IT CUTS BOTH WAYS.
So now it appears that gang cops have to produce their financial records if they want to stay on that assignment. The officers concerned are indignant because they feel it infringes on privacy rights and frankly makes them feel like the department and the city doesn't really trust them. On top of which, they're only allowed to stay on gang assignments for three years and then rotate out to other assignments. Which in itself is counterproductive because it takes about that long for a gang cop to get to know the players in the division. So just when a gang cop gets good at it, he's gone.

There appears to be a double standard at work here. Without mentioning names, the city has been giving money to less than completely trustworthy gang intervention programs with virtually no oversight. Even after red flags began waving in the wind, these programs were never investigated and oversight was virtually non-existent. And the money kept flowing. It was only when the "questionable" behavior became egregious that investigations were launched. We haven't seen the last of them, by the way.

Partisans on the side of the questionable programs are quick to point out that "one bad apple doesn't spoil the barrel." Fair enough. It isn't fair to tar everyone involved with the same smut brush. But couldn't the same thing be said about bad cops. One Rafael Perez doesn't spoil the entire department. If you're going to cut the questionable programs that kind of slack, the same reasoning, it would appear, could apply to cops.

And in truth, the same reasoning could also apply to our elected and appointed officials. When Mike Hernandez got nailed for dope use, he apologized, kept his job and was re-elected. We didn't see a full throttle investigation into the financial records of all the city's elected officials. Was there a Christopher Commission type of investigation and consent decree to make sure the rest of the city fathers weren't more Mike Hernandez' waiting in the wings?

If you're going to look into gang cops' bank accounts, let's make it fair and look into the bank accounts of all our law enforcement people and all our city and state stewards. After all, isn't it just as likely that a government functionary in charge of public spending be corrupted by sweetheart deals and kickbacks as a working gang cop?

It's the 98% of good cops letting the 2% of rogue cops get away with too much bullshit that causes the mistrust. And this type of thing happens all the time. These 2%ers pretty much have a free ticket as long as they don't get in over their heads. Or as long as they don't get caught on camera doing some stupid shit. Good Post SV VBS not like the posts from the way crazy liberals such as SNS and Don Q. who only met the 2% of bad cops or must have personally only know Rafael Perez from Rampart. Those two just seem to piss people off with their crazy comments, myself included.

I agree that Hollenbeck resident seems to have some inside information like time line of events and what led to arrests. I wish Hollenbeck resident would give us a more detailed time line of events with the names of those arrested. Just give the detailed facts as he knows them so that later we can compare them to the “official” police report of what they say happened. That would definitely be interesting. But who knows if Hollenbeck resident got the story from a guy who talked to a guy who was there.

I don’t think anybody is saying all cops are perfect, hell I even heard that some catholic priests abused kids. So if catholic priests can do such heinous acts what can we expect from the rest of the “average” society. Look at the recent story from New York were cops who killed some black guy a day before his wedding at his bachelor party were recently indicted.

With all the gang problems in Los Angeles I am pretty sure most regular citizens are first going to believe a cop before the person being arrested. I thought it was interesting that another poster mentioned gun shots in the neighborhood and RIP written where all this happened. Was it a gang who wrote the gang nick-name of Joel Alexander Vasquez as someone else mentioned? If Vasquez was not in gang why is his name being written in the hood by other gang members? There are lots of unanswered questions.

And when Hollenbeck mentions that Vasquez was not taken to a jail ward if he was really arrested, someone else posted a story about a guy in Covina who died in a regular hospital while in police custody. If a person was already fully processed and put in the county jail I would expect the LA sheriffs to take him to a jail ward not the LA cops.

Amidst rolling green hills, Green Bay Packer fans and dairy farms, Jefferson County, Wisconsin is not a place that one would suspect as having a gang problem. Affordable housing and a low crime rate was what lead my family to relocate to the area 3 years ago from California.

We found ourselves in a city where everyone knows their neighbors and the most talked about issue is what impact the planned building of the new Wal-Mart will have on the community. Lifelong residents strive to maintain the small town atmosphere with such traditions as visiting the seasonally operated hamburger stand operated by the Veterans Affairs League, who are known for making their ‘sliders’ hamburgers, a local favorite.

The term street gang is a foreign concept. Occasionally, I noticed speckles of gang graffiti, but it was often in secluded areas and none appeared to be fresh. I rarely saw anyone wearing clothing or behaving in a manner that would suggest gang members resided within the area. As one seasoned resident told me, “Gangs, that’s a Milwaukee thing, Chicago, L. A., not here, not in our town.”

Throughout my travels across the nation, I have found drug and gang problems are only visible if you know what you’re looking for and even then, you have to be actively looking.

Last year I was asked if I would speak with a young gang member who lived in the area. My initial thought was it probably was a youngster who picked up a few things from MTV. The word “wannabe” came to my mind, a term that makes many veteran gang cops cringe.

Several months later, I sat down and met with him. His name was Domingo and he was only 13 years old.

As he sat down, I noticed several tattoos on his hands. I have seen gang tattoos on many individuals that were younger than him, but rarely on someone who grew up in a small community such as Jefferson County, Wisconsin. Like a badge of courage, he proudly showed me his four gang tattoos.

The most distinct tattoo was on his arm which displayed the number “13,” a common tattoo worn by Sureno gang members. Coming from a city in California with a large Hispanic gang population, I recognized the tattoo quickly, as I had seen hundreds of identical ones on the local gang population. The 2005 National Gang Trends Survey completed by gang investigators throughout the nation, revealed Sureno gang members have been identified in over 51% of our nation’s cities both big and small.

As I looked at the tattoo I noticed a long jagged scar ran across his bicep. He explained that a few months earlier he got into a fight with a rival gang member who produced a knife and stabbed him in the arm. He did not seek medical treatment out of fear that law enforcement would be contacted to investigate the incident. Instead he treated the wound himself, which without stitches, resulted in a large swollen scar.

Domingo’s childhood was not a new story. His mother and father were born in Mexico and he has one teenage sister who recently gave birth to her first child.

Domingo has few memories of his father and has not seen him in over six years, since he left Mexico. He has only spoken to him on the phone a handful of times since coming to Wisconsin.

His mother illegally crossed the border and Domingo was born shortly later making him a United States citizen. Within months, they returned to Mexico where they stayed until he was 8 years old. Both he and his sister were then flown to Wisconsin from Mexico to stay with relatives, until their mother could find a way to illegally cross the border where they would reunite.

Domingo has heard his mother talk about her last trip across the border several times. She had to pay a man to join a group of other immigrants who were also preparing to cross the border. They climbed through a hole in a fence, ran across a busy road and then to a waiting hotel where a room had been prearranged until they could finalize travel arrangements to their final destination. She was then on a flight to Chicago and within days was reunited with her children.

The family moved to a small Wisconsin town where Domingo’s mother found employment. Their new home would be an apartment complex that also had many other immigrant families living in the country under similar circumstances.

That was six years ago.


Although he describes his relationship with his mother as almost nonexistent, he acknowledged his gratitude for how hard she works to support their family. His mother has worked two fulltime jobs for as long as he can remember. At the age of eight he enjoyed freedom as a result of the lack of supervision because of her busy work schedule.

Domingo also enjoyed a power over his mother that many immigrant children share—the ability to communicate. He quickly learned the English language and both he and his older sister became the orators for their mother. At the post office, the bank, school and the store, it was they who communicated to their mother. To this day, his mother does not speak much English and has little interest or incentive to learn.

Shortly after settling in, he and his sister were enrolled in elementary school where he realized he did not fit in with those in his class. He found his social outlet to be the other boys who lived in his apartment complex. They too had recently come to the United States and were also surrounded by the strange customs, a new language and few worldly belongings.

As weeks went on, he and his young friends were befriended by the older teens in the area. They would soon become his surrogate family and the only significant male role-models he would ever have, however they did not teach him about the values of hard work, honesty and respect; instead they taught the 9 year old about drugs, alcohol and gangs—all lessons he took to heart.

As I listened to Domingo, I recalled a meeting I had with a gang member in Chicago, a member of the Latin Kings gang. He told me how their gang focused their recruiting efforts toward immigrant teens. “We would offer them protection and be a family for them,” he explained. Before long the unsuspecting teen would be in the gang’s snare. I thought about that statement as I listened to Domingo speak, but reminded myself, this is a small town in Wisconsin, not Chicago

Just weeks before his 10th birthday, he and his young friends were taken to the local park where they were beaten by older gang members. This would be his initiation into the gang. At the age of 10 years old, a time when most kids are more concerned with watching cartoons and playing video games, Domingo became a gang member, a Sureno. That same night he received his first tattoo.

For the next 2-years he described a life of frequent drinking and smoking marijuana. Occasionally neighbors would call the police when he and his friends were making too much noise at night. Domingo said they would hide when the police came and would then break the windows or flatten the tires of those they suspected of calling the police. Over time, few people called the police to report their actions. They soon controlled their tiny neighborhood with immunity.

In return for the marijuana, alcohol and guidance from older members of the gang, he was asked to do small favors. It started out with stealing items from unlocked cars until he graduated to stealing car stereos, resulting in his first arrest. His criminal resume grew quickly, but then took a giant leap after he started transporting and selling cocaine for the gang. Who would suspect a 12 year old of selling drugs, especially in a small farming community?

He realized that he enjoyed using cocaine just as much as selling it. At the age of 12 years old this young boy living in a small Wisconsin town had already committed more felonies than he could count. This continued until Domingo hit a bump in the road when he was arrested for selling cocaine to an undercover police officer. He had to put his life on hold while he served the next 12 months in a boy’s group home.

Since returning home, Domingo described gang violence in the area as almost nonexistent. Maybe every few weeks there might be a fistfight between rival gangs and rarely would someone bring a knife or club. Only once did he hear about a drive-by shooting and even then no one was injured. As far as he knew, no one even reported the incident to law enforcement.

At the time I spoke to him, he was just shy of his 14th birthday and had joined his school’s freshmen football team. He rarely saw his friends from the gang and according to those who knew him, was making great strides towards a meaningful future. I asked Domingo about his future plans and he told me he had just a few weeks left of his weekly court ordered drug test. When he mentioned this, his rare smile was an obvious hint that his appetite for drugs had not diminished.

Through my travels, I have concluded that Domingo’s life is not just some strange anomaly in this one small sleepy Wisconsin town. There are thousands of others just like him living in rural cities throughout our nation. However, the gang problem is only evident in cities that choose to acknowledge the problem.

As I have traveled throughout the country, I am amazed by the overwhelming feelings of denial that so many community and law enforcement administrators display towards their growing problems of drugs, gangs and school violence. Time and time again I have met with community leaders and police administrators who are quick to say, “Yeah, we have gangs in our city, but they are nothing like the ones you deal with in California.”

It makes me shake my head. As I look back at the many gang members I have arrested, both young and old for crimes ranging from murder to tagging, I don’t see a difference in their mentality, lack of values, goals or interest in the criminal lifestyle. There is no difference between a 14 year old in Los Angeles or a small Wisconsin town if they both share the same interest, desire and commitment to the gang lifestyle.

With so many new criminal trends continually bombarding law enforcement, such as identity theft, computer crimes, school shootings, drug labs and threats of terrorism, the growth of gangs within the Hispanic immigrant population is a spreading plague that is growing unnoticed in many rural areas and once rooted, quickly strangles a city’s resources, giving them little time to react.

I just returned from touring our nation’s border with Mexico. Just outside a town in Sierra Vista, Arizona, I had the opportunity to see our nation’s border and with no preconceived notions in mind, I was astonished by the lack of security and the sheer numbers of people illegally crossing every day.

For four hours I toured the border and was surprised that most of it was separated by a barbwire fence that had been broken so many times, no one even attempts to make repairs. In some areas a metal fence had been installed but was in such a state of disrepair that anyone could climb over, or through, it in just a matter of seconds.

Many of the security cameras did not work and most of the watch towers went unmanned. I saw no National Guardsmen and just a handful of border patrol officers. I learned from the local sheriff that in their county alone, last year 500,000 illegal immigrants were apprehended. With such little border protection, I was amazed that so many people would be caught.

The Border Patrol has stated nearly 10% of all those apprehended already have a criminal record for such crimes as murder, drug dealing, sexual crimes and of course, gang-related offenses. In an 8 month period in 2004, over 30,000 people were apprehended at the border that had previous arrests for criminal offenses.

I concluded that illegal immigration is not a problem that will be solving itself anytime soon. Most departments throughout the nation view the situation as a federal problem, however the results of illegal immigration affects us all and one of the ways it has manifested itself is the growth and destruction of Hispanic gangs.

According to the 2005 National Gang Trends Survey, Hispanic gangs are the fastest growing gang group, particularly in the immigrant population. The growth of gangs in immigrant neighborhoods is not a new phenomenon, however the rapid growth of Hispanic gangs, especially in rural America is a relatively new trend.

Domingo is not a gang member because his mother is here illegally, but his family’s situation, identical to thousands of other immigrant families, contributes to the problem.

Lack of parental supervision is a major problem. It’s no surprise that immigrants are exploited by their employers. Low pay, horrible hours and no benefits is the rule and not the exception. In most cases in order to provide for their families both parents work and in many situations holding multiple jobs is common. As a result, children often grow up with little supervision.

Another factor is a lack of understanding of the English language. At a young age, the immigrant child becomes the family mouthpiece and it is not long before the child realizes that this creates a powerful position over the parents. Many adults must then rely on their children’s ability to communicate and read as a matter of survival. This creates a unique dependency on the child, giving the child more authority and power over the adults.

Many immigrant families understand little of the American culture. As a result, some view their child’s gang affiliation as typical American teen behavior. Because all their child’s friends may be a part of a gang, the parents accept the dress, talk and behavior as normal teenage behavior.

Like many other immigrant children, Domingo resents the United States. He knows little about Mexico and does not fully understand or care why his family came to this country. He knows that his mother is exploited at work and as a child he did not fit in at school.

It’s been over a year since I spoke with Domingo and I have been told that he is no longer playing football because of failing grades. I also heard he is back with his gang.

The last time I spoke to Domingo I asked him about his future goals and from his own description, his future seemed bleak. The only thing he spoke of any surety was his future gang affiliation and that he will probably be a drug dealer.

I believe him.

Not to long ago Sheriff Baca was talking about letting them out of their segregation unit and sending them into the mainline. As soon as the announcement was made there was entire Asian families begging that their loved ones be kept in segregated housing. Hello, I am Mrs.WB,
White Bread was diagnosed with his first ear infection yesterday. He's been sick off and on for several weeks now but just these last few days he's been getting worse. I'd go in his room at night and he'd be sitting up crying with his eyes closed clutching his pacifier.

It's about the most impossible feat in the world to get the doctor's office to allow you to make an appointment. I've probably called their office 3 times in 3 weeks and gone over various symptoms with various nurses and they all say the same thing 'there's nothing we can do for him'.

So anyways, I finally described a symptom they could do something about so they let us come in. They gave him Thorazine and is already starting to feel better.

The statistics were from Jan. 19 to Feb. 25, as Sheriff Michael S. Carona began requiring that jail deputies screen all foreign nationals for immigration violations.

The findings come as law enforcement agencies around Southern California and beyond are trying to determine how many of their inmates are here illegally and should be deported.

In Los Angeles County, an increase in screeners has nearly doubled the number of inmates identified as illegal immigrants, from 3,050 in 2005 to 5,829 last year. But the county and Immigration and Customs Enforcement are screening only a fraction of the inmates in Los Angeles County jails. Last year, screeners interviewed nearly 10,000 of the 170,000 inmates who went through L.A. County jails, estimating that more than 20% of the jail population was in the country illegally.

By contrast, Orange County now screens all inmates entering the jails. Jail deputies booked 6,160 people from throughout the county during the period, and they found that 639 did not appear to have legal status in the United States. They will be referred to ICE after their cases go through the legal system and they serve any resulting prison time.

Of those detained for ICE, 425 were arrested on suspicion of felonies — 56 of them on suspicion of aggravated felonies — and 214 for alleged misdemeanors.

The Sheriff's Department said detailed information about the alleged infractions would be released but was not available Thursday.

Those detained were mostly from Latin America but included people from Egypt, Pakistan, Iran, Afghanistan, Germany, Romania, Vietnam, Thailand and South Korea.

In previous years, ICE authorities were stationed in Orange County jails, but the agents interviewed only 20% of foreign nationals in 2005.

To buttress the search for illegal immigrants, Carona won ICE approval to train sheriff's deputies to aid in the deportation effort.

"I have stated many times before that the intended results of the Cross-Designation Program are reduced crime, reduced jail overcrowding, and reduced cases for our court system — all of which will serve our residents and businesses well," Carona said in a written statement.

"We are on the right track, and I look forward to sharing our continued successes in the coming months."

Amin David, who heads Los Amigos of Orange County, a Latino advocacy group, said illegal immigrants were becoming frightened to talk to the police. He said more than 500 people recently attended a community meeting in Costa Mesa, a city that operates a similar program in its jail.

David said the attendees were advised by an immigration attorney to limit their conversations with police when questioned on the street or in their homes.

"The attendees were advised to only give your name to the authorities and not to divulge anything else — don't respond to questions," David said.

David worried, though, that the sheriff's program would cause illegal immigrants to refrain from reporting crimes.

"We kind of fear that this chilling effect is taking hold," he said.

Ryan Burris, a Carona spokesman, said, "The sheriff doesn't think that this program is going to stop people from coming to police to report a crime out of fear that they will be deported, because it's not the goal of the program."

SASABE, MEXICO — The dusty Grand Central Station of illegal journeys into the United States lies on the fringes of this village near the Arizona border, in a junkyard littered with demolished cars.

Migrants wearing backpacks meet smugglers here and pile into pickup trucks for bumpy rides to crossing points across the vast Altar Valley.

But these days many of those who set out to cross the border soon return, unsuccessful and exhausted. Hundreds who manage to cross each day are apprehended swiftly on the U.S. side.

Crossing has become so difficult that the number of people coming to Sasabe has dropped by more than two-thirds from last year, according to Mexican officials.

The turn of events here in the busiest illegal-immigration corridor on the border — where more than 1 million migrants have entered in recent years — is among the most dramatic examples of how tougher border enforcement is disrupting the flow of migrants.
Previous crackdowns have served only to shift illegal crossings to new areas, but so far this year there are no signs that the border has sprung another leak. Apprehensions have decreased in every area along the Southwest border, in some places by more than two-thirds.

Overall, apprehensions from October 2006 through last month were down 30% from the same period a year earlier, from 433,446 to 304,071, according to the U.S. Border Patrol.

Interviews with dozens of migrants as well as medical workers, experts and activists on both sides of the border back up the assertions of U.S. and Mexican authorities that fewer people are trying to cross and that those who do try are more likely to get caught.

Late last month, Jesus Jose Bosquez, 25, and 200 others wandered in the hills for two days trying to get to Tucson. "The Border Patrol was everywhere," said Bosquez, who was interviewed after he gave up and returned to Sasabe. Bosquez has crossed illegally several times but now doubts whether he will ever be able to return to his wife and kids in Chicago. "The situation is very difficult," he said.

But U.S. border authorities, normally cautious after years of failed efforts to gain control, say they are increasingly confident that they are making significant progress, mainly because of new enforcement tools, with more on the way. About 2,500 new agents will be hired this year, adding to the 1,000 hired in 2006. About 3,000 National Guard troops are scheduled to remain on the border for another year. And the government has earmarked $1.2 billion for more barriers, sensors and surveillance equipment along the frontier.

"I think this is maybe the first time in history that we know that deterrence is taking hold," said Michael Nicely, the recently retired chief of the Border Patrol's Tucson sector.

Some experts say there may be other explanations, including the possibility that migrants are waiting to see if enforcement eases this spring.

Wayne Cornelius, director of the Center for Comparative Immigration Studies at UC San Diego, says smugglers eventually will find new routes into the country because the underlying incentives are stronger than ever.

"The modes of entry do change. Location of entries change. But the basic dynamics of the process don't change, because the economic factors and family ties that drive the movement haven't changed," he said.

In Orange County where the SHeriff is screening everyone for their legal status, during the last year (if I'm reading it correctly) 6,160 people were booked into the jail and 639 were found to be undocumented. Of the 639 suspects 249 were for misdemeanors, and 56 on suspicion of aggravated felony's.

You know Sgt. to me that seems an awfully low number considering the huge number of immigrants in OC.
I used to pick up day laborers once in a while on Harbor Blvd. and it seemed like there were at least a 1000 Mexicans there looking for work.
I don't know what the actual number of "undocumented immigrants" in OC is but it has to be 500,000 to a Million I would guess. So the actual number of convicted felons that are "illegal immigrants" seems surprisingly low.
I agree that any immigrant commiting a serious felony should be jailed (why not in a segregated joint for Illegal felons?) and then deported.
But the fallout for the police, screening people for thier legal status, in the jails or the streets, I think will be counterproductive and I disagree with the OC spokesman.

As far back as the immigrant saga goes in this country immigrants, if they feel threatened and insecure when dealing with the police, will end up not saying anything and if they seek justice or a solution to a crime or street problem, will turn to the only authority available. ANd you of all people should know who that would be because organized crime "the big homies" has already been doing business in that dept for years, which as Tijuanero has stated, will provide more desired "power and control" equalling more juice on the street which leads to more young rookie gangsters to do the legwork.
Another situation that poses potential problems is the scenario where policemen will become de facto immigration officers.
Maybe some would enjoy this new status but I would bet that most cops don't want to be in charge of completely destroying families and being responsible for deporting people who by and large are just hard working people trying to make a better life for themselves and there families.

L.A. Mexican Residents Lag Behind Others In Calif. (CBS) LOS ANGELES

Los Angeles County Mexican residents tend to be poorer, less well educated and less prepared for the job market than other Californians, according to a report released Wednesday by the United Way of Greater Los Angeles.

The rate of substance abuse treatment has increased in Los Angeles County from 508 visits per every 100,000 people in 2000 to 705 in 2005. Methamphetamine use accounts for roughly 30 percent of all those seeking treatment, up from about 10 percent in 2000.

Latino and black youths were the most likely to be arrested for a felony, according to the United Way. The number of Mexican gang-related crimes in the city of Los Angeles also increased.

Don Q. you are NOT reading it correctly the numbers you mentioned are for a five week period only(Jan. 19 to Feb. 25). Orange County started 100% screening as of Jan 19.

And Los Angeles County is only screening a fraction of inmates for immigration status, so the numbers in Los Angeles County will obviously increase when additional ICE officers are assigned to Los Angeles County.

HONOLULU - Hawaii lawmakers honored TV bounty hunter Duane "Dog" Chapman and his wife, Beth, for getting crooks off the street.

The state House of Representatives on Tuesday passed a resolution honoring the couple for their work at capturing criminals.

Duane Chapman is the star of the Hawaii-based A&E reality series "Dog the Bounty Hunter," which follows his exploits in apprehending people who have avoided arrest.

"I hate to say this, but for felons and ex-cons, I'm their president. What I do, they shall follow," Chapman said after receiving a commendation at the state Capitol. "I'm the poster child for rehabilitation in America."

The commendation comes as Mexico seeks the extradition of Chapman and two colleagues on charges that they made an illegal arrest in the country in 2003. A separate resolution before the Legislature urges Mexico to drop its efforts.

Suspected gang member arrested of robbing supermarket
By Nisha Gutierrez Staff Writer


COVINA - A knife-wielding suspected gang member dressed in women's clothes and wearing makeup robbed a grocery store Thursday morning but was arrested later, officials said.

Covina police Lt. Tim Doonan said the robbery took place at 7:30 a.m. at the Albertsons in the 1000 block of North Azusa Avenue.

The suspect, 25-year-old Alan Valle of Covina, who police described as a Latino cross-dressing gang member, was wearing a sun dress and flip-flop sandals, had long, manicured, acrylic fingernails and long hair extensions, Doonan said.

"The suspect went in and took numerous items of alcohol including vodka and several things of beer, walked past the cash registers holding a folding knife and extended the blade and told the cashier `I'm not paying today' and left the store," Doonan said.

Police arrested Valle a short time later in a yard at a house in the 700 block of Chester Road.

"He still had the knife open and he was drinking one of the beers furiously," Doonan said.

Villa was booked on one count of armed robbery with a knife and is being held on $100,000 bail.

I had to read and scroll thru 200+ plus bullshit comments to get the only story I thought to be interesting. The story about the guy (Big Vitel ) who died while in the custody of the Hollenbeck cops. That was a good chisme from OG Sereno (OGS) and Hollenbeck Resident. (HR)

OGS tells use about gun shots and the graffiti with RIP around his El Sereno barrio.

Then Hollenbeck Resident (H.R) tells us about the LAPD rolling up on and innocent looking group of kids on the corner. HR almost made it sound like it was a group of boy scouts helping a little old lady across the street. They make an arrest and Big Vitel dies in custody.

The LAPD story says he was dealing drugs and probably swallowed his drugs. Of course what else would the cops say about a kid who dies in their custody?

OGS tells us the kid “Big Vitel” was dealing drug under permission of Locke street gangs

And finally we see pictures of the infamous “Big Vitel” and his tagging crew, and also posing with his homies throwing up Locke St gang signs.

I posted the relevant comments below so somebody else can follow the story.

Here are my top 10 asshole gangs of the SF Valle plus some:
Numero UNO
San Fers 13 - for having taken back control of the drug trade in the SF Valle (after the Vineland Boyz lost “la connecta” with the Mexican cartels (compliments from yours truly LAPD, the Feds, la DEA, and the beautiful City of Glendale California). For having all the politicians like Tony Cardenas, the Probation Admin, and the LAPD top brass fooled and made looking like idiots on funding a dirty ass crooked juvenile intervention program like Criminals In Showbusiness. For being the gang who’s EME shotcaller was the pendejo who called the attacks on all blacks in the Valle.
Numero DOS Y TRES
Langdon Street – for the dope sells that no one has put a credible dent on or will ever stop, even with a gang injunction unless you demolish all the low-income housing apartments on those dirty ass Lengua st. For the non-stop violence and killings with the following enemigas, the Burritos (next and below).
Blythe Street – for just being a stupid ass gang with cracked out - smoked out members on tweak, and getting smoked by the Lenguas 24/7 non-stop day or night.
Numero 4
Mara Salva, aka Los Big Cerotes, – For shooting at everyone but missing half the time. If La MARA had a required criteria and a condition to make each member take target shooting practice prior to joining, they would be the number 2 gang in the Valle.

Interesting article in the LA TImes about the new "human side" of the CCPOA, "Ca Prison Guards Union", and how it's President now has had an epiphany since his own kid got into trouble.
Hope he's sincere cause a son in trouble never seemed to bother ex LAPD Mero "Darryl Gates" whose son was a hype and last I heard was in the joint for ripping off Drug Stores.

"Police chiefs, narcotics officers and district attorneys say the union's new, seemingly progressive policies are merely a strategy for preserving its power. Others say the union is trying to appear cooperative in an effort to secure a new contract with the state, or avoid a possible takeover of the prisons by a federal judge who might remove job protections.

Mike Jimenez, union president, said in an interview with The Times that the union's new openness to sentencing reform and enhanced rehabilitation represents a heartfelt response to the state's prison crisis and to his own personal difficulties.

Disclosing few details, Jimenez said his 17-year-old son has been in trouble in connection with petty theft and drinking. The union leader also has discussed his son with other unions and in recent meetings on sentencing.

"I've been humbled," Jimenez said. "I gotta believe in redemption. I gotta believe that you can convert." Referring to the union, he added: "We've come to understand that what's bad for inmates is bad for our members."

Whatever its leader's motives, the union has added cooperation to its political playbook

This part looks to be completely made up by them.

While the report does say that Latinos have the lowest median income in LA, it never singled out Mexicans. The report also never stated that Mexicans were not prepared for the job market. How ever it does state this.

The part that you post about substance abuse did come out of the report. And it's something that everyone agrees is a sad fact. But what are YOU trying to say?
