the Blogs play it up, the people who read the blogs take it as the mera verdad and you have a bunch of pinchi chisme - gossip for my English-only speaking camaradas. Only the carnales and the vatos on the calles know the why's and wherefores. Do you seriously think that a street vato from any hood would hit a made carnal without getting the green light from the carnales?

The first-term Illinois senator said that with black people from New Orleans and the Gulf Coast still displaced 20 months after Hurricane Katrina, frustration and resentments are building explosively as they did before the 1992 riots.

"This administration was colorblind in its incompetence," Obama said at a conference of black clergy, "but the poverty and the hopelessness was there long before the hurricane.

"All the hurricane did was to pull the curtain back for all the world to see," he said.

Obama's criticism of Bush prompted ovation after ovation from the nearly 8,000 people gathered in Hampton University's Convocation Center, particularly when he denounced the Iraq war and noted that he had opposed it from the outset.

Repeatedly, he referred to the riots that erupted in Los Angeles after a jury acquitted four police officers of assault charges in the 1991 beating of Rodney King, a black motorist, after a high speed chase. Fifty-five people died and 2,000 were injured in several days of riots in the city's black neighborhoods.

"Those 'quiet riots' that take place every day are born from the same place as the fires and the destruction and the police decked out in riot gear and the deaths," Obama said. "They happen when a sense of disconnect settles in and hope dissipates. Despair takes hold and young people all across this country look at the way the world is and believe that things are never going to get any better."

He argued that once a hurricane hits or a jury renders a not guilty verdict, "the frustration is there for all to see."

Obama, who is bidding to become the first black president, took the stage after a succession of ministers repeatedly brought the crowd to its feet, singing, praying and swaying to music.

Obama doesn't regularly focus on racial themes in his standard campaign speeches. He did speak out on black issues in Selma, Ala., in March, when he told a largely black audience that he was a product of the civil rights movement and lectured blacks for failing to vote in large numbers.

The recent headline on the front page of the San Gabriel Valley Tribune puzzled me - "Latinos tout service in WWII."

Our brothers, relatives and friends enlisted in the armed forces in World War II. They were the proverbial melting pot of America - English, Irish, German, Italian, Mexican, and the list goes on. Those brave men and women who fought in World War II came from all backgrounds, and let's not forget the true Native American, who were indispensable because they had a code that the enemy could not break.

My oldest brother enlisted in the Marines the day after Pearl Harbor. He remembered being called a WOP by the drill inspector. It hurt him, but he got over it. I think "the Latino kid" has a nicer ring.

He brought home the helmet that saved his life when shrapnel went through it.

My other brother was in the European theater of operation. When the war was over, his outfit was sent to the Pacific. He never mentioned if he was called a WOP, but while battling through North Africa and Italy, he was asked to be an interpreter because he understood and spoke the Italian language.

Why is there such sensitivity about not getting recognition? There are people who have heard my

Italian name and they think "mafia." It hurts, but I like to think of what Leonardo DaVinci, Michaelangelo, to name only two, contributed to the world of art. I'd be here all day if I named the Italian geniuses who gave us beautiful music.
I'm a first-generation American and am very grateful and proud of it. When my parents came to this country, they didn't have phones. They didn't have many things that today's immigrants have. And they never complained. They were just happy to be in this country. They went to work, minded their own business and raised their children to honor their country and be good citizens.

I don't want to say that I told you so, but I told you that that part of Tejas was hot. Como te dije I go out there many times a year and I've seen some crazy shit out there. I've partied with Surenos out there and I can tell you that they know what time it is. Sure they might have some wannabes but that type of shit happens everywhere.

I'm not into rap but the way I see it Chicano rap is just as good as mayate rap. But one of the problems is that radio just doesn't give Chicano rap any airtime. So it's not out there as much, and that alone makes a huge difference. The more mellow stuff is starting to get more play and thats firme. But the way I see it the real gangster shit will probably always stay underground.

As for reggaeton well you said it, it took off fast but it's coming down just as fast. It had it's moment but that shit is pretty much played out and sells are dropping big time. I never liked that fucked up music, it all sounds the same to me. But don't get me wrong, I don't mind freaking the shit out of bitches when that shit's played in the clubs.

The Mexican Mafia, EME for short, was founded as a criminal enterprise. It's initial goal was to "terrorize" the prison system by choosing the elite street gang leaders to accomplish this aim. The name was chosen by Luis "Huero Buff" Flores (a Hawaiian Gardens street gang leader) with careful calculation.

Tony Rafael sees the Mexican Mafia’s alleged ethnic cleansing policy as an extension of its leaders’ pride in their Aztec ancestry. In an interview published by SPLC, Rafael explains, “[T]here are no black people in the Aztec culture… They see themselves as a race unto themselves, and there’s really not too much room for anybody else.” Some Chicano activists refer to the southwestern U.S. as Aztlán, the Aztec homeland. Rafael’s characterization resonates with a popular racist Reconquista conspiracy theory, peddled by the Minuteman Project and other anti-immigrant groups, which holds that Mexico is infiltrating its citizens into the Southwest with the goal of reclaiming territory conquered by the United States in 1848.

Predictably, white supremacist and other anti-immigrant forces have exploited the “race war” and “ethnic cleansing” frames for their own purposes. Wally, whenever I read or hear about an EME member or associate sent on a mission to off their best friend, or when I hear about an idiot like this coward from Los Nietos beating a 5-year old, I can't help but come to the conclusion that the EME is cutting it's own throat. Some members and associates are not going to accept the sould-wrenching task of snuffing their best friend or an innocent bystander; therefore they are being "forced" into debriefing and in turn they are going to take down several other members and associates and weaken it's structure and loyalty. Now how retarded is that? Are they out to cut their own throat or that of their enemies? No wonder the EME, as Brian Harris puts it, is in a state of chaos. I would think that there are better ways for the EME to handle it's business without forcing it's members or associates to debrief because they refuse to carry out an order that strips them of their remaining humanity and sense of self-worth. Semi-truck takes man and wheelchair for a ride down Red Arrow Highway

Tribune Staff Report

PAW PAW, Mich. -- A 21-year-old man was taken on a wild ride Wednesday afternoon when the wheelchair he was in became attached to the grille of a semi-truck and was taken four miles down a highway at about 50 mph.

The man, whose name police did not release, was not injured. The driver was unaware he was pushing the man, according to a news release from the Michigan State Police.

Authorities began receiving calls about 4 p.m. that the semi was traveling westbound on Red Arrow Highway, just outside of Paw Paw, with the wheelchair.

"You are not going to believe this, (but) there is a semi pushing a guy in a wheelchair on Red Arrow Highway," an unknown caller told the Michigan State Police.

Police at first believed the calls were pranks. But when troopers responded to the Ralph Moyle Trucking Co. at 39269 Red Arrow Highway where the semi had come to a stop, they noticed the wheelchair with the man sitting in it, still attached.

"It was quite a ride," the man reportedly told police.

"The man spilled his soda pop, but he wasn't upset," Sgt. Kathy Morton of the Michigan State Police said.

Police said the man was unharmed and unfazed by the incident.

The driver was in disbelief when he stepped out of the semi and saw what he had picked up along the way, police said.

"When he saw us, he was like, 'What's going on?'" Morton said.

An investigation revealed the driver had pulled out of a local gas station when the man in the wheelchair pulled in front of the semi, according to police. His wheelchair somehow became lodged by its handles to the front grille.

"Thank God the semi didn't go on (Interstate) 94," Morton said.

I'm into varrio history too but your homies story about how the VBS~TVR pedo started was one that I had never heard before. Maybe what that vato said is true as far as the TVR vato beating down my homie. But I know for sure that that couldn't have happened in 86' or 87'. I was there in that year and believe me there was no TVR at Poly at that time. Maybe it happened after 89', pero esta cabron. The vato would've single handedly started pedo in a place where he was outnumbered 100~1. It might have happened and I never heard of it. But something like that would have been known to all, and like I said this is the first time that I hear of this story. What I know is that the pedo with TVR kicked off sometime in 89' when some TVR's backed up some vatos from PACAS that the homies were getting down with. That happened in Tujunga close to Verdugo High. That's the event that set it off. But the homies never took that pedo with TVR that seriously. Most of the times that the varrio went up to Tujunga they would end up fucking up skinheads and bikers instead of TVR. There were a few times that the varrios bumped heads up there but I don't ever recall TVR ever going down to Sun Valley for some payback. So I don't know how down those vatos were.

Sol Trece still has a couple of vets out there. SV Diablos are the ones that are closer to them. But neither has anything to do with Vineland. They run there own program. There have been a few clickas that join the varrio but I have never heard of a villa boys other than the ones in Pasa. Maybe what you mean is the LVTs. Those are the homies from Lake View Terrece that clicked up a few years back.

It's obvious that you know nothing of the Mexica culture. To say that say that they were all wiped out and then say that a small percentage survived shows us how ignorant you are. In a sweeping crackdown on gang members who are in the country illegally, more than 120 people have been arrested in Los Angeles over the past three months and now face immigration charges, federal prison and deportation, officials said Wednesday.

The arrests, part of a new national effort by local law enforcement and the U.S. Immigration and Customs Enforcement agency, mark the first time the federal government has used its immigration authority to target gang members who are in the country illegally.

So far, 5,000 illegal-immigrant gang members have been arrested nationwide, officials said. In Los Angeles, 124 gang members have been arrested and are facing prosecution for immigration violations. Of those, 56 are also facing federal criminal charges, including re-entry after deportation, which has a maximum sentence of 20 years.

"The foreign national gang members we are targeting are not poster children for the American dream," said Robert Schoch, head of the U.S. ICE agency's Los Angeles investigations office. "In fact, these are career criminals that are preying on members in their immigrant communities."

At least four of the gang members were arrested in the San Fernando Valley. Four were picked up in Palmdale and one in Ventura. The aggressive federal efforts come as crime rates rise in metropolitan areas across the country and cities complain about growing gang violence.

Officials from Los Angeles and other cities were in Washington, D.C., on Tuesday to lobby congressional leaders to support stiff new penalties and provide new funding to combat gang violence.

In Los Angeles, officials estimate there are 39,000 local gang members affiliated with about 400 gangs. City officials have beefed up police efforts recently and earlier this month said some types of gang-related crimes in the San Fernando Valley and other parts of L.A. have dropped by as much as 30 percent in the first five months of the year to one of the lowest levels in recent history.

While gang-related homicides saw the biggest drop, the total of all gang-related crimes dropped by 5.5 percent citywide - from 2,521 incidents in the first five months of 2006 to 2,382 in the same period this year. Still, gang-related crimes in the Valley rose about 9 percent.

In February, the LAPD created its own Most Wanted list of gangsters and developed a program that brings in the FBI, federal Bureau of Alcohol, Tobacco and Firearms, county district attorney and city attorney in a coordinated response.

On the federal level, enforcement officials are moving to get gangsters off the street by nabbing them for immigration violations and any other crimes they can.

Under Operation Community Shield, immigration officials are working more closely with the Los Angeles Police Department and City Attorney's Office to identify gang members who are in the U.S. illegally.

City Attorney Rocky Delgadillo said that since April he has passed the names of convicted gang-injunction violators to the U.S. Attorney's Office, which works with ICE to determine their residency status.

Acting U.S. Attorney George S. Cardona said illegal-immigrant gang members have to serve time in state prison for the state crimes they're convicted of - whether gun, drug or violent offenses. Then they serve time in federal prison for immigration violations and are deported upon release.

Typically, immigrants who are convicted of illegal re-entry after being deported serve up to five years in federal prison before being deported again, he said.

Cardona said his staff will "try and do more federal prosecutions to try and let them know that they're not just going to get taken on a bus down, dropped off in Mexico, and then be able to come back four days later if they can find a way across the border without anything happening to them."

The "cleansing theory" that Mr. Rafael refers to is indeed a movement - an attempt, albeit one with not a full head of steam - spawned by the EME or Mexican Mafia.

Remember, we are not talking about normal law abiding people here. We are talking about a movement (the Sureno movement) which the EME seeks to use as a galvanizing force to solidify its criminal power base. Call it a "work in progress".

The EME didn't wake up one day and decide they hated blacks because, as you imply, it just doesn't make sense. So, why the hate directed that way? It’s the old Power and Control thing. Their "journey" started in the early-1960’s in the lockdown units of San Quentin, Folsom and Soldedad prisons to name the main joints. They decided that their most formidable foe would be the BGF (Black Guerilla Family). In their arrogant and egotistical minds, the EME never considered the Nuestra Familia a formidable opponent.
It was deemed a “feather in their cap” to take out as many BGF’s as possible.

The BGF fancied itself (in the beginning) to be a radical anti-establisment terrorist group (excuse that word, SNS, but I use it in a different context). The EME viewed the BGF as a group that posed a potential threat to their quest for prison power. In reality, the BGF was happy to co-exist with EME but EME needed to have "fun" and thus the gladiator confrontations became a deadly sport in their quest for superiority. James “Doc” Holiday, the BGF’s longtime leader, often expressed his respect for members of the EME as he could identify with their warriors being one of a warrior mentality himself. Even George Jackson, of the San Quentin Six, teamed up with members of the EME in 1971 and together they executed three (3) prison guards + two (2) inmates in an uprising inside the Adjustment Center. But the “love” was temporary and it ended there.

Like the EME decree on NO drive-by shootings in East L.A. barrios, the “kill all blacks” movement is intended by La EME to be a unifying mechanism aimed at creating a common rallying cry for “dumb street gang members” (for lack of a better way of putting it) and will hopefully dissipate before it escalates. Only time will tell. If the level of unification and Control is accomplished, in the eyes of the EME’s Big Homies, this “ethnic cleansing” decree (green light on blacks) will be called off. I believe that, if allowed to continue, the heat generated by these hate crimes can only generate increased “unwanted attention” on La EME’s criminal activities and this is not good for business.

If it’s a person who has been dealt a bad hand, then REDEMPTION becomes the operative word. With community assistance, a person has the opportunity to turn one’s life around and do the right thing. There’s no such thing as “too late”.

(Bottom line, your Mr. Rafael are no better than greedy materialism white America. Creating bullshit stories and twisting facts to collect royalties on publishing what whites in America wants to hear in their self conscience that there is another group worst then them....)

This appears to be the classic case of “attacking the messenger”. First of all and Bottom line: you don’t know Tony Rafael to describe him in the manner above. Like many of us, he too finds it unsettling, if not abhorrent, to discover the evil in the hearts of the depraved, criminal mind. When you talk about someone being “no better than greedy materialism”, I see you looking a Mexican Mafia soldier in the eye and saying this to HIM, not Tony Rafael. As usual your posts are insightful and educational, it’s good to get first hand knowledge about the sureno gang criminals. I see Wally has received a little more press from the internet radio interviews and he was also in the article in the color-line web-site. I remember just a year ago when Wally’s blog was one of the few places that were giving gangs any media coverage, now the mayor, police chief and news media have finally jumped on Wally’s bandwagon. I now expect to hear from our two sureno/gang cheerleaders and have them tell us about all the positive and good things the cholos do for our community.

I wonder how many times Wally’ has talked to Sgt. Valdemar from the L.A. sheriff’s department to get information for his book. How many copies of Wally book are going to end up in the California prison system?

Wally hurry up and read many books on mexico’s history because I am sure every young cholo is an expert in the history of mexico, and that is why they are in gangs.

LOS ANGELES (Reuters) - Los Angeles residents were urged on Wednesday to take shorter showers, reduce lawn sprinklers and stop throwing trash in toilets in a bid to cut water usage by 10 percent in the driest year on record.

With downtown Los Angeles seeing a record low of 4 inches

of rain since July 2006 -- less than a quarter of normal -- and with a hot, dry summer ahead, Mayor Antonio Villaraigosa said the city needed "to change course and conserve water to steer clear of this perfect storm."

It is the driest year since rainfall records began 130 years ago.

The Eastern Sierra mountains, where Los Angeles gets about half of its water supply, marked its second-lowest snowpack on record this year.

That and the lack of rainfall could force the nation's second largest city into full drought mode in coming months, officials said.

Below average rainfall for the past few years has also turned the traditional summer southern California fire season into an all-round event. Firefighters battled two major brush fires in May alone, at the Los Angeles landmark Griffith Park and on the tourist island of Catalina.

Leaders' prison transfers shift, confuse balance of power among feared gang's street operators

The transfer of five Nuestra Familia generals and captains to federal prison last month caused a dramatic shift in the gang's leadership, but police say little has changed on Monterey County streets.

The shift at the top hasn't stopped the "organized work of the Nuestra Familia" in the area, said Salinas police Lt. Manny Perrien.

"The people on the streets, the soldiers, are still taking care of business," he said.

The gang continues to have a role in organized robberies and the drug trade, controlling heroin sales in areas such as Chinatown in Salinas.

"Those things are pretty firm regardless of the top. Whether the general is in Colorado or Northern California, the day-to-day operation is still happening," Perrien said.

But at higher levels, there is evidence of strife as the gang splits into two divisions -- state and federal.

The transfer of the leaders, said Devan Hawkes, a gang investigator at Pelican Bay prison, has already sown confusion among Nuestra Familia members. New California leadership has emerged at the prison, but Hawkes said members on the streets are unsure whether they should take orders from the old leaders in federal custody or a new general in Pelican Bay. Leadership "conflicts" have developed in Salinas, San Jose and San Francisco.

"There is currently an investigation by the (Nuestra Familia) into loyalties in Salinas and within other prisons," Hawkes said.

Today, David "DC" Cervantes of Chino is the sole general at the head of the Nuestra Familia in Pelican Bay, Hawkes said. Cervantes has taken charge of Monterey County operations.

Another general, James "Conejo" Perez, has been demoted, though investigators are not sure why.

Four captains have been placed in charge of various regions, investigators said: Antonio "Chuco" Guillen, 39, from San Jose, said to be responsible for NF operations in Santa Clara County; George "Puppet" Franco, 39, from San Jose, responsible for Stockton, Tracy and Fresno; Jose Armando "Huero" Gonzalez, a longtime captain, and Shawn "Bubbles" Cameron, 29, of Hanford.

Though the transfer from one supermax prison to another may have only shifted the problem out of state, Hawkes said the move was still worthwhile.

"How they address the Nuestra Familia in the federal prisons, I don't know, but with them gone, it really gave us the opportunity to step up our efforts," Hawkes said. "They had to reorganize and restructure."

More important, he said, communication between Pelican Bay and the street has been hindered.

"Communication is their biggest problem right now, and a lot of what they're communicating is not getting where they want it."

So, how is it that the sheriff dept. can do something that the judge claims he will not allow??? Judge, who is in control of this mess, the Hilton family and their lawyers or you???? I am not really surprised. Now all the 10 and 11-year-old girls who want to grow up to be heiresses (or, like one I know, go to school to design pet clothing) will have an idea of how the justice system works.

I doubt there's a regular reader of this blog that does'nt agree with TJ's synopsis that EME is comprised of ruthless, self-serving manipulators. Hopefully their covers will get pulled further, and their underbelly will eventually expose itself to eradication. All the dynamics that make their venture succeed can, with any luck, serve to destroy them. The first step is already in motion: THEY ARE ALREADY IN CUSTODY.
The forces of good and righteous intent has all day to form a plan for transposing these young intellects towards a more positive direction. It's probable the paid political mouthpieces are'nt going to bring anything to the table but more of the same rehash.

About that ankle bracelet for Paris Hilton: Is it designer, I hope?

My guess is that by the time you finish reading this, Hilton will have an entire line of home-confinement jewelry on the market.

Thanks to Los Angeles County Sheriff Lee Baca's generous release program, Hilton did slightly more than three days of a 45-day sentence for driving without a license after it had been suspended because she drove under the influence.

It seems like only yesterday that Baca spokesman Steve Whitmore was telling me her crime and sentence were a serious matter, and the professional party girl was expected to serve at least 23 days.

But that was before reports of a serious medical condition.

I'm not sure what was ailing Hilton, but I have to assume it was something more serious than a bad reaction to a bologna sandwich. I attended a parole hearing just last week for an L.A. County Jail inmate who served eight months for stealing a lightbulb despite having cancer, AIDS and dementia.

TMZ.com said the sheriff released Hilton because she "was in peril of having a nervous breakdown."

This was after discovering they didn't have any toenail polish.

"I want to thank the Los Angeles County Sheriff's Department and staff ... for treating me fairly and professionally," Hilton said in a statement.

Thank them?

She should have "I love Lee Baca" engraved on the ankle bracelet.

"I'm going to serve the remaining 40 days of my sentence," said the professional celebrity.

Yeah, while working on that new jewelry line, if not a book on how serving hard time changed her life.

"I have learned a great deal from this ordeal," Hilton's statement continued.

What, you ask?

1. Sheriff Baca is amazing!

2. I can probably push Lindsay Lohan in front of a bus and be out of jail in two weeks.

David Cervantes was raised in Chino. His family moved to Selma in the early-1960's when he was just a puppy. His previous street moniker was "Happy from Selma" until he later dropped the "Happy" and was just David.

Tijuana Jailer, maybe the Mayates were into the blame Whitey card but I don't remember during my gangster years or even doing time ever "blaming WHitey" for our predicament. There were many "whiteys" from the different varrios that suffered our same fate, and many institutions and staff in those days were "Black Oriented", and the Chicano's and gavachos seemed always at the end of the gravy train. The mayates always got preferential treatment, especially if they worked the lambe culo ploy (which they seemed to have a talent for!)

Doesn't mean us Chicano's weren't aware of White Man racism because in my day it was very obvious and in your face any time you left the Mexican American varrios.
On many occasions I and other Chicano's were stopped while in Glendale or East Pasadena or other places and questioned about why we were there or what one was doing, the old infamous "Sundown laws" (Get out of town before sundown greaser!), sometimes being arrested for bullshit charges like jaywalking, suspicion of one thing or another.
I recall being arrested by the LA SHeriffs in Altadena for having a "concealed weapon", which was a school pencil I had in my pants pocket.
You know the routine, Tijuas, but we seemed to be more conscious of the "Class or Economic prejudice" rather than a "blame whitey" attitude.
Little story to illustrate what I mean by prejucice in those days.

Early 60's, bunch of us from the neighborhood (6) were cruising down Colorado Blvd. in Eagle Rock,(which was lily white in those days), on our way to a party in Pasadena, the car a beautiful, low, fine 55 Chevy, belonged to one of the homeboys "Willie" who himself was a gavacho from the neighborhood.
We stop at "Bob's Bigboy" for a hamburger and immediately are confronted by some whiteboys there.
We almost get into a beef there on the spot but agree to meet at closeby Yosemite Playground to settle this shit.
We eat our burgers, the "Paddy's" had taken off, So about a half hour later we decide to cruise on down to Yosemite Playground, but when we pull into the parking lot we are immediately surrounded by about 50 gavachos who come out of the dark and surround the car. We were about 16, 17, 18 yrs old at the time but many of these Gavachos we found out later were football player's from Glendale College.
They start yelling "Kill the Pachucos!" and start hitting Willies 55 with baseball bats and shit.
Willie guns the engine and we get to the other side of the parking lot but are trapped, and we all jump out and take off running down the street being chased by these guys with bats.
(by the way, they turned Willies 55 over, broke out all the windows and tried to burn it, fucked it up bad)
We are running for our lives and fighting these guys off, I and another homeboy run into the backyard of a house and climb up a wooden ladder to the roof of a shed.

Anyway we thought they were dead meat cause they were surrounded and bats and shit were swinging all over.
To our surprise watching this from the rooftop (and throwing bricks!) the crowd of attackers back up, there are 3 or 4 guys on the ground and a bunch of them are screaming, Joe Bonzalli has a 6" knife and the other homeboy has a long screwdriver in his hand and both are sticking these guys as fast as they can move. (Eleven of them end up in the hospital, one had his lung removed )
The police show up and arrest all six of us at gunpoint, they had us handcuffed in the back of the squad cars and beat our ass's with billy clubs all the way to the Highland Park Police Station.
Not one of those Glendale College Football players was arrested and the next day on the front page of the Glendale Newspaper was the headline
"Local Youth's hospitalized after being attacked by Pachuco's"

Maybe we just didn't get it but we didn't go to the "WHitey card" then, it was more about rich vs poor as I recall.

Screaming Paris Hilton Sent Back to Jail.
LOS ANGELES (AP) - 0607xhiltonwrap Screaming and crying, Paris Hilton was escorted out of a courtroom and back to jail Friday after a judge ruled that she must serve out her entire 45-day sentence behind bars rather than in her Hollywood Hills home.
"It's not right!" shouted the weeping Hilton, who violated her parole in a reckless driving case. "Mom!" she called out to her mother in the audience.

Hilton, who was brought to court in handcuffs in a sheriff's car, came into the courtroom disheveled and weeping, hair askew, sans makeup, wearing a gray fuzzy sweatshirt over slacks.

She cried throughout the hearing, her body shook constantly and she dabbed at her eyes. Several times she turned to her parents, seated behind her in the courtroom, and mouthed, "I love you."

Superior Court Judge Michael T. Sauer was calm but apparently irked by the morning's developments. He said he had left the courthouse Thursday night having signed an order for Hilton to appear for the hearing.

When he got in his car early Friday, he said, he heard a radio report that he had approved Hilton's participation in the hearing by telephone, but he had not.

"I at no time condoned the actions of the sheriff and at no time told him I approved the actions," he said of the decision to release Hilton from jail after three days.

"At no time did I approve the defendant being released from custody to her home on Kings Road," Sauer said.

when i was growing up in gdale you were considered a criminal for just being latino, so joining the gang was one of the ways to get back your pride and self respect by standing up to the system, at least thats what i thought when i was joining,

To the guy who say's there were more blacks thens locals in Mexico city back in the day is on crack. It's just not possible. Brazil had the most slaves of any nation in the America's at that time. Sure Mexico had their share but it was much smaller compared to parts of Central and South America and the U.S. Like someone mentioned before along the Altantic coast side of Mexico is where you'll find the blacks. As for the whole Aztec thing, to say they were the lamest of the tribes is just stupid, come on, look at some of the engineering feets they did with building etc.

And yes 90% of Mexicans are of mixed European and Indian blood. Some have more of one blood then the other. You can always tell a pure Indian, they don't have the facial hair, they have that baby face look, normally very short and a different skin color/tone as well. Not all Mexican's have Spanish, some have Irish, Basque, Scottish, Welsh and French as well. The former President FOX had some Irish in him someplace with that last name.

When I was a kid, I didn't even know the names of the cities that existed north of Highland Park. In a blue moon, we would take a weekend trip to visit an aunt in Highland Park, it was like a vacation to another part of California ese.
In those days, Highland Park mexicanos kids would sit around and ask us all about the gang violence in Southeast LA. In all truth and no bullshit, those kids were good kids that could not handle a thug from Watts, Lynwood or Compton. We were in a different ballgame, class, and dress attire. Wally, whenever I read or hear about an EME member or associate sent on a mission to off their best friend, or when I hear about an idiot like this coward from Los Nietos beating a 5-year old, I can't help but come to the conclusion that the EME is cutting it's own throat. Some members and associates are not going to accept the sould-wrenching task of snuffing their best friend or an innocent bystander; therefore they are being "forced" into debriefing and in turn they are going to take down several other members and associates and weaken it's structure and loyalty. Now how retarded is that? Are they out to cut their own throat or that of their enemies? No wonder the EME, as Brian Harris puts it, is in a state of chaos. I would think that there are better ways for the EME to handle it's business without forcing it's members or associates to debrief because they refuse to carry out an order that strips them of their remaining humanity and sense of self-worth. The EME and other prison gangs need to understand that it takes much bigger nuts to debrief and go up against an entire prison gang than it does to snuff out your best friend or an innocent bystander they deem expandable. Until these so-called "shotcallers" get this fact thru their skulls, they will contintue to slit their own throats, much to the delight of law-enforcement and law-abiding citizens who just want to raise a family.
