SNITCHES, STANLEY AND REDEMPTION.
On the day that Stanley Williams will be available for viewing I'll forward my not-all-that-original theory that he'd be alive today if he had only come clean and debriefed.

Stanley defenders claim that he should have been spared because he supposedly reduced violence and saved lives. The problem with that claim is that it's purely anecdotal. There's no hard evidence to actually back that assertion.

Now let's take an example from recent history. Specifically the Metro Task Force and the debriefed dropouts that became CIs in that investigation. Thanks to CIs, in a brief period between January 1994 and April of that same year, CIs were credited with saving the lives of at least 13 people and probably a lot more. These targets were mostly other homies and carnals but there were a lot of innocent victims as well.

Here's a quick rundown. When Frankie B. was up on murder charges, a certain party put a witness to that murder in the hat. Thanks to a CI, Pomona cops swooped in and put the witness someplace safe.

When all of Big Hazard was greenlighted, every Hazard had a target on his back. The LAPD did a lot of stuff against Hazard that looked like enforcement and harrassment to the uninformed but what they were really doing was showing the flag and keeping the shooters out of the neighborhood. Lives saved? More than a few. They couldn't save them all, though.

When two El Monte Flores homies were put in the hat for suspicion of killing Joker Flores, the son-in-law of a carnal, a CI talked and the two homies were snatched off the street by El Monte PD and tucked away someplace safe.

When Night Owl Castro volunteered to hit a tax resister, a CI came forward and Castro was quickly arrested on out of state warrants.

After China Boy took one in the chest from Hazard while enforcing the tax code, four Hazards were put in the hat. A CI came forward and the four homies were "made safe" by LAPD CRASH.

Last item. The night that E.J. Olmos threw a party to celebrate the airing of a documentary on the making of American Me, a couple of brothers had gathered up weapons and soldiers and were planning a live fire exercise. A CI revealed the plan and the drive-by never happened. Lives saved? Who can say.

This is not anecdotal. This is verifiable material to which names, dates and proof can be attached. So while it's fashionable in some circles to say that Snitches belong in Ditches, it's also fairly obvious that Snitches can keep people (gangsters and civilians alike) out of ditches. The fact is that more than a few people are walking around today who owe their lives to snitches and don't even know it. Ironically, you can bet that some of those people probably have a very low opinion of snitches.

If Williams had had even a smattering of "saves" like the few mentioned above, chances are the arguments to spare him would have found more sympathy with the Gov. Hell, there probably would have been a few cops and prosecutors who would have signed affidavits testifying to his having saved lives. As it turned out, Williams decided to stay gangster to the end. He chose to be a dead martyr instead of a live snitch. It was his call.

Riding a wave of migration from Mexico and Central America, a handful of California street gangs have arrived in many Chicago suburbs.

Four gangs in particular ÷ 18th Street, Surenos 13's, Nortenos 14's and Mara Salvatrucha ÷ can now be found in nearly two dozen Chicago-area communities, large and small.

In the past two years, California gang members have been fingered in shootings or stabbings in Elgin, Joliet, West Chicago, Addison, Franklin Park and Bensenville.

Some gang experts worry they eventually may make a push into Chicago, particularly on the Southwest Side, in the neighborhoods around Midway Airport.

Already, 68,000 gang members have staked out turf here. Blending in among the Chicago area's established street gangs now, these California newcomers are a curiosity of sorts.

They're not organized, but their members keep popping up throughout the region.

"We're seeing them everywhere," said Paul Marchese, supervisor of DuPage County's gang prosecution unit. "They've come to do more of the things traditional street gangs do, shootings and violent crimes in general."

Police differ on the significance of their presence here, but the potential for conflict may rise as their numbers grow.

Joe Sparks, a recently retired gang investigator for Chicago police, said he believes the California gangs are waiting for an opportunity.

He sees their arrival in the city as inevitable.

"They're blending in with our gangs," said Sparks, who's been consulting with the Chicago Police Academy about the issue. "The (Surenos) 13's, once they get enough numbers, they could make a move."

The Surenos 13's are allied with the Mexican Mafia, California's largest prison gang. They have a decades-long, violent rivalry with the Nortenos 14's.

With roots in Mexico and ties to Mexican and Colombian drug cartels, 18th Street is considered the largest street gang in Los Angeles, numbering between 15,000 and 20,000, authorities said.

And Mara Salvatrucha could be especially dangerous for police, gang experts say. Most hard-core members are former guerrilla soldiers from Central America with extensive training in weapons and warfare tactics.

"They're a force to be reckoned with," said West Chicago police Cmdr. Bruce Malkin, who's been studying California gangs for several years and doing yearly presentations about them at police conferences.

Fierce enmity

A rivalry has raged between the Surenos 13's and Nortenos 14's for decades, dating back to their fight to control the prisons in Michoacan, Mexico.

Through migration to the United States, these gangs brought their violent battles and involvement in drug trafficking to California and the Midwest.Norteno 14's have been found in North Chicago, West Chicago, Aurora, Cary, Crystal Lake, Elgin, Palatine, Schaumburg, Streamwood and Woodstock, police said.

Surenos 13's have been found in 14 suburbs, police said, ranging from Joliet to Carol Stream to Round Lake Beach and Waukegan.

18th Street factions have been found in West Chicago, Aurora, Woodridge, Downers Grove and Naperville.In the early 1990s, a massive recruitment effort helped 18th Street expand into 15 states, said the National Alliance of Gang Investigators Associations, a cooperative network of police officials that helps communities with emerging gang problems.

The gang's primary business is national and international drug trafficking, and high-ranking members have close ties to Mexican and Colombian drug cartels, the NAGIA said.

Mara Salvatrucha, also known as MS-13, formed in Los Angeles during the 1980s as Central Americans fled a bloody civil war in El Salvador.

Facing crackdowns today in their base countries of Honduras, El Salvador, Guatemala and Ecuador, MS-13 members have spread into Mexico and the United States.

At last estimate, MS-13 had more than 8,000 members in 27 states and the District of Columbia.

MS-13 members generally show no fear of law enforcement, the NAGIA warns. The gang's members are known to booby-trap their stash houses with grenades, and MS-13 has been implicated in the execution of three federal agents and the shootings of several other police officers throughout the country.

A bitter rivalry exists between MS-13 and 18th Street members.

"The Mexicans and El Salvadorans don't get along," said Lina Presley, a member of the National Major Gang Task Force. "You're talking about oil and water here."

Neither city or suburban police have reported a widespread presence of MS-13 members, although the NAGIA said they are present in Illinois.

New challenge for Chicago police

A foray by California gangs into Chicago could present the Chicago police department's new gang intelligence unit with a significant challenge.

Chicago police said they're aware of the California gangs, but they do not believe they pose a problem ÷ yet.

"Our sense is that they're not making serious efforts to enter into Chicago," police spokesman David Bayless said. "Our gang intelligence unit and deployment operations center keeps an eye on them, as they do all gangs."

In 2003, about 42 percent of the city's murders were gang-related.

Bayless said police are focusing on gangs currently operating in Chicago.

"We're beefing up our information-gathering efforts," he said, "and if information becomes available that (California gangs) are operating in Chicago, we'll take the necessary steps."

Some police officials doubt the California gangs can challenge Chicago gangs for supremacy.

But other experts note the gangs have already become a force in Boston; Seattle; Washington, D.C.; Charlotte, N.C.; and New York.

"Chicago's not immune. A lot of officers underestimate these groups," said Gabe Morales, executive director of Gang Prevention Services in Seattle and president of the International Latino Gang Investigators Association.

"They're not going to do it out in the open and start a war. They'll go in areas where the Latin Kings or Gangster Disciples aren't strong, bring in their soldiers, then intrude on areas where they think they are weak."

This is no different than the Crips/Bloods moving to middle America during the mid 80's.
They went to a whole lot of smaller cities: Omaha, Denver, Wichita, Little Rock, Seattle, Portland, etc. It's inevitable you can't stop it. People are free to immigrate. California's long term history will be that of the birthplace of the nations gang problem. New York gangs and Chicago gangs are pretty much geographically isolated, but ours sure as hell spread.

I just watched a music video yesterday. It was Warren G's "Get You Down, Part II". The song, allthough dedicated to New Orleans, is obviously about the Black vs. Brown beef on the streets of Los Angeles today.

The song features, along with Warren G; Ice Cube, B Real of Cypress Hill , and Snoop Dogg. Ice Cube's verse seems to be the most in depth, hinting toward law enforcement's potential role in the Black vs. Brown drama. I've absolutely scoured the internet to try to find the lyrics to this song, which, again, is a remix of the original song done by just Warren G and B Real. If anyone has them, please post them, or mail them to Wally to see if he has an opinion on it.

The song is over a sample of War's 'Don't let no one get you down', and one of the members of War is singing the hook in the video.

I saw it on Comcast cable's 'on demand', under MusicChoice, 'r&b and hip hop'. I don't know if all regions have the same videos available. Anyhow, try and check it out. And, those of you that have any kind of personal experience witht the Black and Brown gang war, on both sides of the law, let us know what you think of it.

What would give Ice Cube the idea that law enforcement, and, especially, those who set policy for law enforcement, would be sinister enough to sit back and laugh while Black and Mexican gang members practically slaughter each other on the streets of L.A., which is basically what he sais in the song?

I have read that after the Rampart scandals, the L.A.P.D. has taken a more laxed approach to gang enforcement to avoid lawsuits, and it's obvious that many gang members are taking advantage of this.

Maybe Ice Cube doesn't know this?

Or, maybe he does, and isn't buying that that's the reason why there isn't enough being done by the City to bring peace between Blacks and Mexicans?

I've been a fan of Ice Cube since I was a kid. But I believe he's been wrong about some things, and right about others. He's obviously gotten a lot more commercial through the years, as he was extremely militant when he first went solo after leaving N.W.A. His verse in 'Get You Down II', however, was reminiscent of his old militant style; Blaming the establishment for gang violence, more than the gang members themselves.

My take is this, Ice Cube knows more than I do about this topic. But, so does any cop or journalist from the L.A. region, or any gangster from Los Angeles who may disagree with Ice Cube's take, for that matter.

Just wanted to throw it out there.

That's just the way it is: Once upon a time there was a unity in the pen. It rose out of common bondage. "We're all cons here".. It could'nt ever be complete, because face it, we aint all the same. We may be created equal but our cultures do'nt always mesh, so the lines got drawn.. The man (there I said it again- and I aint talkin about "liberal judges") sought to clearly define these lines, and they manipulated those lines. The dynamic is basic: divide and conquer, because a unified population (something virtually unimaginable nowadays) would be clearly beyond their ability to control. Hence they enabled and perpetuated the formation of predatory units (gangs).. It's purely speculative, but I contend that they supplied or suggested through their own means, the structure of these new domains that being old school dago mafia, boss of bosses, etc..
Once the seeds were planted the organism had a mind of its own (rather thought it did).. This dumbassed white boy did an early CA B# back when the whole phenom was engendered. Me and my boys functioned just fine, retained our manhood, worked out, educated ourselves,even programmed to a degree if it was positive. We did'nt have to fear any group because we posed no threat, and there really were'nt any sets unless it'd be what we just called "the nazis", and they just tolerated us because they contended we were just a "buncha crazy hippies", and these poor fuggerz had'nt witnessed the streets since James Dean made his last movie..I'm not saying it was Oktoberfest, but if you did your own number,gambled for cigarettes you already owned, and smuggled your own drugs, you stood a good chance of walking..

Now I know I'm prone to get jumped by whoever this right wing clown is. I personally think he's probably a C.O. with some rank or a twisted sense of politics. The one who parrots Anne Coulter and resonates like a clearcut Karl Rove spin doctor extraordinaire..Frankly Scaralotta I do'nt give a damn. Nope - No SHU @ Corcoran or Pelican Bay. I tol you I did an early B#. It was in the late 60's early 70's and those pens were'nt even built yet. Folsom had a hole. Q had the Ad Center, Soledad had O Wing and that was most of the solitary in the State. But howz come you're bustin my chops? I'm self-educated, read a lot, and am 10 yrs from retirement. The point of my post was merely citing a time that lacked a lot of tension. It's nostalgia, dude, nuthin more. That was a nice post. Not only did you explain your situation pre-dating the SHU you defended your position nicely. Busting your "Chops" wasn't the intended result, however it might have come across, since so many here post up trash talk, but you implying that you "Were gonna get jumped by a right wing clown SUGGESTED you were taking up sides against the cameradas here. I can't speak to the 80% Iraqi's voting stuff, however I will speak to the gava's that roll over in SHU. Something reached out about what you had said and SCREAMED "DEBRIEFED" in your original posts, and most of us have at one time or another had a gava in our campo la tierra de los perdidos!

We can't speak to the "Left-View" of things on this board, to each his own. It's a free society protected by our 1st amendment rights. You articulate your position well enough to warrant respect. Numerous, mysterious, and now spreading fast in the United States

IN THE back courtyard of a deserted wreck of a house on the outskirts of San Salvador, El Salvador's capital, a group of young men is gathered. One sleeps on a couch without cushions, under a bare light bulb, as his friends talk. Many are covered with tattoos from their forearms to their faces, marking them to all eyes as gang members. Each tattoo contains a code and tells a story. A trinity of three dots, for example, means hospital, prison and the graveyard, the three possible ends for a gangster.

These young men belong to the largest criminal network in the Americas, and one of the largest in the world. Besides an estimated 25,000 members in El Salvador, there are comparable numbers in Guatemala, Honduras and the United States. The distinctive graffiti found scrawled in Central America are indistinguishable from those in the barrios of Los Angeles—and as far east, these days, as the suburbs of Washington, DC.

Where traditional organised crime, such as the Colombian or Mexican drug “cartels”, tends to be organised in small, elite groups, this network, based round gangs, is larger and more diffuse. Its business is extortion and drug-trafficking. In El Salvador, Guatemala and Honduras it accounts for between 20% and 50% of all violent crime. In the United States, authorities believe members are responsible for much of the smuggling of people and goods across the border with Mexico.

Two maras, or gangs, are involved, Mara 18 and Mara Salvatrucha. Though they are bitter rivals, their methods and interests are the same. To some observers, their members are as much a threat to America as al-Qaeda. Indeed, links have been suspected, though there is no evidence for them. The FBI has struggled fruitlessly to convince Americans that one particular meeting between Adnan G. El Shukrijumah, an al-Qaeda lieutenant, and members of Mara Salvatrucha is pure myth. One recent Republican candidate for governor of Virginia made that “meeting” a cornerstone of his stump speech against crime.

More realistically, the maras are feared for their fast-growing numbers, their reputation for unusual violence (in Central America, beheadings are not unheard of as a means of execution) and their appearance in new, far-flung areas of the United States. California has been dealing with the gangs for over 20 years, but as Chris Swecker, assistant director of the FBI, told a congressional hearing on the maras in 2005, mareros have now migrated and proliferated “in many smaller, suburban and rural areas not accustomed to gang activity and related crimes.” In 2003 Brenda Paz, a pregnant 17-year-old federal witness, was found stabbed to death on the banks of the Shenandoah river in deepest Virginia.

Yet the young men in the courtyard in San Salvador, members of Mara 18, or the 18th Street Gang, do not look threatening at all. They seem abject and scared. Not only are they unemployable, but they can no longer walk openly in the street outside their neighbourhood. A series of tough laws passed over the past few years has stiffened penalties even for belonging to a gang (although some provisions were struck down in court as unconstitutional), and police have adopted a get-tough policy which, even if it has not succeeded in reducing crime, has at least frightened gang members. Their new tattoos are in not-very-noticeable places. “We have lost the right to exist,” says 19-year-old Oscar.

How dangerous is the phenomenon they are a part of? Neither Mara 18 nor Mara Salvatrucha (also known as MS-13) is well understood. The origins of both are shrouded in disagreement. Gang members themselves do not keep a history or, if they do, do not share it with outsiders. Some police say the gangs were founded in El Salvador in the 1970s or earlier. Others say they sprang out of the Salvadoran immigrant community in central Los Angeles in the early 1980s. Salvatrucha may have been founded by a group who had been kicked out of Mara 18, which was run at first by Mexican immigrants in Los Angeles. Alternatively, Mara 18 was founded by a group of renegade Salvatruchas.

Some experts claim that both have developed command and control structures. Some say that their component “cliques”, which range from ten to 100 gang members, function as franchises; others insist that they are not very organised at all. Certainly the movement of money within the gangs seems mysterious. Both gangs extort from small businesses, taxi drivers, homeowners—almost anyone passing through their neighbourhoods. Both sell drugs. These are both highly lucrative enterprises. But most members seem to be poor.

One American official in Guatemala estimates that in Villanueva, a suburb of Guatemala City, gangs pull in at least $100,000 a week. He assumes that much of this money must be sent to the United States, since gang members in Guatemala, as in El Salvador, appear to be living on the edge of subsistence. But Jody Weis, an agent with the FBI in Los Angeles, says that gang members there are poor, too, and suspects they are sending money to Central America. Anyone who tries to “follow the money” is soon lost. But it is likely that the maras are making much less than the authorities believe.



Unequal shares
According to Oscar, the marero in San Salvador, the mara is like a family. Members take care of each other and retaliate if attacked, but nothing more. According to Salvadoran police officials, any marero with tattoos must have murdered someone in an initiation rite. Oscar and his friends clearly live on the margins of society; but they do not look much like murderers.

Nonetheless, a lot of murders happen. The murder rate in 2004 was 46 per 100,000 people in Honduras; in El Salvador it was 41, in Guatemala 35. In the United States, by contrast, it was 5.7, with the Mexican rate roughly double that. El Salvador and Guatemala are both still recovering from the legacy of decades-long civil war—one possible explanation for the high rate of violence. Honduras, the country worst affected, suffered a “dirty war” in the 1980s. But Nicaragua, which also suffered a long civil war, does not have comparable gang problems. Maras are not widespread in Belize, in Costa Rica, or in Panama. Why El Salvador, Guatemala and Honduras have tens of thousands of mareros, and their neighbours almost none, is a mystery that no one can answer.

The only consensus among the authorities is that things are getting worse, and that this deterioration has been particularly pronounced over the past four to five years. José Miguel Cruz of the University of Central America, in San Salvador, ascribes this to the get-tough policies of the government. Mareros clapped in jail have had nothing to do but organise, and so the gangs have became stronger and more violent. The first 11 months of 2005 saw 23% more murders in El Salvador than in all of 2004. Comparable increases have been seen in Honduras and Guatemala. Mr Cruz also points out, anecdotally, that of 20 gang members he enrolled in a long-term study in 1996, only five are still alive.

This rise in violence is having a serious impact on Central American economies. According to a study by the United Nations Development Programme (UNDP), the cost of violence to El Salvador in 2003 was $1.7 billion, equivalent to 11.5% of GDP. The Inter-American Development Bank is even more pessimistic, estimating that the per capita GDP of the region would be 25% higher if the rates of violence were no worse than the world average. Furthermore, because the rich have private security—an economic cost in itself—extortion, which can be as little as a few dollars per person per week, most affects those who can least afford it, stunting economic growth and reinforcing persistent inequality. Guatemala has one of the widest gaps between rich and poor in the world.

Of the countries with large numbers of mareros, the best equipped to deal with the problem is the United States. But although there is a certain amount of co-operation, particularly with El Salvador, American policy tends to make the problem worse for its neighbours.

According to Kevin Kozak of the Immigration and Customs Enforcement (ICE) agency, 30% of gang members picked up by his agency in America are arrested and criminal charges are placed against them. But the other 70% are deported. There is no alternative; they are in the United States illegally, but evidence does not exist to prosecute them for any specific crime. Each week, therefore, dozens of gangsters are flown out by the American government on private jets and released on to the streets of Central America.

To some extent, this process is now co-ordinated with Central American governments. But it is awkward. Officials in El Salvador say they cannot ask the United States to stop the deportations, but nor can they cope with them on any large scale. If even a self-admitted gang member gets off a plane in San Salvador or Tegucigalpa, but there is no evidence to try him for a crime, he has to be allowed to walk free.

The relatively new anti-gang laws in El Salvador and Honduras do not include versions of America's witness-protection programme or its anti-racketeering laws, which allow suspects to be charged with conspiracy to commit a criminal act, rather than the act itself. In most cases, therefore, the marero freshly deported from Los Angeles is free to organise on his home turf—with all the prestige, preparedness and sophistication he has picked up in the United States.

In the United States itself, says Mr Weis of the FBI, law-enforcement authorities are now trying to use techniques developed against the Sicilian Mafia to fight the maras. However, to get an indictment, evidence is needed. And even with a witness-protection programme in place, it is very difficult to find informants. Typically, the FBI manages to recruit as informants roughly one in three of the people it approaches. With the Salvatruchas, says Mr Weis, the number is closer to one in 20.



Off the street, on the web
The gangs he encounters are also organised and sophisticated. They use throwaway mobile phones, which are essentially untraceable, and keep in touch on the internet. (Mara 18 maintains a website at www.xv3gang.com; Salvatrucha's website has been offline recently.) Frank Flores, head of the Hollywood sector of the anti-gang task-force of the Los Angeles Police Department (LAPD), points out that the maras now rarely deal drugs on the street in Los Angeles. They give that dirty work to immigrants whom they have brought to the country illegally, men who are ignorant both of the gang's structure and of its members' identities, and use them much like indentured servants. If they are caught, the gang is not compromised; if they are not, the revenue continues to come in.

America's campaign against these gangs is less organised than one might suppose. The various agencies involved—the FBI, ICE and local police departments—co-operate to some degree. An operation called Community Shield, led by ICE and enforced by the LAPD and the New York Police Department, led to the arrest of 103 Salvatruchas in February and March 2005 and another 582 gang members last August. However, information-sharing leaves much to be desired.

Mr Flores is proud of Calgangs, a database which uses digital photographs and other information to track gang members; but national law-enforcement officers have no access to it. Calgangs stores the details of 928 Salvatruchas, a tiny fraction of the estimated size of the gang; and more information sits, unread, on file-cards in cabinets in Mr Flores's office. He lacks the staff to sort through it. Moreover, of the four detectives in the anti-gang task-force, only two speak Spanish. Of the 12 uniformed officers, only one does.

This is in Los Angeles—a city where the maras arguably originated, and which has a large Latino population. Local police elsewhere in the United States are even less prepared to deal with the maras, says Mr Flores, who has been teaching police in other jurisdictions about the gangs. The Washington, DC area, which has the second-largest concentration of maras in the country, is approximately where Los Angeles was ten years ago, says Mr Flores. Everywhere, the statistics on gang-related crime are not remotely reliable. The same fear that makes it difficult to recruit informants means that most gang crime goes unreported.

At least, in the United States, the arrests that are made may make some small difference. The gangs continue to organise in prison, but jailhouse murders are relatively rare, and the state retains some control over the penal system. In Central America, that is not the case. In 2005, says Douglas Omar García Funes, subdirector of investigations for the Salvadorean national police, an average of two to three mareros were killed in jail each day. In October 16 escaped, a typical number. The gangs, says Mr Funes, dominate the jails.

The warden of Tonacatepeque, a youth prison (with inmates aged 13 to 24), agrees with him. Although the prison is surrounded by an imposing 20-foot fence, and the warden claims his methods are more or less effective, he admits that the gang structure exists unchanged inside the prison. When he wants to search the cells, all the inmates are led out to a field in their underwear in the early morning, as he would not risk a search with inmates present for fear of losing control. Beat Rohr of the UNDP puts it more plainly: “The jails are nothing more than schools of crime.”

Indeed, across the affected Central American countries, the prisons are often segregated between the two rival maras, as authorities have been unable to keep control when members of both gangs are under the same roof. In August 2005, a long-standing truce between the Salvatruchas and Mara 18 in Guatemala—holding even though the two were still at odds in El Salvador and Honduras—was broken when at least 35 Mara 18 members were killed by Salvatruchas in a co-ordinated effort across several Guatemalan jails.

“We cannot”, says Paul Vernon of the LAPD, “arrest ourselves out of the gang problem.” This is something that the Guatemalan and Salvadorean governments have yet to realise. The victory of Manuel Zelaya in November's elections in Honduras is a good sign; Mr Zelaya was less prone to get-tough rhetoric than his opponent. Honduras has had perhaps both the worst attacks by maras and the heaviest-handed anti-maras efforts. In December 2004 a bus was attacked, and all 28 people on it murdered; the assault was thought to be, at least in part, payback for a mysterious prison fire earlier in the year in which over 100 Salvatruchas burned to death.



A better life
Gang violence in Central America is unlikely to wane in the near future. Police resources are stretched or non-existent. Rehabilitation programmes are tiny and, according to one Salvadoran official involved in the small pilot programmes, have at best a 30% success rate. Jails are stuffed to almost twice their capacity in El Salvador, and will probably remain so. Despite good intentions on all sides, effective co-operation among law-enforcement agencies—the sharing of databases, for instance—is not on the horizon. No country even has a comprehensive database of who is who among the gangsters. As police dither, the gangs also grow stronger up and down the United States.

The only real hope is that economic growth will eventually lift El Salvador, Guatemala and Honduras out of their poverty and so reduce the incentives for joining gangs. Oscar, the Salvadorean marero, says he would prefer to get a regular job rather than be in a criminal gang any more. But with gang violence itself acting as a brake on his country's growth, the prospect seems dim.

As requested by "Tijuanero" ,feedback on "Mundo's" historia.
After reading "Mundo Mendoza's' story on DVD, which I found to be excellent and historically (my epocha also), factual, I just had a couple of questions and maybe some small, critical yet
constructive criticisms for Mundo.

The timing and the rhythm of his story was great reading overall except when he "turns" in the Kern County Jail. The transformation is kind of rushed and vague to me. It needed to be more descriptive to the reader I feel, especially after the cold and calculated executions of the two NF carnals, with a sock stuffed in ones mouth and the studied almost scientific stabbing in the most lethal area of the back with a pair of scissors, then to be affected so suddenly and dramatically by a group of evangelists?? (by the way the photos were chilling and descriptive, the dead NF vato wearing V8's chonies was something an "LA vato loco" would never be caught dead with, no pun intended, an LA Carnal only wore boxer shorts!)
And after his conversion, the fact that he still masterminds the hit on the Long Beach mechanic, and worst of all has his carnalito "Angel" involved was suspect and not properly explained.

It seemed, and maybe I'm wrong, that Mundo's relationship with "Robot" was a factor in his rolling over. I can understand this as "Robot" was a sharp,tough, not to be fucked with, politician who seemed to really get under Mundo's skin.
Hope this helps the cause and I have more opinions and suggestions if warranted.

There is so much that is NOT covered in Mundo's CD and questions that are not answered to the 'inquiring mind'. Can you imagine the size of the book it would take to contain just the raw CD information you just read??

Theories will always abound as to why Mundo turned and they all sound plausible. From my observations, one thing seems clear: his desire to leave the EME had nothing to do with his track record as a soldier nor his relationship with any of his carnales, including Robot.

Sailor and Mundo had a brief problem with Robot (especially in 1975) for not performing his share of hits on the outside during that period of time (late-1975).

In an interview with Sailor, Mundo "forced" Robot to accompany them in the execution of a newly discovered FBI informant. The .45 jammed on Robot and Mundo finished the job in that instance. This hit is not in Mundo's book. There are several others that are omitted as well (legal reasons??).

In a subsequent event, the three went to a Holiday Inn in Commerce to hit a target. Mundo literally put a gun in Robot's hand and accompanied him to the target's room. In this case, the intended victim had already made a successful escape!

As related to me by Sailor, and later confirmed by Mundo, it wasn't that they didn't think Robot lacked what it took to perform.

Mundo resented the treatment of EME members by Robot - as if they were underlings and Robot would dispatch them to perform work that he should have been a part of.

He was giving Robot a "taste of his own medicine" by challenging him to perform and offering to accompany him.

With those exceptions (which I viewed as minor power skirmishes), Mundo and Robot were pretty much on the same page.

It was Mundo who actually diffused an EME incident in which both "Wito" Marquez and Robot nearly got into a "shooting match", with each going for their guns over Wito's disapproval of Robot demanding to take the proceeds of a drug ripoff that was to take place (in 1975).

Later, in 1977, Sailor was discouraged by both Alfie and Mundo from hitting Robot over his alleged "misappropriation of EME funds". More politics. At this point, Mundo was undercover, having already "turned" in Bakersfield.

As to Mundo's conversion. It was what it was: a desire to change the course of his life and the Christian visitors touched his heart. This may not make for exciting reading but that's how it came down.

He was in very high esteem with his EME carnales to the point that Alfie Sosa executed a bailbondsman in Hayward (James Catrina) and donated the proceeds to Mundo and Sailor's defense. Robot praised Mundo and Sailor whenever he met with his carnales on the outside.

While working undercover, Mundo actually came into contact much more with Joe Morgan than with Robot. When Robot was remanded into custody following Armando "Mandi" Varela's arrest, he had his own cases to worry about.

Mundo was more concerned about his relationship with Joe (again, while working undercover) as he was one of a handful of people that knew his (Joe's) whereabouts.

When Joe was arrested on the fugitive warrant and gun beef in the South Bay, Mundo was extremely wary that he might become a suspect and proceeded to organize the Signal Hill hit (with his brother Angel involved) to divert any possible heat from him.

Of course, he never shared this with us in LE until AFTER the Bakersfield murders were reopened and he came to us with the deal to testify in exchange for transactional immunity (which we had to give him).

His final and complete break with the EME was official when he was remanded to custody in May-1978 for the Bakersfield murders. He later paroled from Tehachapi, where he was housed in protective custody.

Don Q, maybe you would have preferred a better ending to Mundo's story than wimping out to some street Christians?

Mundo had absolutely no assistance in the writing of this story and we will never read it again like you just did. It was the raw version; he pulled no punches; and, when it gets into book form, it will be condensed to meet that literary format that we will have many many more questions to ask with no real answers forthcoming, I'm afraid.

The dude told it like it was and we confirmed everything we were able to verify with our own intelligence.

He had a strong bond with his EME brothers when he was "active". He was especially close with Sailor, Joe, Alfie Sosa and Robot. They were actually referred to (by us in LE) as the "inner circle" at one point.

I got a kick out of your comment about the underwear. Say, why are you checking out men's calzones so closely? (just kidding) You offer a very astute observation, Don Q. Farmers wear V-8's and EME wears boxers. Funny.

Tijuanero, I wasn't making a judgement as far as Mundo's "conversion" in the Kern County jail, only a critique, and that is that a major life changing experience like Mundo's religious epiphany should have been expounded upon and explained in a more detailed account. Think about it, a stone cold killer who has a seemingly miraculous transformation in a prison cell. It has tremendous potential for the reader.

Hey Tijuanero, and all you internet companeros! I've been thinking about Mundo's book all day while driving 500 miles through the Rocky Mtns., and I've got to tell you a funny story about Alfie Sosa. When I saw his photos in the Mundo book it put me on rerun (35 years ago).
I can still see ALfie Sosa walking down North Broadway todo chingon, his walk very exagerated in the vato loco style, a teenage menace to society, a future hit man, gangster to the max, ready for lo que sea, all 80 pounds of him!
Only problem was he couldn't fight his way out of a wet paper bag, but he had heart, ganas a madre! We from another varrio didn't know him as Alfie, we knew him as many called him, "Lil Man" or "Space Man" or "Mars Man". He was certainly game but got his ass kicked on a regular basis, who could have guessed he would later be responsible for so many hits?

One time in the late 60's I believe, a bunch of us and our wives or girlfriends were at a nightclub in Eagle Rock, N. Figueroa and Colorado blvd., the "Kabuki" (many murders took place there!), we were seated at a table and at the table next to us were a bunch of people I recognized from the "Happy Valley" neighborhood. You know, vato's and thier old ladys like us, a couple were friends of mine, Manuel Flores, Gordo, Crow, and Alfie who I didn't know well but recognized.
We were dancing,partying and shooting the shit, having a good time, when Alfie and his old lady start arguing and yelling (todo pedo!).
Problem was that I knew his girlfriend from my youth in Lincoln Hts. and she was a tough, fighting, sin miedo homegirl from Happy Valley who used to scare us boys when we were little, she was so bad! She was a tetherball wizard and couldn't be beat! We boys would play her and if we won we could grab a handfull of tittie, and at 11 years old she had a handfull, only problem was that we hardly ever won and even when we did we had to look at her mean ass face while we copped a feel! Fucking women have been frustrating me like that my whole life! Her name was Sally and we called her "Silly Sally".

Anyway back to the bronca between ALfie and his old lady. So their yelling and fuck you! and you fucken whore!, and you fucken Puto!, you know the routine?, So finally Alfie jumps up and throws a beautiful right hand to the jaw of Sally across the table, pero Sally as I would have bet, rolled with the punch like Ali and came back with a classic hard right cross to ALfies jaw that buckled his fucking knees. He knew he was in trouble and came back with a flurry of punches that mostly missed there mark and Sally retorted with a combination that knocked Alfie back and had him shaking his head to regain senses.
At that point his homeboys stepped in to stop the pedo,"and grabbed Sally his old lady!!" Two vatos and the girls holding her back and one vato holding Alfie upright!
We could hardly keep a straight face and after they left we laughed like a motherfucker.

Later I saw Manuel Flores and asked him what the fuck had happened it was so weird, and he told me "fuck they fight like that all the time and Alfie usually marches!

It seems that Alfie, AKA: "Happy" from Happy Valley and also dubbed "The Little One" by his EME carnales was indeed not much of a fist fighter. You could probably label him the "fiercest Chiguahua dog" this side of the Mexian border!

When Mundo and Sailor first met Alfie (in 1975) it was at the Community Concern Corporation, which was run by the EME back then.

Sailor literally "brought him home" (a stray and abused puppy dog) to his wife and kids and allowed him to heal from a terrific ass whipping from some of his home boys in Happy Valley!

Mundo drove to Sailor's house and shook hands with Alfie who sported two mean black eyes and a swollen lip. Although Mundo and Sailor offered to personally "visit" his assailants with "lead", Alfie declined, stating it was not EME business but personal barrio biz.

If you recall from the book, Alfie had received a royal ass whipping by Alfredo "Cuate" Jimenez while the two were locked up together in the feds. He returned the favor by blowing him away in 1977 when Cuate's number came up to be hit. Cuate had antagonized Robot who in turn "politicked" against him and the vote to hit him followed and the Little One was more than available to "reciprocate" and "accomodate".

Fast forward to Sacramento County Jail in the late-1970's where he gets into a personal skirmish with Abraham "Ice Man" Hernandez, an EME carnal from Sacramento who proceeds to light up Alfie in a one-on-one fist fight. This nearnly got Abie killed but he managed to avoid execution and was later forgiven his "transgression" when fellow EME carnales agreed that Alfie surely provoked the ass whipping.

Alfie surely had the classic "little man" complex from wayyyy back and took it out on the world. Hooking up with Mundo and Sailor was a beautiful union for the Little One as they proceeded to go on a killing spree that was unparalleled to this day. I think the smell of gunpowder still lingers on.

It was Alfie Sosa who instigated (called the shot) that famous riot at Pelican Bay that we all see on cable t.v. several times a year. Of course, he and the heavyweight EME leaders were locked up in the SHU Unit. Had real EME soldiers been involved in that melee, they would have surely been responsible for some homicides. But, then again, that's why they are in SHU.

Did you run into snow, ice and slush coming across the Rockies? When you get up to Aspen and Vail we're talking 10k elevation!!

There's a little tension in "Q" tonight. It probably means the movie's cancelled..I read where the New Arrival unit is locked down until after Tues' morning's execution is carried out.

Therein lies the probable true cause of the uprising today. Your Governator refused to halt the scheduled execution of one Clarence Ray Allen, a Choctaw Indian. He's the oldest man to be executed in the U.S. in over 60 yrs. and the oldest ever for CA. Congrats! Keep this up and you'll rival TX for being the most prolific.

The condemned man killed a yng wm 32 yrs ago, and is convicted of ordering the killing of a witness. Unfortunately as so often happens his assigned "hitter" was careless and two youngsters were slain along with the designated hit. The assasin is also on Death Row.

Clarence Ray is diabetic, near blind, deaf, and crippled. They'll wheel him to the Green Apple Tues morning and put him out of his misery.

There's always tension in "Q" for one thing or another. Mr. Ray will be executed, the prison will be taken off of lockup status, and life will go on behind the walls.

I don't think any state will ever rival Texas for speedy "enforcement of the death penalty".

Will Mr. Ray's execution deter others from killing? No sir. Will it remove another killer from society? Indeed. Is it the "right" thing to do? Some say legally "yes" and others say morally "no".

Is the will of the voters of the State of California being carried out? Yes. Do others have the right to dissent? Yes. Will it make a difference in Mr. Ray's case? Probably not.

May he move on to the next life for what awaits him.

"Tijuanero" thanks for the comments and interesting info regarding my bit of insight and experience with individuals and characters related to Mundo's book, and I sincerely hope he and everyone concerned with his effort makes millions, and he should.

Mundo's story involves not only history, but also drama,a great cast of characters, murder, treachery, ambition, comedy,
retribution, survival, and finally (probably due to the unrequited love of his mother and his early upbringing in the Catholic Church,"many of us can relate to that!!"), self examination, repentance, and redemption.

If edited and organized without being chopped up or sanitized unduly I feel it has the potential to become a modern day "Shakespearean" classic like "King Lear",or"Julius Ceasar"

And I would like to relive a couple of treacherous and cold blooded murders involving some characters and Emero's that I'm sure Mundo will recall. Maybe in another post or if Wally's apparition doesn't reappear. I'm sure they will chill the blood of our fellow bloggers!
Let me know and maybe Mundo would like to integrate them into his story.

Also thanks for the concern about my "road trip" Tijuas, and by the way I am not using I-70 thru the Rockies, your right it's too icy and snowy and I don't have my ski equipt. with me anyway or I'd spend some time at Vail or Aspen or Brekenridge (and also I'm getting to be an old "viejo salado" with a philosophy like the old Kris Kristopherson song "Is the going up worth the coming down?")

Just a word of advice Tijuas, this old carnal owns a little restaurant and bar in the Idaho mtns. and as you know many LE veteranos have retired there, so this friend is telling me that during deer hunting season a whole group of ex LAPD, Sheriffs, etc; came into his place to get gas,supplies,beer, and order some burgers and fries, and he recognizes this one guy as a hated "Bull" from "Folsom" when he did a stretch there. So homeboy is telling me he's in the kitchen making burgers and they make eye contact with each other, the old Bull it's apparent is trying to recall who this motherfucker is in his memory bank but blow's it off and starts wiriwiri with his partners.
So these guys order some food to go and this old fat ex Bull orders a "low fat" sandwich (no mayo, no cheese, diet bread,). Homeboy tells me he wanted to put poison in the motherfuckers food but being a reformed ex con he checked himself and only resorted to popping open a couple of his "anti constipation capsules" and sprinkling it into the Bulls diet sandwich to go.
We laughed like hell and Homeboy tells me he hoped the old prick shit his pants and fucked up his deer hunt!
So cuidate! out there Tijuanero it really is a small world.

Great observation, Gava Joe:

The "quality" of Tookie Williams redemption vs. Mundo's.

Both offered something "good to society" AFTER their criminal deeds were committed.

The difference: We have a legal system in place - good or bad, equtiable or not - that sentenced one bad guy to death and another to a less than life imprisonment sentence. Mundo engineered a plea bargain, Tookie could not. Every criminal situation is a case by case deal and I think you know that.

Mundo is the first to admit that "if the death penalty was ever applicable to anyone, I would consider myself a worthy candidate .... I deserved to be executed". With that said, I don't think he'll be voluteering to be next in line for execution.

In personal interviews and in law enforcement seminars he has stated this without equivocation. He "escaped", "was blessed" and "survived" the ultimate punishment for his crimes.

I believe the Prison Gang Task Force had between 25 and 30 homicides assigned to Mundo alone and each target was a member of the gang underworld and part of that gangster "game".

Not ONE innocent victim was killed and in the Bakersfield hit of the Reyes brothers, he was successful in isolating a female (NF Daniel "Woodsey" Reyes' date) to keep her from being hit (in his book).

Does this qualify him for sainthood? Hell no. There were indeed innocent victims that were NOT killed: the families of his murder victims!

The question you pose, Gava Joe, is insightful and deserves some getting into.

"There but for the grace of God go I ...." We've heard this expression umpteen times and I've heard fellow officers state this, (especially those raised in the inner city) particularly those that were close to making that wrong turn at a younger age.

Mundo's "right to a fresh ticket" he attributes to his God; many in society say it's a flawed system; I say he was fortunate to have escaped the Jaws of Death, be it from the Law, the EME or his adversaries.

(I'm hoping the book will clarify my doubt..I mean some of my best friends are Mexicans!!)

I think the book will shed light on the events that took place in his life. I know for a fact that he is more concerned with making the literary transition from CD to the upcoming paperback book which will allow convicts to have access to his story. The purpose for the CD was ONLY to give those interested the entire raw version with no editing or chopping up. This will have to take place when the paperback is released.

His primary concern is that his story may influence the mind of a gangster or wannabe and "save" him from destruction.

His lesser concern is that people like you and I will believe that Mundo the bad guy is now Mundo the redeemed. He's already convinced the people he most cares about regarding his change of life's course.

Feel free to share your observations with the masses when you are finished.

And apologize if I came off in my last post as "putting on the dog" it could have been caused by my fourth glass of wine as I was posting! (yeah blame it on the pisto!),I do ski although a terminal intermediate,(didn't start till my 40's) and I do enjoy Shakespeare, in spite of the fact that I'm a Chicano high school dropout, ex pinto hoodlum, from the east side of LA who was fortunate enough to have some mentors and people who never gave up on me.
And I didn't mean to sound like a "it chops,it dices, it slices, it grates, salesman" for Mundos book although after reading it twice I highly recommend it. And I have no financial interest in it although I wish I did!

I am serious though when I say Mundo's book if edited correctly could evolve into a modern day Shakespearean Drama. It has like Shakespeare or any good story a common theme dealing with all our human foibles, strenths, desires, emotions,(murder always lurking!)
And as far as it's limitations due to regionalism I humbly disagree, are Shakespeare or Dostoevski, Jack London, Cervantes, Victor Hugo, to be dismissed as writers of limited national readership or is the common thread all about our human
life experience's

So, what about the vato that got into the life young, as a kid, maybe he followed his older bros who were gonna take care of him. Now, he grows up, makes a decent life for himself and is almost legit, except for once in awhile, something needs to be done, and he gets the call. So, he's made a good life for himself, his wife, his kids, and doesn't wanna leave all that behind by debriefing. But he wants out; he's older, now. He's tired. He wants to play with his grandkids. But every so often, he keeps getting that fucking call. He's not gonna up and quit, bail on his family, his job, his legitimate life. Where does that leave him? Don't throw down that live by the sword, die by the sword, shit, either. You make bad choices when you're a kid; we all have. And our kids will, too. But can this guy ever have his life back, the one he's created on the legit side? Ever?

You know what? Homes called me out for being weak and sympathetic to a rat. And he is right on in many aspects of the Mundo story. My culo hurts from the ass kicking but I may have needed it.
He's right in saying that an ex pinto and one who was in the life and knew the consequences and movida in play should and did ride my own beef when busted,and even though at times, taking an ass kicking by the juda, being threatened and coerced, having your door kicked in, your house searched, cops threatening to put your old lady in jail and your baby's in juvenile hall unless you gave it up, you suck it up and never ever put dedo on others. ANd as far as Mundo and his book,I still hope they all make a fortune. It is an exciting journal of the life of a carnal, but certain questions must be explained or Mundo will be "called out" and ridiculed for being a rat based on his own expediency.
He must explain in a more detailed way his "rolling over" process, it is weak and suspect as it now stands. If he got religion as some carnals have, and suffered no retribution, why did Mundo turn snitch on his camaradas who would give thier life up for him?

Tijuas although I respect you and your work and commentaries,I have floated the bait out there for you on a couple of occasions and you never bit, so I"m going to respond with just three(I can deliver more)
situations that will contest your assertion about Mundo "not one innocent victim was killed"

A friend and business partner(drugs!), from the "Wilmas" varrio and well known and respected all over the LA area, who I hooked up with the "Happy Valley/Rose Hill" old time connection,(JoJo Felix who was killed by the FBI in El Sereno after being set up and
described as "armed and dangerous" by a "credible informant",(Who could it have been?)

At the time there was a power struggle over drug business between EME and the old Rose Hill/ Happy Valley group.
Any way one day this partner tells me his carnal who I'll call "Fatso" also from Wilmas, is handling the Heroin business for EME (we never referred to it as EME back then but only "Those Guys" or something similar), and he was worried about him due to laziness and propensity for smack, also Fatso was the youngest son and lived with his eldery widow mother,(many times in the Mexican Culture one kid is determined to be the one who takes care of the parents in thier old age, it was Fatso!).
It couldn't have been more than six months later that I got a call from my partner who very calmly asked if I would go to Wilmington to help him clean up the"rearhouse were Fatso lived. His mom and a live in "criada" (a kind of Maid).lived in the front house.
He then tells me that Fatso had been murdered in the house and there was blood all over, and his old mother had discovered Fatso's body and was in bad shape up front with the familia.
So I drive down to Wilmas and when I arrived the whole familia was freaking out,screaming and crying, the old lady was completely hysterical and didn't look good.

I go to the back house and my partner meets me with a bunch of rags an cleaning equipt. and proceeds to tell me in a very calm unemotional manner that "Fatso" fucked up with "those guys" and instead of taking care of business had been geezing up all the carga so he had been made an example of and a signal to all had been sent.

We go into the small house and the smell of blood was overpowering and I almost freaked out myself as there was blood,clots of blood, shit, and vomit in every room and all over the floor, walls and even on the ceiling, It looked like a fucking scene from some Friday the 13th movie. My partner only responded that his brother was a greedy vato, should have known better and his real concern was for his Mom who discovered this grizzly scene. Took us 3 full days to clean up the mess. My partners old widowed mother was dead within 3 months.

"Rigo Palomares" an old homeboy from Clover who along with his "Cunado Baldo"from Avenues were doing business with the Carnals in the area. Palomares came from the notorious Palomares family including the much feared "Calles" from Dogtown. This family was not much liked as they were prone to irrational behavior and unprovoked violence.
These vatos fucked up and got on the wrong side of the Carnals. They found "Baldo" in the weeds above "Verdugo Playground", all black and bloated up after two weeks rotting. I heard that the autopsie revealed enough heroin in his body to kill an elephant.
Palomares and a girlfriend were on his Harley, No.Figueroa at Sycamore Grove Park when a car pulls alongside and blasts them both off the bike from a 12 ga. shotgun.
Palomares and Baldo probably had it coming as they were both vato's that listened to no one and were quick to chingaso's.
But what about the girl? She died an innocent victim who happened to be on the back of a Harley at the wrong time.

"Pope" a well known vato from Riverside Dr. AKA "Frogtown" who was legendary as a "Paddy" who was in every aspect and action in his body a "Chicano". He had done time frequently and spent time in Tracy and Soledad as a teenager. He was known by everyone in almost every varrio and was definately "hooked up" with the Carnals.
He ran a couple of "Catering Trucks" (roach coaches) said to have been financed by Joe Morgan himself as they went wayyy back. Pope dealt smack from the catering trucks and was supposed to be taking care of business but fucked something up bad enough to be put on the big homies shit list.

My carnalito and some friends were renting a house up from No. Figueroa on Museum Dr. and once in while Pope would make a delivery and shoot the shit with everyone.(Another Politician like Robot!)
The neighbors were a gavacho couple and real nice like college student types.
One day my brother calls me and say's that all hell broke loose and someone shot the couple next door as they were walking down the driveway of thier house. The young woman died and the husband was shot in the neck (became a total quadrepalegic for life!).
About six months later the story came down from on high.

"Pope", had fucked up the "Catering Truck/Heroin negocio" and the Big Homies had his number on the "extremely urgent list".Someone(ask Mundo carefully about this!) got next to Pope and was going to blast him in the back of the head with a 45 (hmmm!) but Pope who was a master politician and verbal wizard talked his way out of the cemetary by claiming he had been ripped off himself and would be willing to help hit the perpetrators.
So Pope and someone familiar to us drive to the house of this innocent young gavacho couple and when they walk out the door they get lead poisoning "a huevo"!
Pope disapeared and some say is a "CI" now or maybe kicking it the Carribean? When the word on this bullshit came down it was a big time "Leva" for Pope!

So Tijuanjero when you say no innocent victims ever suffered I can only say "Quien Sabe ?"

A person in that hypothetical situation can indeed have it both ways, I suppose, if this is what he chooses. He can "put in work" AND enjoy his grandkids.

Obviously, the risk he takes is getting caught and going up for life (or death).

Contrary to popular belief, many EME members have "gracefully bowed out" from "performing service" by just moving away from the mix and NOT asking "business questions". As long as they were not debriefing, they were allowed to "retire gracefully".

The desire to no longer "put in work" at the expense of "not enjoying one's grand kids" is a decision that no one else can make for him. The potential consequences can be examined first and if he's in a catch-22, then he has to decide and live with his decision.

When the feds prepare a witness for relocation, they will never pull punches: "You will not be in touch with anyone from your previous life when you come aboard.
Whoever enters the Program with you is also bound by this agreement."

The idea is to FULLY protect the target from assassination.

Also, I "hear you" about the "live by the sword, die by the sword" bs. Some people do "buy into" this street modus operandus. They love to perpetuate hopelessness. They also seem to be saying, "If you make a decision to be a gang banger, you cannot reverse yourself .... ever". To this I say, "Yeah .. right".

What I am stating (re-read above) is that, according to Mundo, none of HIS murder victims were innocent people or people not part of the "gangster scene".

Now, whether that's completely true or not, I can't personally give you that assurance since I wasn't there. I only know that neither did we ever find an incident attributed to him in which there was an innocent victim murdered by Mundo. I suppose the rest is for you to either believe or disbelieve.

As for this "allegiance" to the EME flag that you refer to, let me ask you a hypothetical question. If you had a loved one who was a victim of a prison gang-related 187, and an EME dropout was willing to come forward with information that would shed light on the perps, would you insist on this "street code" to be observed or would you call out for justice?

We in LE could care less about the motive of a "friendly" if his information is corroborated with physical evidence AND, in many instances, other "friendlies". We wish to solve cases.

Not only did Mundo solve cases (32 separate cases that we worked on with him) but he also prevented the executions of many other targets including witnesses.

Don Q, if you choose to wear the "barrio member hat", then yes, you should feel as the previous poster and maybe reconsider any positive feedback you may express about Mundo.

If you choose to wear your "concerned citizen hat" then maybe you can understand where it is necessary for LE to rely on the likes of the Mundo's of the world. I don't think anyone expects you to have lunch with the guy.

As to your questions about his conversion, circumstances about his turning, his involvement in crimes while he was an undercover operative, maybe someday he'll write a book entitled: "Here are the answers to the questions Don Q posed for you".

Remember, Mundo left the scene in May of 1978, so you may wish to check the dates of your incidents.

Hey Tijuanero, to answer your question, yes all the incidents I described in a prior post occured during Mundo and the EME's reign of terror (early to late 70's) and the rational behind my relating of these incidents is twofold.
If Mundo has truly become a believer and follower of Jesus Christ and his teachings of humility, "self sacrifice!", and service to the Lord and mankind, (and I, like him grew up in the "old Catholic Church" so I know he knows not to bullshit the Lord"), then he must not hold back or try and manipulate the "truth".

I would never ask him to inform on anyone else (that's the easy way out!),we only have ourselves to blame for our human frailties.
And I personally don't need, as you state, A book from Mundo entitled "Here are the answers to the questions Don Q posed for you,".
No Tijuas, Mundo and all involved with his narrative must ask, and answer those questions ,not only to themselves but to the real "Mero Big Homie" and if we have lived according to his "Movidas"!
Again I sincerely hope your efforts with this book are a "real success" ( and I don't intend to come off as some holier than thou preacher), as it could help shine a light on a quandry bedeviling mankind forever and relates to what "Jesus" said to "Satan" during his "temptation" in the desert.

You are absolutely correct, my friend. Sometimes, the only way we in LE can justify making a pact with the devil is to "portray a rotting flower into a blooming daisy". Sorry it doesn't meet with your approval but it happens all the time. Calling an informant a rotting flower does not excuse the deeds of the bad guys.

Unfortunately, if not for CI's, or snitches, we would be relegated to "after-the-fact" duty. How many times do you think that a black and white will actually roll up on an organized crime in progress? Try never. So, these "arrangements" oftentimes works for us.

Don Q: You're right, the "Mero Big Homie" will handle folks when it's that time. Sorry I can't give you the answers you are looking for but I'll try to give you some "intimate insight" below since I know you are biting at the bit to "extract information" in your cunning way of posing these questions (smile).

We tried that nickle and dime psychology on him (no offense, Don Q) once upon a time. It didn't work. It was pretty much his terms or nothing.

Rewind to 1975: Mundo and Sailor are arrested in Bakersfield for the double murders of two NFers. Both are highly placed EME members who are going through the criminal legal system.

Unbeknownst to anyone in the criminal or LE world, Mundo, along with the Kern County Jail population, is visited by folks from the local Christian community and a "change" takes place.

Much later, Mundo explains that he began to feel bad for the people he helped put away. He cannot share this "change" with his
co-defendant (Sailor) nor with anyone that would put him "in the hat"!

He continues his journey through the legal system and an event takes place that is unexpected. A legal technicality results in the two murder cases being thrown out. He and Sailor are released, Sailor first (in January-1977) and Mundo next (in March-1977 following his discharge from CDC parole).

Shortly after Sailor's release, and while Mundo was awaiting for his parole to expire, he made contact with the CDC and requested to "talk". Two of our guys visited him with much suspicion.

1)He had no cases pending against him whatsoever; 2)Having successfully beaten two murder counts, we really thought he wished to yank our chain; 3)He was one of our "most wanted".

His expressed motive for coming to us was stated somewhat like the following (paraphrased): I'm tired of killing people; I've had a change of heart as to the direction I wish to go in life; I would like to assist the LE community in an undercover capacity to help put people away who are doing the things that I used to do with murder being at the top of this list.

Not once (at that initial interview with Gil Avila and Rick Minjares) did he tell them that he was "born again" or that he had become a disciple of Christ. We heard that much much later, DQ.

While working undercover he expressed a decision to handle EME's heroin and cocaine operation in concert with Joe Morgan, who was then a fugitive.

Going back to "that world", even in an undercover capacity, was like placing an alcoholic in charge of a full bar. As he assisted us, the paranoia became enormous but he kept his cool demeanor somehow for over a year!

He prevented several homicides while he involved himself in dope dealing (the lesser of the EME evils) in his "work" for us in the LE community. DQ, you and many others are correct in stating that he did not have to give up anyone. You're absolutley correct! He could have ridden off into the sunset and "gracefully retired" and no one would have gone a-huntin' for him. He had surely put in his work.

But understand this, whether you like it or not; whether you agree with it or not: He and he only made a decision to work undercover for us. He said he felt like he was "purging" a part of him that was ugly and evil. And he said that since "he could not bring anyone back from the dead", he would repay society in the only way he knew how: "by putting away people who were doing what he did so that they could never do this again".

He was instrumental in the arrest of Joe Morgan (in Torrance, I believe is where it came down). After personally bailing him out, he was paranoid because only a handful of people (Mundo included) knew that Joe was in this vicinity and when he met with Joe at his San Pedro residence, Joe produced a photo of a drug dealer who was the husband of the EME's bail bonds person - Helen Mrazek.

Mundo felt that he was being tested because his guilty conscience (having given up Joe) had kicked in. When he masterminded the Bob Mrazek hit he justified it as "survival". He found himself in a tight situation and he responded in the only way he was trained to respond: by having someone taken out. Do I
think this was right? Hell no. He definitely should have come to us with this.

Remember, this was not the first time he found himself in that type of situation. If you recall, read the first four pages of Chapter XXI in the incident that almost took place at Poncho's house. What would you have done in a similar situation, Don Q? Be honest with your reply. Remember, you don't have to perform for anybody on this blog. Only I know where you live (eh ..... just kidding, dude).

Although the decision to have Bob Mrazek hit in the name of "survival" comes as a "stretch" to me, he felt it, took the chance, got away with it and it never would have come to light had he not volunteered the info.

At the beginning of his book he states: "No one is born a criminal". Meaning, that this life of crime is a process that takes many years of circumstances and bad decisions to take a person to becoming the "worst of the worst".

Conversely, to turn your back on that life of hardcore crime is another process that also takes time. Mundo responded to a crises - a life or death crises in his mind - in the only way he was trained to respond: with extreme violence.

If someone gets in your face and you are trying to effect a change in your life, you may respond in a manner that comes almost natural to you, right? Like punch someone's lights out maybe. I'm not trying to excuse Mundo's decision to have Bob hit ... no excuse there. Just trying to understand myself.

Since he was released from custody in 1982, his criminal activity (to my knowledge) has completely ceased. He's had 24 years of "clean time" as they say in prison.

I hope this sheds a little light into some of the chronological stuff that took place and if not, then your quest will continue, Senor Quixote.

When you get older and there are young gunsals coming up and wanting to take the reins and a bigger slice of the pie, ergo the shit begins. The old guys realize they are past their prime and have gained their postions of honor and respect only to have to look over their shoulders because they are going to be targeted by the new generation. Look at Topo and Tupi.
Castellano and Gotti. There are always wars and infighting and
"politicing". I simply believe when most of these rats get older they want to get out. Some have that option, but only the smooth operators can pull it off without having to look over their shoulder. TILL DEATH...REMEMBER?
The rest of them that want out are in a very tough position. Since they can't just "retire" they turn
in order to get leeway in any crimes they will be implicated in.
Then the government uses their info. and foots the bill for the WPP.
It's a simple quid pro quo arrangement.
That's the way it seems to me.

And you, my dear friend DQ, should consider writing soap operas for the "Chicano One Vida to Live".

First of all, Mundo turned BEFORE Sailor. B-E-F-O-R-E. Read it again: BEFORE; prior to, antes, and a few months prior to Sailor being arrested in El Monte.

Why would you wish to "create" scenarios that are not accurate, Don Q? If you wish to advance fairy tales, then I can't stop you. It's a free country and "freedom of speech" flows unimpeded on this blog and everywhere else. As I state this I somehow do not beilieve that this is your intent.

When Mundo rolled, he specifically indicated to us that he would assist us against everyone in the EME except Sailor and Chavo Perez. Why? Because he had been engaged at one time to Sailor's sister, was especially close to Sailor, and was very close to Chavo and his family.

Hell, we didn't care what his motives were (once again, we had our own agenda and that was to make cases vs. childhood heroes such as Robot and Alfie).

Just prior to Mundo's release on parole from Kern County, Armando "Mandi" Varela provided us with info which we used to secure search warrants vs. several EME members. We took them down, including Sailor Boy. Sailor then followed Mandi in "rolling" against (you guessed it) everyone in the EME except Mundo.

Conspiracy? The EME swears it was. If it was, that would have made a very juicy book for the likes of Mundo and/or Sailor or some other retired cop who would have enjoyed "revealing" such a tale .... "The Tales of Don Quixote and Tijuana Jailer" would have been a great title for you novela aficionados.

We never told Sailor that Mundo had already rolled and was working with us; we never told Mundo that the carnal he was picking up at the LAPD Glass House was also working with us. To do so would have compromised the integrity of the information we were receiving and could have potentially endangered one of their lives.

Yes, Samantha, BOTH Mundo and Sailor were working simultaneously for us and neither knew about it at this point in March of 1977!

When Alfie contacted Mundo and invited him to visit Alfie in T.J., Mundo invited Sailor to accompany him (this would have been normal m.o.for Mundo) and Alfie enthusiastically approved. Upon completing this call, Mundo called Sailor, Sailor accepted the invite to go with him to T.J. and each immediately called us at our headquarters to notify us of what was to occur.

We advised Mundo (and Sailor)- in separate telephone conversations of course - to ascertain Alfie's precise location and "someone" would contact them on their return to the U.S.

When this in fact took place, we waited a few days and Alfie was apprehended by our south-of-the border law enforcement compadres.

Meanwhile, Sailor was becoming jittery and was asking us to take him and his family on the Program. There was red tape to satisfy and because there was no "immediate threat" (the Feds conduct their own threat assessment) to Sailor, we utilized him one last time to make a tape recording vs. Mike Delia in Mike's motorhome. Sailor was wired and, once we successfully obtained the info we needed to arrest Mike, Sailor was "stashed" along with his family awaiting the U.S. Marshals taking them over.

Meanwhile, a meeting was arranged with Mundo. He was shown a copy of a cash voucher (similar to vouchers Mundo himself had signed when we "dispersed" cash in exchange for ongoing information). When he saw and recognized Sailor's signature, he looked at his "handlers" and smiled. His fist slammed on the headrest of the car and he yelled, "yes"! Does this sound like a man who was "concerned" about another dropout "getting off first"? You are wayyy off base with that theory, Mister Q.

He was ecstatic to learn that Sailor had opted out of the EME family. He was relieved for his buddy of umpteen years and homie from VNE.

To keep our "friendly" (Mundo) happy, we even arranged a meeting with him and Sailor (supervised by the Feds) which was more awkward for us than it was for them. They exchanged a few pleasantries in Spanish (to which the Fed guys objected) and they hugged each other (and, yup, the Feds almost came unglued).

Don Q, I hear you when you suggest certain things, and for the life of me I don't know where you obtain all these wild stories but you don't strike me as an agenda driven person. You seem to be curious, nay hungry, for this type of information.

There are many things that you will NOT hear from me or others who occasionally log onto this site because we would not wish to embarrass certain people in our community of friends.

Revealing names is no big deal since it's all a matter of public record and no one can be hurt anymore since it's all historical.

Maybe the Chicano Daily News editorial staff is spending too much time taking their lunch breaks at the Santa Fe Winery!

Hey, I have another "theory". TJ Jalapeno and Don Quiznos aided and abetted in Mundo's "debriefing" and they are putting up a smoke screen.

I think Mundo and DQ are old time comrades from way back and they rendzevous once a year in the Rockies, along with TJ for a skiing vacation. They drink wine, exchange war stories, lie to each other and then DQ and TJ "sell us" this line of bs on a blog owned by another ex-Mafioso, "Wally the Weasle", former getaway car driver for the Mob.

All this coincidentaly while he and another old time homeboy are in the Kern County Jail for a double murder with a possible witness ( the young woman who somehow they let live being the humanitarians they were).Then having been born again and under the influence of Jesus Christ, Mundo, and while working for the "good guys" sets up a cold blooded murder and even takes his younger brother along, for the experience I suppose.
And you vehemently chastise me as a creator of "fairy tales" when I bring up the possible scenario of Mundo worrying about his co conspirator in the brutal murders and wanting to cut a deal before the ax fell.
Shit Tijuas you know that kind of situation happens on a daily basis. "Getting to the Post" first due to the threat by LE that a partner is ready to rat and your going to ride the beef alone, is so fucking old it's a cliche by now!

You should know that if the story is published as a book, and the editors don't immediately pounce on this section,(which is highly improbable), the reading public will tear you guys a new asshole over Mundo's vague rebirth!

I had, and still hope, that you could use my and other bloggers opinions and criticisms in a contructive manner to firm up the story, as it's a good one that could be great if reworked a little. I think "both" of you characters should be nominated for the Wally the Weasel Cagada de Toro Trophy.

Jalapeno, you definitely come across as one toooo personally involved with this Mundo dude. Shouldn't it suffice to say: Read the damn book?!! Or do you really believe that you are going to satisfy the skeptics on this blog, most of who hate Mundo's guts for one reason or another? For those who believe, no explanation is necessary; for those who do not, no explanation will suffice.

If you want to read some REAL TAP
DANCING read Gravano's book.
He says alot of things that are contradicted by several different
sources (made guys, associates, and LE).
And imagine this, all the shit he takes "artistic license" on are the things that would make him look like an asshole.
Example: "I didn't kill Debra's brother, but I feel responsible for it because I knew it was going to happen and didn't do anything to stop it". PURO PEDO.

The transfer of five Nuestra Familia generals and captains to federal prison last month caused a dramatic shift in the gang's leadership, but police say little has changed on Monterey County streets.

The shift at the top hasn't stopped the "organized work of the Nuestra Familia" in the area, said Salinas police Lt. Manny Perrien.

"The people on the streets, the soldiers, are still taking care of business," he said.

The gang continues to have a role in organized robberies and the drug trade, controlling heroin sales in areas such as Chinatown in Salinas.

"Those things are pretty firm regardless of the top. Whether the general is in Colorado or Northern California, the day-to-day operation is still happening," Perrien said.

But at higher levels, there is evidence of strife as the gang splits into two divisions -- state and federal.

The transfer of the leaders, said Devan Hawkes, a gang investigator at Pelican Bay prison, has already sown confusion among Nuestra Familia members. New California leadership has emerged at the prison, but Hawkes said members on the streets are unsure whether they should take orders from the old leaders in federal custody or a new general in Pelican Bay. Leadership "conflicts" have developed in Salinas, San Jose and San Francisco.

Hey you internet gangsters, with all the back and forth, and emotional Caldo de mitote, I forgot to mention that at X-mas I visited some old friends in Tijuana and Playas de Tijuana and was shocked at how many homeboys and sureno vato locos I saw.

Where in years past the paisa's there looked just like the rest of the Mexicano's in Mexico,now in Tijuas you might think you were in LA. They all tatted down, got the walk and attitude, almost more blue LA Dodger hats than at Dodger Stadium!
And all the placasos everywhere
F-13, 18 sur 13, CVL13, etc; etc;
I visit other border towns on business often, Juarez, Palomas, Nogales, and don't see anything like the Sureno influence in TJ, Curious.
ANd I was talking some friends there and they tell me that theres a greenlight on the MS and other centroamericanos like in LA.
